RAILWAY SHARES HEAVY War Specialties Pushed Higher by Fool - Manipulation Another Sharp Break In Foreign Exchange Rates. NEW YORK. Aug. 13. The over-night decision of the Interstate Commerce Com mission, directing sweeping reductions in rates now charged by the anthracite rail roads, wss the event of primary specula tive importance In today's stock market. Shares of the compsnles most concerned registered inltisl losses of two to six points, tbe balance of Sis railway list receding more moderately. Transportation stocks closed with a heavy undertone. Wsr specialties, especially those of the more mercurial character, were sgaln taken In hand by pools and syndicates, with re sultant advancea of three to five points. New high records for the day included Willys Overland at 196 and Studebaker at 03. the former scoring s maximum advance of IS points. Hesvy selling marked the trading of the final hour, some of the important rail ways and United States Steel then selling st lowest prices of the session, with a heavy unsettled tone at the close. Total sales aggregated 883.000 shares. The signlflcsnt feature of the dsy was another sharp, break In exchange on Lon don snd Paris to lowest rates ever recorded since New York became a financial center. Demand sterling fell to 4.70 or 2Vio under yesterday's minimum, snd Paris checks, at 5.89, showed a depreciation of 6 cents from the previous day'a low rate. These quota tions hardened with the close of the stock market, but It was, nevertheless, predicted thst all foreign remittances would show greater weakness unless drastic measures were immediately employed to meet the abnormal situation. Money lates remain at easy quotations, snd the known cash movement for the week points to snother large gain by clear-ing-houre institutions tomorrow. Bonds were irregular, with narrow fluc tuations. The market for coffee futures opened steady at unchanged prices to sn advance of 3 points on some scattered overnight buying orders, which were evidently attracted by yesterday's bullish reports from Brazil, but met a good deal of realising, and prices eased off sev eral points from the best during the mid die of the day. CHICAGO, Aug. 18.. Acute weakness seized the wheat market today as a' result of assertions that export sales of 2.000.000 bushels had been canceled. Notwithstanding statements that the contracts nullified were at big premiums for quick shipment by way of the Gult of Mexico and could doubtless be replaced a little later with Northern wheat at much lower prices, the market closed nervous, IVic to 3k354c under last night, with September at (1.074 and De cember (1.0754. Corn finished 4c to 4c down, oats off 54c to 54c and provisions un changed to 10c higher. According to a high authority the real rea son ot the wheat cancellationa was to be found in the plans bf the Italian and French governments to fix maximum prices and to cut off speculation. Wild rushes to sell smashed wheat prices hard right at the outset, and caused further breaks later that in some cases amounted to 44 540 as com pared with last night's figures. Rumors that the canceling ot export sales might be due to Improved chances for the immediate opening ot the Dardanelles were not widely accepted. Although wheat showed some reaction from the low point of the session, the ral lies were not well maintained. The weak foreign exchange situation was one of the depressing factors In the late trading. On the other hand, there was new business to the extent of 180,000 bushels in the way of ales here today to seaboard exporters. Corn was affected by the wheat weakness. Oats had more Independence than corn, but were also heavy. Provisions ruled firm regardless of the declines in the grain and hog markets. Cov ering by shorts chiefly was responsible.
