As a result of The Oregonian pefh flndtna; trip Sunday. Portlandere who contemplate motoring with the official dedication party over ths lower Colum bia River Highway tomorrow may feel assured that they will arrive at their destination by the aea without dtfft- "Vh road through 8t. Helens to Coble. 41 miles from Portland. Is good almost all of the distance. The new construc tion work under the Standlfer-Clarkson contract eotnmencee at Tide Creek, a point between Deer Island and Coble. The seven miles from Gobi around the picturesque Goble and Preecott points to Rainier was a trifle rouKh last Bun day, but hundreds of workmen were busy smoothing off the rough surfaces to have the road ready for comfortable travel tomorrow. From Rainier to Clatskanla tha road Is for the most part an old county thor oughfare that is well established. There Is some new grading that Is In good condition and a touch of corduroy here aad there. Between Clatskaale and the county line at a point this side of Westport two promotortrs will attract the dedi cation party. Palm Cut. a llttie way eat of Clatskanla. and Kerry Cut. near a station by that name. Prom the county line on to Clatsop Crest, former ly Busby's Point, the road la solid and enwoth. Clatsop Crest Is the highest and most scenic point along the highway, for three and a half miles the road winds around the hills until It has looped Itself six times on the mountainside and faded away at the summit, a fall Tie feet above the river. On th other side of Clatsop Crest mewly constructed bridges cross sev eral attractive trout streams, and then, for five or sis miles between points opposite tha staUoas of Knappa and fjvensen. the road Is In fin condition. A hill lust below Burnside Point was rather disagreeable with mud last Sun day, and unless the County Court has kept Its promise of laying new plank nearly all cars will need tire chains to help them over the ridge. From that point Into Astoria the road sis In good condition. I - w C.ntn. Pnit fOVin th slt- uation: "The tnaUnct to look after your neighbor's morals however unsuccess ful you may be in looking after your own Is ineradicable In human nature. If printing were a new art Invented, say. In th lth century It would un doubtedly be under a comprehensive censorship. Ther would be a college of censors In the Postal Department to scrutinize every printed sheet that went through the malls. "There would be state cenaora. whose political activities hsd been of a na ture as to Inspire the Governor with rreat faith in their general discretion. Now York. Chicago and other large cities would have local boards, probably affiliated with the police departments, and very zealous In seeing that tbe minds of the young were not corrupted by printed words which tended to raise doubts of tbe police department's In telligence and Integrity. Recent Is sues of Chicago newspapers contain ing Information that policemen had been indicted for grafting would have appeared In the corrupting columns, carefully blackened over In tb Rus sian manner. "Motion pictures are a new art. and a complicated system of censorship is growing up around them. There Is no particular reason for censoring motion pictures mors than anything else, ex cept that they are new and their un settled status gives the censorious In stinct a chance to assert Itself. Dissatisfaction Is Shawm. "Crime of all sorts Is constantly de scribed In print that is within the reach of any literate child possessed of a penny. It Is constantly shown on the stage, th Illusion ot wnicn is mucn mor powerful than that of the motion picture. Motion-picture men them selves set up and supported the Na tional Board of Censors, because they wished the publlo to be assured that the entertainments were such a tne public's wives and children could see without offense, A lot of state and city censors, each with his own notion of what Is advisable for his neighbot to see. cannot fall to become in the end an Impertinent nuisance. "Summing up the question of censor ship In the City of Portland I can frankly say the moving-picture men nere are anything but satisfied with the csar like methods of two or three members who now dominate the present censor board. "They do not object to censorship. what they want la a square deal, ana In their opinion the only way this can be had is by the Commissioners of our city appointing a board of appeals. Appeal Power Is Seagbt. "This would give the firm or in dividual an opportunity. If he so de sired, after a film had been condemnea by tha present censor board, and be did not think It lust condemnation, to then have tha privilege of submitting tbe film as evidence to the board of ap peals. Aa the present law reads, we do not have this right. "The board of appeals decision would be final. They would have the priv ilege of either sustaining the decision ot the censor board or passing tbe film over their beads, which would be satis factory to the moving-picture inter ests. "The movlng-plcture business in the City of Portland Is too large an enter prise to be entirely controlled and dominated by such a small body of in dividuals as now represent the official censor board."
