REASON NOT GIVEN OUT State Department's Efforts Fall, Al though Negotiations With Brit ain for Non-interference Were Favorable. WASHINGTON April 2. Efforts of the United States Government to ob tain concessions from Germany which would permit the importation of Ger man potash fertilizer failed today, it became known here, when American officials were advised that Germany would make no alteration of her em bargo Negotiations had been In progress since the outbreak of the . Kuropean war. The German reftiFal came at a time when American officials believed the wav had been cleared for a restoration of at least part of- the potash traffic between Germany and the united States. The reason for the German re fusal has not been disclosed. Tentative Arrangement Once Made. Officials would not discuss the sub ject. It is known, however, that after a Ions series of conferences with potash importers here and between American officials and the Foreign Office in Berlin and London an ar rangement had been tentatively reached which, it was believed, would allow American farmers and cotton raisens to obtain some part of the shipments 'usually brought from Ger many. The potash industry in Germany Is a Rovernment-oontrolled monopoly un der the Kali.yndlkate, which, arbi trarily fixes prices. When the war began three steamers laden with potash which had been bought and paid for by American im porters were held up and negotia tions were opened on the basis of these cargoes. After many conferences the company finally agreed to allow these to proceed jor to furnish a similar amount of potash, provided an agent of the United States Government should be designated as consignee to prevent the fertilizer from falling into the hands of the allies or employed to raise crops to be consumed by the fighting forces of Germany's enemies. Department Still Hopeful. Tt was agreed that the Department ct Commerce should name a consignee from its staff, and on this basis ne gotiations with Great Britain to pre vent Interference with shipments by the allied fleets are said to have been reaching a favorable stage. It being in dicated that not only the three cargoes mentioned, but other shipments con tracted for after the opening f hoe ttlittes. would be allowed to reach the United States. It is understood Statu Department officials are hopeful that further ad vices from Berlin will open the way for a renewal of negotiations. The tugr Sea Rover and two barges, held at Monterey Bay. Cal., by order of Col lector of Customs Davis, when he learned their mission was the salvage of the wrecked Japanese cruiser Asama on the coast of Lower California, were ordered released today. A ruling was received from the Washington authorities that the voyage and work of the three vessels would not constitute a violation of the neu trality laws. Ashland Club Secretary Named. ASHLAND.
