NACO,' Ariz.,' Dec. 23. Peaca along
the entire Mexican border is a possi
bility as the result of conferences to
day and tonight between Brigadier
General Hugh La. Scott. Chief-of-Staff
of the United States Army, and General
Hill, of Naco, Sonora.
"Very satisfactory." was General
Scotfs opinion of his conference with
Benjamin Hill, the Carranzaista de
fender of Naco, Sonora. He deemed
the result favorable to the final solu
tion of the border problem. The meet
ing lasted less than an hour and was
held In the bullet-damaged United
States Custom-House, GO feet north of
the international boundary.
Governor Maytorena. the Villaista be
sieger of the Mexican village, sent word
that the Sonora law prohibiting him as
Governor from crossing the border
without authority from the Legislature,
prevented his coming to General Scotfs
tent. His agents suggested he come
as "military chief," but he did not con
sent. A third appointment with him
has been made for noon tomorrow on
the border four miles east of here.
BONDING ACT CHANGE AIM
Commission to TJrgo That Amend
ment Be Made by legislature.
Amendments to the Bancroft bonding
act. which members of the City Com
mission want the State Legislature to
make at its cominsf session, will be
presented to the Multnomah County
delegation at a meeting within a few
days.
The Council wants the bonding act so
amended that property owners can
prive liens to the city for street assess
ments amounting to $10 or more. At
present, the act makes the bonding of
property in this way Impossible where
the assessment is less than $25.
Another- amendment will be in the
denomination of the bonds issued. At
present the law requires the bonds to
be Issued in $o00 denominations. The
Council wants this made $1000.
It is probable also that some other
changes will be made. The Council at
a meeting yesterday discussed the
proposition. Another meeting will be
held within a few days.
OIL BELT OPENING BEGUN
Company Resumes Operations on
Properties in Vale District.
"The resumption of -work on the
properties of the Independent Oil &
Itefining Company near Vale this week
marks the opening of the whole great
oil belt in Eastern Oregon about Vale
and Ontario, in my opinion," said
Ueorge S. Mills, of Vale, at the Im
perial Hotel yesterday.
"The company has taken over the
properties of four companies about
vale, the Malheur Oil & Gas Company.
the Columbia Oil & Gas Company, the
Eastern Oregon and the Great Western
Oil and Gas companies. These prop
erties total about 20,000 acres of oil
land.
"Although prospecting has proceeded
I or some time with excellent success,
this is the first movement that bids
fair to be carried to completion. The
company is strongly backed and able
to put through the work."
PERIODICAL TESTS LIKELY
Plan Suggested to Replace City Em
ploye Efficiency System.
Periodical examination of city em
ployes may be adopted by the City
Council to replace the present effi
ciency system now used. The effi
ciency system has been declared a fail
ure, and the periodical examination
plan has been submitted by Commis
sioner Brewster as a substitute.
' Under the system, employes would be
submitted to an examination either
once in six months or once each year.
Upon the outcome of the examination
the question of promotion or reduction
in salary and rank of the employe
would be based. While the efficiency
system, which involves a system of
demerits, is calculated to ascertain ac
curately the efficiency of the employes,
it is said that it has not worked out.

J. W. LIVINGSTON IS SUICIDE

Leaps Ofr Forest Grove Bridge.
FOREST GROVE. Or., Dec 23. (Spe
cial.) 111 health for five years, result
ing in despondency and a temporary
derangement of the mind, today ended
the life of Professor J. W. Livingston
formerly president of the Plattville'.
Wis., Normal School and formerly an
instructor In the Oresron Normal
School at Monmouth, when he jumped
off the bridge over Gales Creek in
Hoffman's Park and was drowned.
Mr. Livingston came here from 'Wis
consin five years ago. broken In
health. For a time he improved and
two years ago taught in the Monmouth
Normal School, but soon was compelled
to give up all labor owing to his
nervous condition.
Mr. Livingston was 54 years of are.
and is survived by a widow, four sons
and one aaugnter, the latter being a
teacner at jrenaieton. ur.

Sherwood Recount Shows Xo Change
in Vote lor Recorder.

The recount of the vote at the recent
town election resulted in no change,
though a contest of the vote for Re
corder was made on the grounds of
errors.
J. E. Morback, prominent hop and
onion warehouse man, won the offica
with two votes to the good, with Frank
M. Melville, editor of a paper here, his
close rival.

Store for All on Friday.
St. Johns citizens have completed
preparations for a community Christ
mas celebration Friday night, either in
the open or In the auditorium of the
James Johns High School. If the
weather is not too severe the exercises
will be held at the Christmas, tree that
has been placed at the corner of Jersey
and Philadelphia streets. The tree
stands 40 feet high and has been wired
for illumination by countless colored
electric lights. It will be illuminated
tonight and Friday night.
A thorough canvass of St. Johns has
been made by committees and a large
quantity of food, clothing and house
hold sunnlies has been collected, be
sides much fuel has been secured. Toys
are in evidence, too, for needy children.
The Bachelors' Club gave a successful
benefit entertainment Monday nignt.
