Resolutions were adopted at yester
day's session attacking the mail order
houses, as was expected and a number
of other recommendations by the resolu
tions committee were adopted aa fol-
l0Favoring a law that will allow at
tachment of postal savings accounts of
"dead beats" who fail to pay their
bills. . ., . ,i
Recommending the adoption of the
plan of forming county credit associa
tions, as was outlined to the conven
tion by the Lane County Credit As
sociation. .
Giving indorsement to the bill now in
Congress placing a tax on mail order
houses of 1 per cent on gross sales,
and favo-lng the 1-cent postage plan.
Pledging the association to partici
pate In the opening ceremonies of the
Celilo Canal in May.
Favoring the appointment of a com
mittee which will work on some plan
whereby the small merchant can meet
the competition of the mail order
houses. George W. Hyatt. Enterprise;
Ira D 'Bovce, John Day and F. L. Trul.
linger. Yamhill, were appointed on the
committee.
A resolution of thanks was adopted
Intended to include all who showed
courtesies to the merchants during their
stay in the city.
Mr. Colt Sees Prosperity.
C C. Colt president of the Union
Meat Company, made an address at
vesterday's session onthe topic. The
.signs of the Times." His talk was
filled with optimism and said he be
lieved from the period of business de
pression the country has gone through,
it will soon emerge into a correspond
ing era of great prosperity.
Taking for his topic, "Oregon Manufactures,-
Colonel David M. Dunne
urged the buying of home products and
urged that preference be given to all
lines' of merchandise manufactured in
this state. He also favored the legis
lative bill that is intended to giv pref
erence to Oregon-made goods in com
petitive bidding on contracts for public
"'"The Relation of the Consumer to
the Retailer" was the subject discussed
by Judge W. N. Gatens. He spoke for
K"r-ater co-operation and harmony be
f eon these two classes with better
service and rreater satisfaction, as the
results to b( attained.
W F. Woodward opened the discus-
ion on the topic, "The Relation of
Employer to Employe." He urged that
this connection be close and that
mutual good will and interest result.
He relied chiefly upon public opinion,
not legislation, to bring about a more
complete understanding.
Trading Stamp Bill Explained.
George M. Brown. Attorney-General,
upoke on the bill Just passed -by the
Oregon. Legislature taxing trading
stamps and other gift scheme devices.
He assured the members of the con
vention that the law will stand any
attacks that may be made upon it. He
said Its constitutionality is assured be
cause it was passed as a tax measure.

Frank Company He said newspaper
space is far the most profitable for
merchants to buy in planning advertis
ing expenditures.
One note of discord remains from the
convention that closed yesterday, it is
said, and this grew out of a fight
that was expetced to he made for the
office of secretary. Robert Duncan, as
sistant secretary of the Portland
Grocers" and Merchants' Association,
had been groomed for the position of
secretary of the state association,
these two positions formerly having
been held by the same man. Mr. Dun
can re-ently replaced I R. Merrick in
the local organization. It was feared
that the election of Secretary Merrick
Jor another term would make a breach
in the organization and it was agreed
by the local association that neither
of the two men would bo named.
However, Mr. Merrick was nominated
and elected.
At the meeting of officers following
the election yesterday, it is understood

Joe Paradise today received ty parcel
post a piece of mail which caused

Paradise's place of business. It was a
silver dollar, unwrapped, with a 2
cent stamp pasted on one side and the
address on the other. Frank Rogers,
who owed Mr. Paradise the dollar, sent
It from La Grande. This Is the first
"package" of this sort ever handled
' through the Baker Postoffice.
Another parcel post package which
went through Baker this week con
sisted of a can of syrup sent from
Tortland to Unity. The syrup leaked
out and the Unity postmistress found
. a sweet sticky mass as a valentine
greeting.

shipping logs from Whitney today and
if the ground does not get too soft
expects to continue log shipments all

operations are being carried on at full

unknown in February in the Whitney
district.
This logging means tnat lull crews
will again be employed in the Baker
mill, which has been running only at
limited capacity for some time.
MAN TAKEN AFTER MURDER
Ferryman at Alpowa. Kills and Tells
Sheriff He Is Glad.
ASTOIK. Wash.. Feb. 17. (Special.)
Jack Moran. farmer and ferryman
at Alpowa. who killed Jack English
last Sunday, was arrested by Sheriff
Halsey and Deputy Wormell by mid
night and was lodged in the city jail.
Moran talks quite freely of his deed,
stating he had been carrying that gun
for three months and he was glad it
had finished the man be carried it for.
George English, of Richmond, Ky.,
brother of the murdered man, has tele
graphed instructions selative to his
brother's body, which probably will be
sent to Jjientucky for interment.
COIN PLANT INSPECTED

cial. ) Several newspaper men and
county officials last night saw the
counterfeiting plant captured here by

of Police J. W. Carter, of this city.
Mr. Glover explained the methods of
manufacture of illegal coins and had
about 60 moulds.
Inspection of the plant showed the
owners had been making five-dollar
gold pieces of both the . old and new
coinage. Mr. Glover had about 100
half-tinished 50-cent pieces he gathered
in the raid and several gold pieces.
The outfit filled three suitcases and
consisted of partially completed coins,
acids, plating fluids, crucibles and vari
ous other tools and paraphernalia. The
Portland secret service man said the
work was some of the best he had
ever found.
The preliminary hearing of Z. G.
Harshman and J. S. Stevens, accused of
counterfeiting, will be held tomorrow
in this city. i
MERGER ELECTION APRIL 5
St. Johns Committee Xamcd to Pre
pare Charter Amendments.
ST. JOHNS, Or., Feb. 17. (Special.)
The Council last night ordered placed
on the ballot at tne regular city elec
tion, April 6, the question of merging
St. Johns with Portland. A petition
containing 400 signatures was present
ed with this request. C. -E. Garrick
and J. W. Davis and Mayor A. W.
Vincent were appointed a committee
to examine the city charter and select
amendments for the ballot- The matter
of purchasing the St. Johns waterwarks
is one of the issues.
The city accepted the donation of an
acre of land from William Gatton in
the Gatton tract for cemetery purposes
on condition that tho cit" niaintain
the Gatton Cemetery. A committee was
appointed to take charge of the prop
erty. An ordinance prohibiting work on
the streets on Sunday by city con
tractors was passed. A petition was
read asking that the municipal dock,
now leased by the Crown-Columbia
Paper Company, be sold. The petition
was placed on file.
SUGAR PLANT IS PUT OFF

The establishment of a beet sugar fac
tory in the Rogue River Valley has
been abandoned for 1915, but every
thing points to its establishment in
1916. Owing to the lateness of the sea
son, a large proportion of the desirable
land already had been piantea iu ulhci
crops when the campaign started, so
nniv nhnut 2500 acres were actually
signed up and approved.
The promoters demanaea a minimum

Drivers Required to Be of Good
Character and Cannot Solicit
Business Outside Their Cars.
SPOKANE, Wash.. Feb. 17. (Spe
cial.) The City Council today by
unanimous vote passed an amendment
to the city traffic ordinance regulat
ing the operations of Jitney buses and
jitney drivers and read, the new auto
bus license ordinance the first and
second times.
The amendment requires tnat auto
bus drivers be 21 years old. free from
physical defects and that they be of
good character; that they must not
solicit business when outside their
cars; that they must not allow passen
gers to ride upon the running boards
or carry more than two passengers
over the rated seating capacity of
their cars.
As amended, the new auto bus li
cense ordinance which was passed to
third reading, provides that all Jitney

out either schedules or routes shall be
requred to pay double tne license pro
vided for machines on regular sched
ules and routes.
Another change in the ordinance
was made which will require those
going on the surety onds for jitney
men to have assets twice the amount
of their liability.
The ordinance specifies that wnere
private surety bond is furnished it
must be secured by two property-
owners.
' This license ordinance will come up
for passage next Monday and if passed
will become effective 30 days there
after.
