The death knell of small dairies
within the greater part of Portland's
residence district Is sounded In a
proposed ordinance which will be In
troduced In the Council this morning.
The measure -has been prepared by
Deputy City Attorney Myers at the
request of the Council.
Jn a large district on both the West
Side and the East Side, any person
firm or corporation Is prohibited from
keeping more than two cows on any
one acre of land and Is prohibited from
driving more than two cows over any
street within the district, except where
the cows are being driven to a place
for sale or transportation.
A penalty of 1500 or six months in
Jail Is provided for violators. The
measure is aimed primarily, it Is said,
st a dairy of 11 cows maintained on a
S 0-foot lot In Vernon district. There
are many other small dairies In various
parts of the city which will be bit If
the ordinance passes

CITY TO SUE FOR $10,000

If the city Is successful In Its suit
the treasury will be enriched to the
extent of 110.000 as a result of the
failure of George F. Heusner to con
struct the Interurban electric line from
Kenton to the West Side business dis
trict, in accordance with a franchise
granted him about two years ago. City
Attorney Lalloche has been asked by
Commissioner Ialy to prepare a Coun
cil resolution declaring the franchise
forfeited and providing for proceedings
to confiscate the '110.000 bond furnished
by Mr. Heusner to guarantee construc
tion of the line.
The franchise called for the comple
tlon of the line and the starting of the
operation of cars within It months af
ter the granting of the franchise. This
time has expired and nothing has been
done towsrd the construction. Mr.
Heusner about three months ago asked
for an extension of time. This was de
nled by the Council. The full limit
of the franchise baa expired and the
city will proceed against the 110.000
bond.

to the total cost of the contracts to

"Colonel" G. W. Brackenbrldge, ot
San Antonio, Is in Portland.
"Colonel" G. W. Brackenbrldge. one
of the best-known bankers in tht West,
la in Portland. He Is 84 years old. He
founded the first bank west of the
Colorado Klver, in Texas, at San An
tonio, in 1866, served as its president
until three years ago, when he retired
He also was president of the Security
& Loan .Association, of the same city,
was for 25 years a member of the
board of regents of the University of
Texas and is owner Of the controlling
Interest In the San Antonio Express.
"Colonel" Brackenbrldge also is a
humorist. He dislikes publicity and
laughs at the idea of "Colonel" being
attached to his name.
"I am not a Colonel." was the first
thing that he said. "I am neither a
civil nor a military Colonel. I never
fought in any war and I have never
met- the requirements that allow a
civil title of Colonel to be prenlxed to
my name. In the South they say that
a man who drinks whisky, swears out
loud and gambles has qualified as a
member of the civil army of Colonels.

sites: once in a while I take a glass of
whisky."
"Colonel" Brackenbrldge is In Port
land "to keep out of everyone's way."
He .Is traveling with his sister, who Is
in poor health, and this is one of their
annual pilgrimages to escape the heat
of the Texas Summers. They will re
main In Portland until Sunday, until
Mr. Brackenbrldge can make the proper
reservations for San Francisco. They
have been visiting the Yellowstone and
Glacier National parks and - stay as
long in one place as they choose.

State Game Warden, on the telephone-
air. Shoemaker said he had already
formed an opinion on the subject. The
law clearly states that women may hunt
and fish without a license. But the
legislators evidently did not think of
women killing deer. They provided
that every deer killed must be tagged
with a small coupon to be torn from
the hunting license. It Is a violation of
the law to have a deer carcass In your
possession without one of these tags.
