Small debtors will have a haven of refuge in the District Courts when tho bill passed by the last Legislature pro viding for a Small Claims Court goes into effect, in 90 days. Only claims of less than $30 will bo adjudicated under this law. which is modeled after, a similar measure in. Kansas. At present a claim of this size must be filed in the District Court di rect. Usually, it is pointed out by Judge Dayton, who is sponsor of the system, that collection agents and law. yern get the major part of the claim collected. The new law eliminates the assign ment of claims of less than $20, and. It is believed, will be a severe blow to collection agencies. Each one of tho three District Courts in Portland will hear small (claims cases without the aid of lawyers. The debtor and the claim ant each will appear and state hjs own case, the judge will' inquire into the reasons for non-payment, and into the financial condition of both parties.
