The twenty-fourth annual graduating
exercises and declamation contest of
Fortland Academy, of which James F".
Kwlng is president, will be held at the
First Tresbyterian Church tonight at
S o'clock. There will be 33 graduates
to receive diplomas. There are five
contestants in the declamation contest,
and their subjects cover a wide ransre.
Walter Daniel Krupke will deliver "The
New South," by Grady; lonald Melrose
McClintock. "The Origin of Our Na
tional Anthem." by Watteson: Mary
famille Murdock, "The Honor of the
"Woods." by Murray; Eric Alexander
Howard Peterson, "How Wendell Phil
lips Became an Anti-Slavery Reform
er," by Livermore, and Rex Stewart.
"An Appeal to the Italian People," by
Maeterlinck.
Kev. John H. Bcryd will present the
prizes in the declamation contest which
Is to be judged by P. P. Dabney, W. B.
Ayer, Lisle Smith, Kiev. L. R. Oyott and
Professor T. T. .Davis.
The declamation contest will be. in
terpolated by the Rirls' chorus, which
-will sing "When Irish Eyes Are Smil
ing." The exercises will include an organ
eolo by Kdgar K. Coursen; the invoca
tion by Rev. Mr. Dyott: singing by the
Girls' Double Quartet, "Venetian Song,"
by Tosti; a soprano solo, "Amarella,"
by Winne, which will .be played by
Jeannette Ann Crosfield; presentation
of diplomas by XV. M. I.add, president
of the board of trustees of the acad
emy; presentation of scholarship prizes
by Frederick II. Strong and a number
from the Girls' Double Quartet. "Some
where a Voice Is Callinsr Me." by Tate.
The girls' double quartet is composed

208 GET INCREASE IN PAY
Council Unanimous in Advancing
firemen's and Policemen's Salaries.
Two hundred and eight firemen and
policemen each will receive an increase
of $5 a month In salary on July 1. The
City Council yesterday passed by
unanimous vote an ordinance introduced
bv Mayor Albee providing the increases
which aggregate $1130 a month. They
are in accordance with the customary
system of giving the men in these two
bureaus automatic increases each six
months until they reach a maximum
salary of $100 a month.
The increases are given to 76 police
men and three members of the harbor

men in the Are bureau; nine assistant
lire engineers; two flreboat engineers
nnH nno clork in. the fire bureau. The
increases in the police bureau aggre
gate J395 a month and In the fire
bureau ?7C0 a month. An increase of $5
a month was granted to the matron at
the smallpox hospital. This made an
aggregate Increase for all bureaus of
$1130 a month or $13,560 a year.
PRESIDENT SMITH COMING
Leader of Mormon Church to Speak
at Dedication Services Here.
Joseph Smith, president of the Mor
mon Church of the Latter Day Saints,
will arrive Sunday morning to take part
with Bishop Nibley in the dedication
of the Portland church at the southeast
corner of Kast Madison and East Twen
ty-third streets Sunday. Services of the
day will be the Sunday school from 11
to 12 o'clock, and the principal dedica-'
tory services will be held between 2
j:nd 4 o'clock, during which President
Smith will preach. He will speak again
.t 7:0 o'clock. He will remain but one
day in Portland.
Monday next there will be a confer
ence of the Relief Society with ad
dresses by several prominent Portland
women. Monday night a concert will
be held. Miss Klizabeth Woodbury, of
the school of expression, will read. Miss
Kvelyn Colbreath will sing, with Miss
Ileln Colbreath as accompanist. Rev.
ZU. J. Ballard, pastor of the Portland
church and ex-singer in the Tabernacle
choir at Salt Lake City, will sing.

trict, presented their case yesterday to
the City Council. The Council took no
action upon the ordinance as presented
by Commissioner Dieck providing for
the amendment to the code.
J. A. Fouilhaux, an architect of the
firm of Whitehouse & FouiThaux, de
clared that there can be no objection
to the amendment to the code from the
standpoint of additional fire hazard. He
said the underwriters say the
measure will not increase fire rates.
Other speakers, including C. J. Hogue.
E. B. McNaughton. Building Inspector
Plummer, Robert Strong and J. K.
Daly, declared that the amendment
should be adopted. It was -declared
that without it property owners are
unable under present business condi
tions to erect fireproof buildings and
make them a financial success.
C. J. Hogue declared that the build
ings can be erected of mill construc
tion at a cost of from 15 to 30 per cent
less than the cost of fireproof build
ings of the same size.

Unless a number of suspicious cir
cumstances surrounding the fire which
destroyed the Standard Box & Lumber
Mills, the Acme Planing Mill and Page
& Son's commission house early
Wednesday can be explained satisfac
torily. Fire Marshal Stevens will turn
the case over to the grand jury for in
vestigation. Marshal Stevens said yes
terday that a number of things have
been uncovered by himself. Fire Cap
tains Groce and Roberts, Deputy Dis
trict Attorney Robertson and Inspector
Wagner, of the Fire Underwriters Bu
reau, who have been working together
on the case.
Among other things that have been
learned is that a fire broke out in the
box company's plant about 10 o'clock
Tuesday night and was put out by the
nightwatchman with a few buckets of
water. Three hours later the second
blaze started only about 50 feet from
where the watchman found the first.
The watchman had failed to find this,
although he said he had smelled smoke.
It remained for the crew of the fire
boat Campbell to turn in the alarm.
They had been out on a "still" alarm
and saw the fire at the box company's
plant.
Marshal Stevens says there are a
number of other things in connection
with the fire that make it worthy of
thorough investigation. It 13 expected
the inquiry into these circumstances
will be completed today and then the
investigators will decide what action
to take.
ITALIANS ANSWER CALL
Reservists in Oregon Responding

Italian reservists in Oregon are re
sponding freely to the Italian govern
ment's call to arms. Dr. Carlo Visettl.
the local Italian Consul, would not say
yesterday how many had reported, but
said that there had been"'quite a num
ber." The Italian government called on all
classes of reservists about the time war
was declared on Austria-Hungary.
There was little excitement among lo
cal Italians over the prospect of going
to war at that time. According to Dr.
Visettl, those who are members of the
reserve forces have been applying at his
office for transportation back to their
mother country for service in the war.
MORTGAGE TAXED $1500
Copy of 310,000,000 Northwestern
Klcetric Paper Kiled in Court.
Bearing $1500 In war tax revenue
stamps, a copy of the $10,000,000 trust
mortgage of the Northwestern Klectric
Company was filed in County Clerk
Coffey's office for record yesterday. The
mortgage is given to the Harris Trust
fc Savings lilank, of Chicago, and to
Howard W. Fenton as co-trusteo.
The mortgage secures the issue of
first mortgage 20-year sinking fund
frold bonds beariny interest at the rate
of 6 per cent. Only $3,000,000 worth of
bonds will be issued at once. The mort
gage covers the entire physical prop
erty of the Northwestern Electric Com
pany, including real estate, power sites,
leases and franchises.

The City Council yesterday was
treated to a genuine Indian dance. . In
the midst ot the Council session the
Indians visiting Portland for the Rose
Festival, pranced into the Council
Chamber and .began a war dance.
After doing a few hair-raising stunts
the Indians departed, followed by half
of the City Hall employes, who deserted
their work when the noise of the war
dance resounded through" the building.

tion, there was not a majority of the
electors of these places. In St. Johns,
said Judge Williams, there are 2070
electors, and only about 800 voted in
St. Johns. In Portland, he said, there
are more than 80.000 electors' and only
36,400 voted o-t the merger.
"There were no majorities in either
St. Johns or Portland of the electors,
an the act clearly and specifically says
must be cast to merge." said Judge
Williams. ."Enough money has been
subscribed to take the case to the Su
preme Court and an attorney has been
mnloyed to secure an injunction as
soon i as the merger Is to be put into
effect."

lic market become on Fifth street,
between Main and C streets, that it
is now held twice a week. A meet
ing of those selling produce there was
held Tuesday last, and it was decided
to number the stalls so that the same
farmers can get the same place each
time, and the regular customers will
have no trouble in locating them.
The stalls were numbered today -by

The City School Board today awarded
a contract for the construction of two
portable school buildings which will
be used to relieve the congestion of
pupils at some of the- local schools. It
is expected that contracts for others
will be let before the opening of the
Fall term.
