PILOT INVASION IS ON
Puget Sound Tugboat Goliah
Appears Off Columbia.

With the arrival oft the Columbia
River yesterday of the tug Goliah, of
the Pu&et Sound Tugboat Company'a
fleet, that corporation is said to- have
thrown its gauntlet into the ring of
competition with the Port of Portland
In towing ships In and out of the river.
The Goliah and Tatoosh were sent there
the first time in September, 1911, and
came unannounced, the same as the
former did yesterday. During the 1911
12 season there was strenuous opposi
tion there, but since the Spring of 1912
the Port of Portland has controlled the
field. .
Recently the Puget Sound Tugboat
Company offered to lease a tug to th
Port of Portland, and it was considered
briefly at the last meeting,, but as it
had been determined previously to re
establish the pilot schooner josepn
Pulitzer off the bar, so that she could
put pilots aboard all inbound vessels,
and the tugs Oneonta and Wallula were
in service, another tug was not deemed
necessary.
In information conveyed to the Port
of Portland Commission it was said the
Puget Sound corporation's fleet was not
busy these days, which accounted for
the tug being available for bar service.
Whether a second tug will be ordered
to the river is not known, but as there
ere a number of vessels on the list to
load grain and there promises to be a
busy time until Spring, it is regarded
certain that the opposition will be
strengthened as before.
Rates were not openly cut by the
opposition, yet it was reported that
chips contracted for in advance re
ceived the benefit of a S per cent reduc
tion. The port has its rates at a low
figure, $1.50 a foot draft and 1 cent a
ton. net register.
The prevailing east wind is not as
sisting sailing vessels to the river, so
mariners look for several to show up
as soon as the cold snap enJ3 and
southerly winds blow. Then there will
be a scramble between the two tug
fleets to be the first to reach inbound
carriers. There was a six-mile easterly
breeze on yesterday, and no new ar
rivals were reported.
The British bark Oweenee, grain
laden for the United Kingdom, towed
to sea at 11:55 o'clock. There is a
wager between her crew and that of
the British bark Crown of India, which
towed to sea at 12:45 o'clock Friday,
as to which will be first to arrive out.
The Oweenee has- a number of good
passages to her credit, though her last
voyage from Valparaiso of 65 days Is
not boasted of. As the Crown of India
made the Valparaiso-Columbia River
passage in 49 days, her company ex
pects to make a showing.
ICE HAMPERS RIVER. TRAFFIC
Harvest Queno Held Back From
Regular Run, but May Go Today.
The stern-wheeler Harvest Queen, of
the O.-W. R. & N. Company's fleet, tied
up last night on account of the ice in
the Columbia River. It is possible that
she may attempt the trip down today,
but Captain E. R. Budd. superintendent
of water lines for the company, decided
not to attempt the regular . trip last
hifrht.
The steamer Daisy Putnam, which
arrived at Astoria from San Francisco
yesterday, left for Westport to put on
a sheathing of lumber to protect her
hull from ice. The grinding of the ice
cakes is disfiguring all the wooden
hulls. The sheathing will be fastened
on around the waterllne. Just wide
enough to ward off the cakes.
All traffic on the Upper Snake has
r.eased on account of ice and low water.
Jt is reported that the Columbia is
frozen over for a distance of several
miles around St. Helens and Warrior
Point.
A thin sheet of ice ran well out from
the shores of the Willamette early yes
terday morning, but the river was not
frozen over. The ice disappeared when
the sun came up.
DREDGE ORDERED TO SAFETY"
Multnomah Will Be Taken to Coal
Creek for Fear of Damage by Ice.
Danger from floating ice prompted
Government engineers to order the
dredge Multnomah shifted yesterday
from Mount Coffin to Coal Creek, as a
large amount of Ice was reported being
carried down stream-which might have
played havoc with the pontoon pipeline
of the digger.
The Port of Portland towboat Ock
lahama was sent to shift the Mult-
-nomah, and as the latter is equipped
with an Ice cutter. It was not thought
she would meet with difficulty making
her way between the mouth of the
Willamette and St. Helens.

ASTORIA. Or.. Dec. 20. (Special.)
The British ship Oweenee sailed this
afternoon for the Lnlted Kingdom with
a cargo of grain from Portland. She
starts two days behind the British bark
Crown of India, with which she has a
time race to Europe.
The steam schooner J. B. Stetson ar
rived today from San Francisco and,
after taking on 100,000 feet of lumber
here, left for Rainier to finish her
cargo.
The steam schooner Daisy Putnam ar
rived today from San Francisco via
Coos Bay with general cargo for Port'
land.
The steamer Yucatan, from San Fran-

The steamer Geo. W. Elder sailed this
evening for Eureka and Coos Bay with
freight and passengers from Portland

TOLEDO, Or., Dec 20. (Special.)
The steamship Bandon, of San Fran
cisco, arrived in Toledo Tuesday and
left Friday, loaded with 600.000 feet of
lumber from the Moore Lumoer com
pany, of San Francisco.
Marine Notes.
The steamer William Chatham, en
route from Tacoma to Portland under
charter to W. R. Grace & Co., ran
ashore at Mrrowstone Point Saturday
night. The damage was slight, ac
cording to a report received by the Mar
chants' Exchange yesterday, although
there was a slight leak in the forepeak.
Marrowstone Point is in the Strain
of Juan de Fuca, 70 miles from Ta
coma,. The vessel was ashore abou
three hours. She returned to Seattle
after the mishap and was expected to
resume her voyage last night. The cause
of the accident was not reported.
A gale from the northeast was re
ported off the coast yesterday by Cap
tain McGenn. of the steamer Break
water, which arrived yesterday from
Coos Bay .and way points. Captain
McGenn says the Columbia River Is

Astoria. She brought butter and
cheese to Portland.
The Kroonland. of the new Panama-
Pacific line from New York to San
Francisco via the Panama Canal, will
sail from New York on her maiden
voyage May 1, according to advices re
ceived here yesterday. She is sched
uled to start on the return voyage May
22. The Kroonland and Finland, of this
line, are said to be the largest steamers
flying the American nag.
The Geo. W. Elder sailed yesterday
for Coos Bay and way points with pas
sengers and freight. The Yucatan, of
the same line, arrived in port from San
Diego last night.
Fifty years ago yesterday the Colum
bia River was closed to navigation on
account of the ice. This, according to
a statement in The Oregonian of that
date, was 10 days earlier than it had
ever been known to close before. Traf
fic between Portland and Vancouver by
boat was resumed two days later.

Alberta; the pressure is also low over the
extreme Southwest. A large high-pressure
