International an archy Is the factor of the present civili zation causing the war, according to Dr. John Mez. of the University of Munich, president of the International Society of Students, in an address here today. "The main factor in international re lations," he said, "is the desire for trade, grain, colonies and conquest. War Is the necessary outcome of the present condition of society, which is interna tional anarchy. "In the last 3000 years there have only been 50 years without war, and there have been 8000 peace treaties." Among the steps necessary to make peace something more than armed neu trality. Professor Mez said, was a con cert of the powers to police the world and an end of secret treiti an in demnities." BENEFIT FOR POOR TONIGHT Vancouver Plana to Care for Needy and Stages Show. VANCOUVER, Wash, Dec. IS. (Spe cial.) A benefit performance for the needy poor of the city will be given in the Rex Theater tonight. Tickets are now being- sold In the city, and all money taken in will be turned over to the relief association. A room has been obtained where Frank Dye is sending- out clothing- and foodstuffs to needy families as rapidly as they are received. The Salvation Army Is working hard 'for Its annual Christmas tree and dinner. Wood Is being given to those in need. Church Rioter Sentenced. ROSEBUHG. Or.. Dec. 18. (Special) Pleading guilty on a charge or as sault with a dangerous weapon. Clifford Howard, of Ten-Mile, was sentenced yesterday by Judge Hamilton to pay a fine of $100. The altercation which led to Howard's arrest occurred during a series of evangelistic services at Ten-Mile. SLAYER LANDED IN JAIL MARTIN SATS BE KILLED HUB BARS IN SELF DEFENSE. No Resistance Offered When Officers Arrive at Martin's Home la Southern Oregon. MEDFORD. Or, Dec 18. (Special.) After spending the entire night guard ing the body of A. S. Hubbard on a lone ly trail near Elk Creek, Sheriff Singler and Deputy Sheriff Wilson at sunrise this morning walked to the cabin of Loris Martin, arrested him and brought him to the Jail at Jacksonville, where he Is held tonight without ball. Much to the surprise of his friends, Martin made no attempt to get away and did not resist arrest. He met Sheriff Sing ler on the trail in front of his cabin, and with the remark, "Guess I am the man you are looking for," handed over his rifle, kissed his mother good-by and was brought at once to Medford, where he consulted Attorney Reames and asked him to take his defense. According to Martin's story he shot Hubbard In self-defense. "I met Hub bard and Deputy Warden Irwin as I was returning to my cabin after bait ing my traps," he told Police Chief Hltt son. "After greeting them Hubbard jumped off his horse and, pulling his gun, walked toward me. I had a gun in one hand and an ax in the other. Don't come any nearer, I said, or I'll shoot. Hubbard didn't stop, but came faster. I fired from my hip with one hand and he dropped. I shot him in self-defense." Martin is about 40 yeara old and is unmarried. He was born in South ern Oregon and Is a picturesque type of the pioneer trapper and woodsman. Lean, slight, but hard as nails, he has eked out a precarious existence for 25 years with his rifle and traps. He had the reputation of being the best shot in Jackson County. Coroner Kellogg re turned with- Hubbard's body tonight and an Inquest will be held tomorrow. TAX FALLS ON ALIMONY Person Who Pays Must Withhold Government Share at Source. WASHINGTON. Dec IS. Alimony is fixed income and the person -who pays it must withhold any amounts due un der the income tax. "uupoui maxes it clear that while an American woman who marries a foreigner takes his nationalitv, she cannot claim exemption on property liable to the tax. Salaries of United States Judges ap pointed since the law was enacted are subject to the tax, as are those of re tired Judges. The mileage of Con gressmen is subject to tax, except that part actually expended in transporta tion. Fees received by preachers are re garded as part of taxable incomes. Christmas gifts are not taxable. LAND FRAUD IS ASSERTED Society of Douthobors Want Refund for Purchase in Lini County. ALBANY, Or.. Dec 18. (Special.) Asserting that the man who acted as their agent and Interpreter when they purchased 1000 acres of land in Linn County deceived them, the Society of Independent Doukhobors today brought suit in the State Circuit Court here to set aside the contract and get a refund of $7000 already paid on a purchase price of $60,000 and a refund of 88000 for Improvements made on the property. B. J. Hecker and Ada Hecker, who owned the land sold, are named as defendants. About a year ago the plaintiff so ciety, which Is composed of Russians from Western Canada, purchased 1000 acres of land near Peoria la this county, for the purpose of colonizing It and farming it. A large number of Russians moved on the land and have been farming it since that time. Albany War Veterans to Practice. ALBANY. Or.. Dec 18. (SpeclaL) A rifle club, which will be affiliated with the National Rifle Association of America, has been formed by Spanish War Veterans here. Frank C. Stell macher was chosen president of the new organisation; Charles H. Baker, vice-president; Alvin C. Baker, secre tary: R. C. Churchill, treasurer, and E. S. Hawker, executive officer. Callahan, of Tillamook, today filed with Secretary of State Olcott a certifi cate of nomination by electors for Dis trict Attorney In Tillamook County.
