ROAD CHANGE URGED
Control of State Highways
--and Bridges Advocated.
ENGINEER'S REPORT MADE
No Recommendation 18 Made as to
tillage Tax, but Advisability of

Recommending that the State Highway
Commission be given entire Jurisdiction
over all state roads, and the enactmen
of a provision fjiving that department
supervision of the design ana construe
tion of all bridges and culverts cost

near Bowlby has Issued his first annual
report with a resume of the work which
. has been accomplished during the first
18 months of the existence or the nign
wav department.
Mr. Bowlby further recommends that
a provision should be added to the pres
ent law makintr it possible for the stati
to acquire by condemnation or by gift
or purchase the right of way required
for the system or state roads.
"This." he says, "should provide
short, simple method by which the At
torney-General is authorized to onn
condemnation proceedings In all cases
where the right of way agent fails to
procure the deed by gift or for a rea
sonable compensation.
The hierhwav engineer makes
recommendations in regard to an In
crease of the levy for highway con
Etruction. He says:
The present law provides for a levy
of one-fourth of 1 mill for the state
road fund. This provides approximately
$240. 000 annually. I make no recom
mendatlons for a greater levy. Th
wisdom of making provision for
larger amount of money for construct
ing the state roads, it is hoped, will
. be apparent to the Legislature after
tbev have read this report.
In reviewing the work which ' has
been accomplished by the Highway
Commission, the report says:
"A system of state or trunk roads has
been adopted and a start. In a small
way, made toward the t construction o
this system. The rate at which tnes
trunk roads will be built and become of
use to the public is now only a question
of how fast the money is made avail
able for this purpose.
The financial statement of the Com
mission shows that there was availabl
in the highway fund November 1, 1914,
$r.9, $;. 88. Disbursements are shown t
have been 1188,974.72 and receipts 1248,
670.60.
Mr. Bowlby reports that a movemen
has been started to construct a road
from Portland to Mount Hood.

- A sudden discontinuance of compe
tition in the cement business, accom
panied by a rise in price, is to be the
subject of au investigation by City
Commissioner Blgelow and Municipal
Purchasing Agent Wood. Pending the
- investigation bids opened by the city
yesterday for 5000 barrels of cement for
- use in various public improvement
projects are to bo held up.
Although It Is said there are repre
sentatives of 10 different cement com'
panies In active business in Portland
only two bids were submitted for the
&000 barrels of cement wanted by the
city. These were identical, each quot
ing a price of $2.30 a barrel, with a re
ductfon of 10 cents for each empty sack
returned.
Up to the present it is said compe
tition seemed active in the cement bust
nesH. Cement dealers have complained
' .bitterly in the past that the city bought
all its cement from one concern, the
lilverside Portland Cement Company,
end for that reason it was expected
competition for the 5000 barrels the
city now seeks to buy would be keen.
The Riverside Company failed to sub
in it any bid, as did some of the concerns
that had complained before. The only
companies to bid were the Washington
3'ortland Cement Company and the
anta Cruz Portland Cement Company,
end the bids were 20 cents a barrel
lifgher than the city has paid for ce
ment at any time tn years.

Resolutions directed to the State Lefj
i.lature. nskir.jf regulation of the use
of foreign bks and poultry products,
were adopted by the Oregon branch of
the - American Poultry Association at
the annual meeting held in Eugrene to
day. The bill sought would not only
have the e.ss.i marked cold-storage
eves, bJt would require the display of
tirns In places where the foreign prod
uct is u-ed.
Tho resolution adopted was worded
as follows:
"We. binjr. interested directly. in the
poultry Industry of Oregon and con
scious of the fact that the poultry In
dustry Is very important, in that it Is
the means of an Independent income
for many persons in various parts of
the state that It provides for employ
ment of a lame portion of our popula
tion; that Its products are necessary
for the peiple of the state and that
its interests are entitled to equal pro
tection with all other interests or In
dustries, hereby petition your honora
ble body that you favor such legisla
tion as will be submitted to you having:
I. r its object the regulation of the sell
ing and distribution of imported eggs
and poultry products."
The officers of the state association
elected today, are as follows:

WOLFMAN MAY QUIT CASE
Arson Indictments to lie Dropped if
Perjury Sentence Is Served.
A. TVolfman. convicted of perjury and
with two arson Indictments still
against him. will serve his term of
three to 10 years In tne rennenusrj
and will not appeal his case to the
Supreme Court, It was said yesterday.
The charge of perjury rose out of
Wolfman's repudiation of a confession
to the arson charge made to District
Attorney Evans.
Deputy District Attorney Collier, who
nmsecnted the case, agreed that if
Wolfman would serve his sentence he
would recommend his pardon at the
end of three years and would dismiss
the other two arson indictments. He
refused, however, to promise Immunity
from what might result from Investi
gations now being conducted Into a
fire at Second and Couch streets, where
a Japanese was burned to death more
than a year ago.

fornia. Shipments from the northern part
of the state are over and sellers In the
south have begun to boost prices. Oranges
are worth as much now as they are selling
for in this market. Local prices will.

Albany Wants to Extend Area.
ALBANY. Or., Jan. 15. Special)
Albany will vote next Monday on
proposal to extend its city limits and
south and west of the city. Separate
elections will be held inside of the city
limits and within the territory which
It Is proposed to annex. Sentiment in
the city is in favor of the annexation,
but is feared by some that the proposal
may be rejected in the territory sought
to be annexed. Despite its rapid
growth in the past decade, Albany has
its present circumscribed limits for a
auarter of a century and much well-
settled territory is outside the, legal
limits.
Local Market Responds to Higher Prices In
East.
A 10-cent advance In local sugar prices
will go into effect this morning. This , is
the consequence of a 10-cent advance lh all
grades of 'refined sugar In the Eastern mar
kets yesterday.
Commenting on the sugar outlook for this
year Willett ft Gray say In their annual re
view;
"Looking ahead, the world's cane crop es
timates appear abundant for the require
ments from such crop to meet all demands,
and still a certain uncertainty exists that
some way or another, after the usual drop
In values from late January to March is
over, there will come sufficient competition
from abroad and at home to cause an ad
vancing trend to Cuban sugar up to the end
of the current campaign. The bad harvest
ing weather In Cuba, if continued, will re
strict the early decline to smaller limits than cases, 78c

Deal Said to Be Peadlag for Purchase of
Largo Quantity.
New York advices say that following large
orders for foodstuffs recently placed by
Great Britain and France in the United
States, it was learned that negotiations are
about completed for the purchase of 24,000,
000 cans of evaporated milk to be used in
feeding the armies of the Allies. As there
are four dozen cans to a case this means
that the shipment, which Is expected

metal stocks and United States Steel re
flected this condition, Canadian Pacific be
ing the only notable exception. That stock
became very active in the latter trading,
rising almost three points from Its early
low quotation. Missouri Pacific suddenly
became exteremely active at a greater ad
vance on rumors of substantial financial
