Town. Both are to load grain for Aus-
trKerr. Gifford & Co. yesterday cleared
the Norwegian ship Majanka for Cape,
Town with a wheat cargo amounting
to S1.9S8 bushels, valued at !.'
She will leave at once. The Majanka
has been (riven good dispatch, as she
reached port March 11 from Sydney.
The Russian ship Pampa. which re
ported March 12 from Lyttleton. fin
ished Saturday and went to the stream
yeterday. The Norwegian bark Skjold.
which entered the river March 27 from
Melbourne, is to take on the last of
her grain at the elevator at noon today.
Fhe will remain in the berth until
morning, taking water, and then go to
the stream.
There was talk along the waterfront
yesterday that all arrangements had
been made for dispatching the Belgian
bark Katanga, which has been in the
river since January 26, but at the of
fice of the Portland Flouring Mills
Company it was said that no additional
information had been received as to
funds with which to release the vessel.

to turn around and head downstream.

pa it was taken to mean that the
anchor was to go. so it was lowered
without the knowledge of the master ot
the towboat. The Pampa was close to
the Kast Side and on complaint being
made th:it she was In the fairway by
the master of the Upper Albina ferry.
Harbormaster Speier ordered her
shifted last night. There are said to be
only two members of the Pampa's crew
aboard, one of whom suffers from an
Injured foot, so men had to be fur
nished from the towboat to heave up
the anchor.

British Government Renames Prizes
With Trefix C Before Number.
C-12 is the new official name of the
Cerman steamer AVotan, a carrier that
has been dispatched from Portland and
is known at most Coast ports, which
was taken by the British forces and
has been placed In service, the C mean
ing captured. The steamer is en route
from Australia to Honolulu with coal.
As rapidly as possible captured ves
sels of desirable class and tonnage are
being pressed into service, though so
far official notice has been given that
only seven of a dozen taken are plying
in other than trade caused by the war.
The identity of other vessels taken is
as follows:
The C-J was formerly the German steamer
Tiberiu. and is at Port Natal; the C-i was
tlie Neumuiater. formerly at Adelaide and
en route from Port Natal to London: the
--4. formerly the Slotxenfola. was at Med
b'turne and Is row on the way from Tene
riffe to Port Natal: the C-5. the Scharsfels,
Is on the wav to London from Cape Town:
the C-6. the Berlin, from Sydney for Lon
don: the C-8. the Altona. from Port Natal
to London.

JItiSli Brady Says Grappling Gear
and Paint Would Have Succeeded.
Had a cutter been rigged on an ordi
nary grappling gear, so that it could
be drawn over the side of the ship to
rcrape away the paint, ihe submarine
K-l, lying on the bottom near the en
trance to Honolulu harbor, could have
been located definitely at first, says
Hugh Brady, municipal grappler. He
insists that if a scraper had been used
rust and paint from the old anchor,
thought to be the submarine, would
have shown the mistake.
Mr. Brady has utilized the method In
locating sunken launches here, and.
when after other bulky objects, has de
pended on the system. He says that
scraper would have proved the where
abouts of the F-4 when she was located,
because it would bring tip the tell
tale Navy paint. As Mr. Brady has as
certained the resting places of launches
when divers have missed them, his rea
soning is given credence along the
waterfront.

ASTORIA. Or.. March 29. (Special.)
The British steamer Werribee arrived
today from the Hawaiian Islands and
will load grain at Portland. Captain
1.. Thomson, her master, was mate on
the old British bark Sir Jamlstjee Fam
ily when she was wrecked on Point
Greenville on December 1, 1SS3. while
e-n route, from Melbourne for Port
Townsend.
The steam schooner Shasta finished
loading lumber at Knappton today and
sailed for California.
The master of the Japanese steamer
Azumasan Mara, which sailed for the
Orient, loft a standing reward ot $50
er.ch for the two Japanese sailors who
escaped by Jumping overboard while
the steamer was en route up the river
en her inward trip. It is believed both
men wera drowned.
The Italian ship Combermere arrived
from Portland with a cargo of grain
for Europe and will go to sea tomor
row. Captain Pending has resigned as
master of the tug Oneonta to become
mate of the steamer Sue H. Elmore.
Captain Barnes, formerly of the Wal
lula. l now master of the Oneonta.
The tug Wallula Is out of commis
sion for a couple of days to wash
boilers.
The steam schooner Daisy Gadsby
arrived this morning from San Fran
cisco via Coos Bay with freight for
Astoria and Portland.
The steam schooner Daisy Putnam
sailed for San Francisco with cargo
from Portland and Astoria.
The Japanese steamer Azumasan
Maru sailed for the Orient with a cargo
of lumber from Westport.
The Norwegian steamer Thor. which
is loading lumber at the Hammond
mill for Quebec, will complete her
cargo on Wednesday.
The barkentine John C. Meyer, which
is loading lumber at Linnton for Que
bec, is to be towed from here to the
east entrance at the P"nama CanaL
The Norwegian ship Hiawatha ar
rived from Capetown, being towed In
by the tug Goliah, and will load grain
at Portland.
COOS BAY. Or.. March 29. (Special.)
The steamship Breakwater was de
layed two hours today by late receipts
of freight and then sailed for Portland.
The steamship George W. Elder ar
rived from Portland and had a good
Dassensrer list. The Elder sails for Eu
reka tonight at 6 from the terminal
dock at Marshfield.
The lighthouse tender Manzanlta,
after setting several buoys in the lower
bav. sailed for the north..
The easoline schooner Rustler is
loaded with freight for Port Orford and
Wedderburn.
Deep-sea fishing was indulged in the
past two days by launches ana small
craft, good success being reported in
the majority of cases.
STATE JfcAKES FIRST TRIP
Steamers to Go Through Celilo Ca
nal April 12 to Be Repaired.
Portland mariners are not familiar
with the appearance of the steamer
State of Washington when she made
her trial trip on Fuget Sound in 1SS9.
but she probably did not show off to
better advantage than when she went
through the harbor yesterday after
noon picking up freight for her first
trip since being rehabilitated. The
steamer left last night for The Dalles
and. beginning Wednesday, she departs
every night for that end of the run,
except Sunday. Since being laid up the
L'tate of Washington has had a new
boiler installed and has been repainted
throughout, while many changes made
have placed her in first-class condi
tion. The steamer J. N. Teal, which has
been on the run. Is at present out of
commission, but will go to The Dalles
and through the Celilo Canal April
12, possibly making Lewlston. At that
time it is hoped to pass the steamer
Inland Empire through with the steam
ers Twin Cities and Belief, which are
to be overhauled here. The Inland
Empire has completed her first trip of
the season to Kennewlck.
EXTRAXCE AIDS DISCCSSED
Shipping Interests Consulted in
Changes Prospective on Bar.
In changing buoys, establishing range
lights for the south channel and fresh
ing over other questions dealing with
aids to navigation at the entrance to
the Columbia raver. Robert Warrack,
Inspector of the l"th lighthouse dis
trict, is receiving the assistance and
support of the rivers, harbors and nav
igation committee of the Chamber of
Commerce, with which he held a con
ference yesterday. t
Captain Nopander, of the "Big Three
liner Bear, was on hand as well, and
exDressed his views as to how the
existing system might be improved on.
Last week the situation was gone over
by Captain O. P. Rankin, of the steamer
Ro.o t'itv. who also discussed the ques
tions with Colonel Mcinstry, Corps of
Engineers, U. S. A., in charge of the
bar improvements. Those represent
ing the Chamber of Commerce yester
day were Harry Pennell. Alfred Tuck
er, G. B. Hegardt and W. D. B. Dodson.
HIGH SPEED XOT FAVORED
Move to Raise Limit From 8 to 12
Miles Is Contested.
Efforts made to increase the speed of
vessels moving through the harbor from
.Mirht to 12 miles an hour are not meet
ins with favor in ail quarters, some
contending that 12 miles is excessive
for deepwater vessels, though it might
not prove harmful If attained Dy a
sternwheeler or other small carrier,
nmnact has been reported at Linnton
and the lower end of the harbor by
passing steamers of the Leaver and
K.r tvoe. thoutth their logs would
show less than lu miles at the time. It
has been suggested that as a means of
determining a reasonable speed aoove
eight miles, that one or two vessels be
allowed to speed at 10 or 12 miles and
the effect be watched. Harbormaster
Speler says he regarded 12 miles an
hour as above wiiat should be allowed,
but that '.ess speed might be maintained
without damage to vessels moored along
the river.
Marine Xotes.
"Captain" E. It. Budd. who has to do
with the operation, maintenance and
general welfare of the O.-W. R. & N.
river fleet, unfolded a secret he has
cherished for many moons yesterday,
when he announced that certain
changes are to be made in the wheel
of the steamer Harvest Queen that will
pave the way for a more economical
and speedy handling of that packet.
All stanchions are being removed on
the main deck and steel beams sub
stituted so as to increase freight space
and facilities in moving It.
With 100 tons of cargo shown on
her manifest, the gasoline schooner
Roamer was cleared yesterday for
Rogue River. She worked cargo at
municipal dock No. 1.

shipment of intoxicants there to that

From St. Helens the steamer Celilo
proceeded to Astoria last night, head
ing for California ports. The Multno
mah went from Linnton to St. Helens
to complete loading.
To permit the salmon ship Berlin to
gain a berth at the bunkers so she can
commence loading for Alaska, the Levi
G. Burgess is to be shifted from there
to the Clark & Wilson mill today. The
Berlin will come up from Goble this
morning.
It is announced from Seattle that the
schooners William Nottingham, Willis
A. Holden. J. W. Clise, Alex T. Brown
and Wilbert L. Smith, of the Globe
Navigation Company, will be sold at
auction April 15. the corporation being
Insolvent.
Sailors were signed yesterday aboard
the barkentine John M. Meyer, which
has finished loading a lumber cargo
for Quebec The vessel Is to be towed
from the river through the Panama
Canal by the Norwegian steamer Thor,
which is taking on a Quebec cargo on
the lower river.
Cargo that was aboard the liner
Great Northern when she put back to
San Francisco Saturday because of en
gine trouble, has been forwarded on
the steamer Tosemite, which is due in
the river today.
Coming to load the first of three car
goes of lumber she will ccrry from St
Helens to New York for the McCormlck
Interests, the steamer Alvarado sailed
from Long Beach, Cal.. Saturday night
after having been overhauled at the
CraiS yard.

SEATTLE, Wash.. March 29. (Spe
cial.) The fight between the Pujjet
Sound Tugboat Company, of Seattle,
and the Port of Portland for the bar
towage business of the Columbia River
is to be continued indefinitely, Manager
G. E. Flummer announced today. All
negotiations for an agreement under
which the port officials would relin
quish the business to the Seattle com
pany have been broken off, and today
the tug Goliah. of Seattle, and the tug
Oneonta, of Portland, again are fighting
for tows.
The Goliah today captured the Nor
wegian ship Hiawatha. 114 days out
from South Africa, and towed her into
the Columbia to load wheat for the
United Kingdom. The Hiawatha is un
der charter to M. H. Houser. She is
the 26th vessel landed by the Seattle
company as against the Port of Port
land's 17. since the fight for the bar
towage business began last December.
The Seattle company has made a
clean sweep of the March business, the
Port of Portland having failed to cap
ture a single windjammer since Feb
ruary 25.
The Goliah has captured as many of
the windjammers as the Port of Port
land's two tugs, Oneonta and Wallula,
together. Later the Goliah will return
to Seattle to tow the barge Fresno, ,of
the Pacific Sea Products Company, to
Akutan, and the Tatoosh for a time will
handle the Seattle company's fight
without assistance.
The Port of Portland, It is said, has
lost $206,000 in the bar towage business
since it entered that field.

Swindler of Many Banks.
BOSTON", Marcb 29. Suspicion that a
man who says he is Willard O. Wal
lace, of Chicago, was C. H. Hitchcock,
also known as Claude Howard and S.
H. Conrad, wanted for alleged larceny
from banks in New Orleans, San Fran
cisco and Portland. Or., resulted in his,
arrest today. Hitchcock is charged
with larceny of ?2500 from a New Or
leans bank through a deposit of a bo
gus draft or. a Pittsburg company.
At an Francisco he is alleged to
have obtained $1500 in the same way.
"Willard "Wallace committed no crime
in Portland, according to Pinkerton and
Burns detective agencies here, although
he passed through Portland March 8, en
route from San Francisco to Seattle.
