Starr Declared Corrupt and Incompetent, Intemperate and I .ax In Administration. SALEM, Or., July 23. (Special.) Petitions bearing the signatures of 352 voters of the county for the recall of Joseph K. Starr, District Attorney of W heeler County, were received by Sec retary of State Olcott today. Charges in the petition against the official are as follows: "He is both corrupt and incompe tent. He indulges very freely In strong drink, rendering him incompetent to at tend to the duties of his office, and does not prosecute violations of the local option law. He does not enforce the plain provisions of the law alike on all offenders. His inability makes his administration expensive and causes the county a great deal of unnecessary expense." . Under the law 301 petitioners are sufficient for the calling of a recall election in the county.
