MANY OPPOSED TO CHANGE Transfer of Jliglits on Bar and River to Pugct Sound Company Thought Detriment to Portland by Ex porters and Shipping Men. A meeting of the Port of Portland Commission with the rivers, harbors and transportation committee of the Chamber of Commerce will be held to day to discuss the plan to turn over the towase on the bar and river to the 1'uset Sound Tugboat Company. The acssion, it is promised, will assume the inspect of a protest- against the transit- r. George M. Plummer, general man ager of the Puget Sound Tugboat Com pany, met with the Commission yester day, but owing to the absence of Cap tains Pease and Patterson a formal ses sion was not held, but a reply from th.6 tugboat interests was presented. Stockholders in the company, with whom Jir. Plummer conferred follow ing meetings with the Port of Port land Commissioners last week, are said to be against leasing the tugs Oneonta and Wallula and the river towboat Ocklahama at J1500 a month, but pro pose leasing one or both of the tugs when the demands of the service re ouire dividing: with the Port of Port land all proceeds in excess of actual oneratinir eXDenses. Alfred Tucker, of Meyer, Wilson & Co.. who was a member of the. Port of Portland Commission during the time the public drydock was built and the 30-inch suction dredge Columbia con structed, is a member of the Chamber of Commerce committee, and speaking of the negotiations yesterday, said: -We think it would be much to the detriment of Portland to turn over the towage to the Puget Sound Tugboat Company. While the Commission may be right, so far as the question of funds is to be taken into consideration, we think we should, as merchants, ship ping men and taxpayers having a direct Interest in the advancement, welfare and facilities of the port, be consulted and allowed to have a voice in such transactions. I am informed that the exporting and shipping men of this city are opposed to the transfer and personally I am most decidedly against it." IL E. Pennell. of the St. Johns Lum ber Company, is chairman of the com mittee on rivers, harvors and transpor tation and Is to appear before the Port of Portland with Mr. Tucker, also G. B Heirardt, chief engineer of the Com mission of rublic Docks, and George McLcod, of the Hammond Lumber Com pany. Other members of the committoc, are not able to attend. "Our service has helpd this port, not Injured it. and I should think the com mercial interests would back us, rather than oppose us." said Mr. Plummer last night. News reached the Merchants' Kx ,h ,-. vextordav that the British steamer ilernilston, which sailed from the river on January 28. was at Trini dad March 2. She reached Balboa Feb m.rr IS and Colon February 21 and is reported to have proceeded from there for Port Said ana (jueenstown, ui u was said yesterday that she Is destined for Cape Town. If headed for the South African har bor it is estimated that by using the Panama Canal she saved approximately 400 miles steaming, which, under nor mal conditions, would not have justi fied the payment of tolls in the Canal. Jt is reasoned that she was sent via that route In order to escape German naval vessels thought to be operating off the West Coast and In the vicinity of the Straits of Magellan. tHe Dresden not having been located then nor was the whereabouts of the Prinz Eitel Frlcdrich or the Crown Prinz Wilhelm known, though they were supposed to be in that vicinity. OCTOBEU SHIPS ARK SAFE Kirkcudbrightshire and Spartan Ar rive Out After Slow Voyages. Two grain carriers arrived out Mon day after longer voyages than their past performances had indicated, the British ship Kirkcudbrightshire having reached Liverpool after a run of 152 flays and the Norwegian ship Spartan reported at Queenstown in 158 days. They were members of the October fleet from Portland and it Is supposed here that they did not follow the usual sailing course. The Kirkcudbrightshire, often re ferred to as the smallest three-masted fullrigged ship with the longest name, is of UK- tons, net register. Portland also dispatched the largest three masted ship this season, the Norwegian hip Nordfarer. which got away from the river Monday afternoon with a grain cargo for England. She is of 2699 tons, net register, and commanded by Captain Haaverson. formerly a mate on the salmon ship Berline which operates from here each season to the Alaska salmon zone. PLANS FOR QUARTERS BEGUN" Awards to eB Made Tomorrow for Electric Work on Ioek Xo. 2. Plans for the addition of a second story to the Municipal Boatlanding at the foot of Stark street, which is in tended as permanent quarters for the Commission of Public Docks, are under way but the drafting staff of the Com mission being limited and considerable , other work under way at present, it is thought that actual construction on the r!ok addition will not be begun until about June. The Commission meets tomorrow In regular session, but detailed plans and specifications will not be ready. There will come before the meeting the mat ter of awarding a contract for electric lighting and energy at Municipal Dock No. 2. also for certain electrical Instal lation there. Groves, superintended of dredging for -the port, will leave for Astoria this morning to look after repairs and representatives of the com puny will be on hand as well, the rea son the Port has undertaken to do the work being that it has the necessary men and equipment on the ground. Port officials were anxious to have operations under way as soon as pos sible, but declined to assume respon slbility for the pipeline being choked. which caused the trouble. Brookings Company Gets Fificld JIARSHFIELD, Or., March 23. (Spe cial.) The steam schooner Fifield the Kstabrook line, has been chartered by the Brookings Company, of Brook ings. Southern Curry County, to trans port the output of the company mill to California points. The Fifield will go on the- Brookings-California run about April 1. It is expected she will need only occasional aid from some other vessel in caring for the total output The Brookings camps and mill are operating at full capacity and the yards are filled with lumber. The product is loaded on vessels with cables and swings, there beine? no wharf at the harbor. AVhite Salmon Illuminates Docks. WHITE SALMON. Wash., March 23. (Special. )J The Pacific Power Light Company has a crew or men at work installing poles and other ap paratus from here to the docks pre paratory to establishing an electric lighting system. With the opening of the Cclilo Canal and the added river travel, the White Salmon docks will be as easy to distinguish and utilize at night as during the daytime. Sens From Oregon Ports. ASTORIA, Or., March 23. (Special.) The steam schooner Northland ' ar rived today from San Francisco, and, after discharging cargo at Portland, will load lumber. The steam schooner Daisy Putman arrived from San Francisco via Loos Bay with freight for Astoria and Port land. The tank steamer Wm. F. Herrln ar rived from California with a cargo of fuel oil. The steamer Rose City arrived from San Francisco and San Pedro with freight and passengers for Astoria and Portland and the steamer Beaver sailed for California ports. The steamer Breakwater arrived from Coos Bay with freight and pas sengers for Astoria and Portland. The French hark Francois, grain laden from Portland for.the United Kingdom, was shifted to the lower harbor and will go to sea tomorrow. The steamer Speedwell, loading at Bandon. is expected here tonight to ship tics for the San Francisco market. The steam schooner Carlos sailed from Marshfield for San Pedro this afternoon with lumber and passen gers.
