VANCOUVER, Wash, June 20. (Spe
cial.) The widows' pension act, which
has been in effect in Washington for
two years, is repealed by a new law,
which, went into effect June 10, accord
ing: to Judge R. H. Back, of the Su
perior Court The County C.ommission
ers are of the opinion that while the
act as in force for the past two years
is a grood one for worthy widows, it
has been abused, but that the new law
will tend to overcome these loopholes
to a large extent.
Under the old act, a widow was en
titled tp aid if her husband was dead,
or had abandoned her for a year, or
was an inmate of a penal institution or
of the state hospital for the insane,
provided she had been a resident of
the state for a year.
It is charged that widows, learning
pf this law, and the short time of resi
dence, actually removed to this state
to put in applications.
The new act provides that a widow
entitled to assistance must have been
a bona' fide resident of the state for
three years, instead of one year, and
the provision aiding women whose hus
bands have abandoned them has been
eliminated. It is said that this pro
vision tended to increase abandonment,
as the men well knew that their wives
could secure assistance for themselves
and children if left destitute.
All who were receiving aid under the
old law must again make application
under the new law, and it is a certainty
that many women who have been re
ceiving benefits will n,ot be eligible
under the new act.
