The Neues'e Xachrichten has published an interview with Dr. Lud vlff Ganghofer. the German author, in which is given a .urther account of the writer's visit to Kmperor William at the Imperial Field Headquarters. Dr. Ganghofer says: "1 heard and saw an example of the Ktnperor's quiet patience with slander ous statements which should be in structive for us all. Remarks of such a nature embitter him. but even in his greatest excitement he never loses the mastery of his tongue. I heard him say in such a case: 'That is strong;, but it is silly also. Senator Hitchcock's bill to empower the Presi dent to forbid exports of war supplies was urged before the Senate foreign relations committee today by Horace E. Brand and Michael Eflslish. of Chicago, and Representative Bartholdt, of Mis souri. Mr. Bartholdt said England had en acted a similar law In 1853, just before the Crimean War. and regarded It as a domestic matter. Under questioning by Senator Sutherland, he thought the ef fect of the Hitchcock bill would be to weaken the allies. He cited the biography of Ambassa dor White at Berlin in 1898, during the Spanish-American War, to show Ger many's attitude. It was said there, he said, that a shipload of war materials had left Hamburg for a Spanish port when Mr. White protested -id the Ger man government, although it had a clear right to permit such traffic, or dered the ship back to Hamburg to be unloaded. (Via Amsterdam and London.) Dr. Karl Liebknecht was virtually read out of the Socialist party tonight In a resolution adopted at a meeting of the Social Democrat members of the Reichstag. This res olution reads: "The Socialist party strongly con demns Karl Liebknecht's breach of dis cipline and It repudiates the mislead ing information he has spread concern ing progress within the party. The party is determined it shall vote as a unit in the Reichstag. If any deputy is unable conscientiously to participate in the voting he may abstain, but he must not give his abstention the char acter of a demonstration." Dr. Liebknecht's action on December in ir voting against the new war credit brought out many expressions of dlsanDroval in Socialist party circles. The Socialist deputy was the only member of the Reichstag who did not vote for the war credit. ICural Credits Inquiry Favored. WASHINGTON. Feb. 3. The House banking committee today adopted a resolution for the appointment or committee of four Senators and five Representatives to investigate rural credits and to report at the next ses sion of Congress. The investigation would relate to personal credits and not land credits. The committee voted down a proposition looking to land credits legislation.
