OLYMFIA, Wash., ilarch 14. (Spe
cial.) For Olympia the passage of the
Capitol bonding bill by the recent
Legislature means the realization of a
tlream of half a century. For 50 years
the question of location of the capital
has been a conjectural one, and at every
session an effort has been made to have
It removed to "some more favorable
town." but now that the Capitol bond
bill with its manv favorable provisions,
is passed. Olympia is nnally selected as
the seat of the state government.
This is the salient feature of the re
rent action of the Legislature. accord
Ins the Senator P. H. Carlyon. of Thurs
ton County, who. in an interview yes
terday, at length epitomized the new
measure and outlined its operation.
Senator Carlyon has worked for a bill
of this kind since 1907, when he was
first elected to the Legislature from
this county.
The bill provides a way for money to
he raised for the erection of a new Capi
tol buildinsr without sacrificing the
valuable timber and lands of the State
Capitol land grant from the Federal
Government, and will also enable the
Capitol fund to return to the general
fund money advanced from time to
time. It authorizes a bond issue ol
S4.O00.000. and out of It appropriates
!, 500.000 at this time. This Immedi
ately available fund will be used to re
pay the general fund for advances
made, to face the handsome new Tem
ple of Justice with an exterior con
struction and to acquire land needed for
the eastern approach to the Capitol
grounds. This means that the state
will have to buy a new site for the
Olympia High School and have the
crhool building moved.
The 1315 legislative act was drafted
by some of the best attorneys in the
state and sections in it are approved by
the big bond buyers of the East. Every
precaution is taken to throw safe
guards around the Interest of the state,
nnd Senator Carlyon says that the law
is a far more satisfactory one than he
had hoped to obtain.
OIL SUBSTITUTE IS FOUND
Oregon City to Experiment With Sul
phide Liquid on Singer Hill Koad.
OREGON CITY. Or.. March 14.
(Special.) Twelve thousand gallons of
the sulphide liquid, claimed by some
to excel oil as a road dressing; will
be applied to Singer Hill road by the
itreet committee of the Council as a
test to determine the real merits of the
liquid. In case it is a success the sul
phide liquid will be applied to Oregon
Citv streets instead of oil.
The sulphide liquid is a waste prod
uct from local paper mills and can
be secured at a far less cost than oil,
Ex-County Koad Engineer Hobson be
came interested in the matter sonic

Crown Willamette Paper Company in
an attempt to lease the right to secure
the waste liquid from all the plants
of the company In the Northwest.

Mr. lvanhoe brought action in the Su
preme Court to gain possession of the
office until the election in 191C, there
being no such election in 1914. In the
meantime Mr. Hodgin took office.
When the mandate came from the Su
preme Court holding that the law by
which Union County, among others,
failed to elect a. District Attorney in
1914 was unconstitutional and that Mr.
lvanhoe should hold office until his
successor was elected, Mr. Hodgin
brought a petition for rehearing before
the court but Friday notice came to
turn the office over to Mr. lvanhoe.

Idaho's State Highway Commission is
to be reorganized on a different basis,
in accordance with Senate bill No. SI.
The new law provides the Commission
in the future shall be composed of the
Secretary of State, who is to be secre
tary and an ex-oRlcio member, and two
others appointed for a period of three
years by the Governor. Heretofore the
Commission has consisted of the head
of the engineering department at the
University of Idaho, the Secretary of
State. State Engineer and two others.

the first Monday in January, 1916, and
the second until the first Monday in
January, 1918, thereby permitting them
to alternate.
The new Commission is given power
to appoint a State Highway Engineer
at a salary of $3600 a year. General
powers are conferred on the Commis
sion, as was the case with the old one.
insofar as the construction of highways
is concerned. Convict labor is placed
af Its disposal, the convicts to be paid
50 cents a day. Joint construction of
highways between the Commission and
the Commissioners of counties is al
lowed.
Counties are to receive 60 per cent
of the auto license money collected
within their borders, and the other 40
per cent Is to go into the state highway
fund for construction and general ex
penses. Concrete as a material for gate struc
tures in American irrigation canals is be
ginning to displace wood, its durability
