" vember Election. 259,868 CAST BALLOTS Scrutiny Shows Many Disregarded Tarty Affiliation as Registered. " Xeit Step Is Issnance of Certificates to Winners. SALEM. Or., Dec. 1. (Special.) Secretary of State Olcott today an nounced the official results of the No vember election, and tomorrow he. In the presence of Governor West, form ally will canvass the vote in all con tests but that for Governor, which will be canvassed b the Legislative Assem bly. Governor West will issue certi ficates of election to all successful candidates but the one for Governor Immediately after Mr. Olcott finishes the canvass. The total vote cast was 253,868 out of a registration of 304,730. More than 11,000 of the electors did not vote in the race for Governor and more than 14,000 did not vote in the race lor United States Senator. The total number of votes cast for aspirants for Governor was 248,052; for aspirants foe United States Senator, 245,580, and for the aspirants for Representative in Congress in the three districts, 236,372. Registration and Voting; Differ. That a great many electors regis tered as being affiliated with one party and voted for the nominees of another is shown by the totals in the races for Governor and United States Senator. There were 173,983 persons registered as Republicans, yet Governor-elect Withycombe, who received the highest vote of any candidate, received 121.037 votes and Dr. C J. Smith, Democratic nominee, received 94,594. In the con test for United States Senator there wag almost a. reversal of these figures eo far as politics goes, George E. Chamberlain, Democratic nominee, re ceiving 111,748, and R. A. Booth, Re publican nominee, receiving 88,297. The Democratic registration was 78,891. Vote on Measure Heavy. The universal eight-hour law drew the largest vote of the measures sub mitted to the people. Of the 217,248 cast, 167,888 were against the amend ment. For the Prohibition amendment the vote was 136,842 favorable and 100, 362 unfavorable; for abolishing the death penalty the vote was 100,552 favorable and 100,393 against, and for the amendment providing that voters must be citizens of the country, the only other measure approved, the vote was for 164.879, and against 39,847. . C. U. Gantenbein, Republican, was elected Judge of the Circuit Court, De partment No. 6, Fourth District, his vote being 62.982, and John Van Zante, Democrat, 16,845.- John W. Knowles. Republican nominee for Circuit Judge in the Tenth District, received 5538 votes, and James D. Slater, Democrat, 2261. D. R. Parker, only candidate in the Eleventh District, received 2884 votes, and in the Twelfth District Harry H. Belt received 9846 votes to Webster Holmes, Democrat, 5128". News "rom Oregon Ports. COOS BAY, Or.. Dec 1. (Special.) The gasoline schooner Rustler is load ed with 100 drums and 200 cases of gasoline for Siuslaw points and will cail Wednesday. The steam schooner Daisy Putnam arrived during the night from San Francisco and after delivering 200 tons of freight at Marshfield and North Bend sailed for Portland today. The steamship Geo. W. Elder crossed out last night for Eureka at 9:30. The steamer Nana Smith sails for San Francisco tomorrow. ASTORIA, Or, Dec. " 1. (Special.) The American-Hawaiian line steamer Isthmian, with part cargo from Port land, sailed today for New York, via Puget Sound. After taking on 250 tons of canned salmon at this port, the Grace line steamer Santa Cruz sailed for New York, via Puget Sound. The steam schooner Northland ar rived from San Francisco with general cargo for Astoria and Portland. SHIPPING FORCE ANNOYED Clerks Figure Task Is 100 Times Harder, Due to Stamps Every Line Kept on Jump by De tails of New Act. War tax stamps passing through the hands of the AiriBWorth dock force yesterday affixed to bills of lading for shipments to California netted Uncle Sam 28 cents, caused the clerks $28 worth of trouble and the shippers $280 worth of time in their endeavor to master the details of the reason why every shipment must show a revenue sticker. Agencies of the American-Hawaiian, Grace line, Boston-Pacific, Swayne & Hoyt, Dodge fleet. North Pacific and every steamboat service on the river experienced the same annoyance. The law prescribes that a 1-cent stamp must be on every bill of lading issued, except on goods bound Sow Alaska, Porto Rico, the Wawallans and Philip pines and all foreign ports. Conse quently every consignment for Astoria and way points, to Corvallis, to The Dalles and to ports of call must bear the tax. All 3Iuat Bear Stamp. The law as it relates to ship ments - is: - Express and freight: It shall be the duty of every railroad or steamboat company, carrier, express company or corporation or person whose occupation is to act as such, to issue to the shipper or consignor, or hi agent, or person from whom any goods are accepted for transportation where a charge exceeding ,1 cents is made, a bill of lading, manifest or' other evidence of receipt and forwarding for each srlpment received for carriage and transportation, whether In bulk or in boxes, bales, packages, bundles, or not so Inclosed or Included: and such shipper, consignor, agent or pet son shall duly attaca and cancel, as In this act provided, to each of said tills of lading, manifests or other memorandum, a stamp of the value of 1 cent; ... Any failure to Issue such bill of lading, manifest or other memorandum, as herein provided, shall subject such railroad or steamboat company, carrier, express com pany, or corporation or person to a penalty of 850 for each offense. In cases where freight Is Insured it is provided that a stamp in the de nomination of one-half cent also is to be affixed for every fl of premium paid. That adds :o the detail work. ' Lines Keep Stamps on Hand. Some lines, while not accepting any bills d'f lading "Without stamps pro vided by shippers, have a supply of stamps that may " be purchased when bills of lading are executed. That facilitates matters so shippers of small lots f household goods or per sonal effects do not have to go to the office of the Unitt-d states Collector of Internal Revenue to obtain the ne cessary stickers. Uptown railroad and steamship agencies handling tickets on trans Atlantic fleets have been advised through a circular forwarded from New York and signed by 28 corporations operating from there that after Decern ber 1 there would be a war tax on eastbound tickets of SI on every ticket costing more than $10 and not more than $30, and $3 on tickets between $30 and $60, -and to for tickets above $60 Tickets costing $10 or less -are exempt from taxation. If tho names of two or more pas sengers are written on the same ticket each must pay the tax as though using separate tickets. If tickets are sold in the United States and passengers embark from Canadian ports the tax also applies. IOVE CASE IS CP TODAY Skipper ' of Aiiwenada Gets 10 -Day Respite for Collision. Inquiry into a collision between the steamer lone, towing a barge, and a fuel barge moored alongside the Gov ernment dredge Champoeg, at Magone's Sunday, which resulted in the forward "spuds" of the digger being broken, will be begun at 1 o'clock this after noon before United States Inspectors Edwards and Fuller. Captain Freder ick HagBtrom, master cf the lone, made a report of tho matter to the inspec tors yesterday. . " The inspectors have completed an In vestigation into the grounding of the steamer Qulnault on Flat Island, Geor gia Straits, a week ago, and it is un derstood that there will be no charges growing out of it. In the case of a collision between the river steamer Beaver and the gasoline schooner Ah wenada, which occurred last week. Captain Wesley L, Charlston, of the Ahwenada, had his license suspended for 10 days. He was succeeded on the vessel by W. P. Judd. . CACIQUE ItAUDED AS SHIP Superintendent for Grace Fleet Re calls Work on Carrier. Donald Mathieson. marine superin tendent for W. R. Grace & Co.who Is here in connection with repairs being made to the damaged Portland-New Y'ork liner Santa Catallna, looked after the construction of the British steamer Caciaue. also of the Grace fleet, which is to ply out of Portland to West Coast ports, but under the American flag. It is said by Mr. Mathieson that when the Cacique was turned out, in 1910, she was classed among the most mod ern of her type, and he regards her as an admirable addition to the West Coast line. Only one of the Grace steamers under foreign flags that were originally built by the company bears other than a West Coast name, and the exception was christened In honor of a daughter of Mr. Grace. At that, all ship names begin with C except the New York-Pacific Coast vessels of the "Santa" fleet, which are named after California cities. CORX 15 OX PEXXSYLrVAIflAX Portland Firms Receive Consign ; ments From Boston Snippers. Portland ' receives cargo direct from Boston aboard the American-Hawaiian liner Pennsylvanlan, due tomorrow by way of California ports, as she is bringing 225 tons from the Massachu setts city that is said to consist mostly of canned corn. From New York the same vessel also has consignments that will aggregate 600 tons.. Outward she takes 100 tons of Oregon onions and 300 tons of salmon, prunes, wool, flour and general stuff. In time it is believed that the company will rearrange its itinerary so that Boston, Charleston, Philadelphia and possibly other points will be given a more regular service and a big devel opment is looked for between the prin cipal cities of the Pacific and Atlantic coasts. The war abroad is having a drastic influence on certain shipments, but an improvement is prospective after January 1. LTJ3IBER SHIPMENTS DECMXE 4 . November Extremely Dull In Matter of Cargoes Leaving Columbia. ASTORIA. Or, Dec. 1. (Special.) November was the dullest month for a long time in cargo shipments of lum ber from the Columbia River, the total amount shipped during that month be ing 33,604,130 feet. Twenty-five ves sels loaded at the mills in the lower river district and their combined car goes were 19.020,520 feet. Three of these vessels, carrying 2,398,069 feet of lumber, went to foreign ports, -while 22 vessels, with 16,622,251 feet of lumber. Bailed for domestic points. During the same period, 14,583,610 feet of lumber was shipped from the upper river mills. Of the latter, 8,656, 610 feet went to foreign ports and 5,927,000 feet was consigned to domes tic points. MYSTERY SHIP QUITS Neutrality Danger Passes as Olson and Mahony Unloads. CONTEMPT TRIAL LIKELY Charter-Holders Who Refuse to Tell Destination of Groceries May Be Called Before . Federal Court to Explain. SAN FRANCISCO. Dec. L There will be no violation of neutrality by the American steamship Olson and Ma honey, under charter to the Golden Gate Transportation Company, for that company late today withdrew its application for clearance papers, and $47,000 worth of groceries and sup plies in the vessel's hold will be un loaded. These supplies were bought from Haas Bros., wholesale grocers, through the Anglo-London-Paris Bank, of this city.- Wijliaro Haas, senior partner of Haas Bros., was sick today and could not obey the subpena to appear before a special session of the Federal grand iury. George Herr, assistant cashier of the bank, who honored the checas orawn in payment for the supplies, did ap pear, and refused to name the pur chasers. He was served with two sud penas, one directing him to answer questions at the next session of the grand jury on Thursday, and the other to produce his books. If he does not then do so, John W. Preston, United States Attorney, said tonight that His omca win proceea against him for contempt with all pos sible vigor. The withdrawal of the application for .clearance papers has terminated all other Federal activities. FLEET EXCEEDS LAST TEAR More Than 66,000 Tons Bound Here Above Last December. : ' There was en route to Portland for grain loading yesterday vessels with an. aersrreftate tonnage of 77.191. and De cember 1. 1913. the fleet bound for port was only of 10,779 tons, while in. port are vessels of fll,592 tons, and a year ago 19,473 tons represented the ships in the harbor. For Puget Sound are bound 9605 tons, as compared with 4155 tons a year ago. and in port Is a tieet or iivj tons that December 1, 1913, amounted to 4265 tons. And more tonnage un doubtedly will be listed for both, be cause much of that on the way will be loaded and dispatched by February, and there is no reason to expect the demand from Europe to diminish until all stocks are exhausted here. There should be as much wheat and flour exported dur ing December as was floated last month, while If there Is an Increase in the prospective arrival of square riggers even greater exportation would follow, because there is such an amount of grain held on docks that must be cleared to permit shipments from the interior being received. UNCHARTED ROCK IS FOUND Master of Qulnault Also Reports Kelp Bed Instead of Deep Water. Recent reports to the branch hydro graphic office here include one from Captain A. Wie, master of the steam er Quinault, on the Portland-Alaska run. to the effect that he found an un charted rock while approaching Tri angle Island in a fog. It was outside of- the 100-fathom curve and had six fathoms of water over it. Approxi mately it is located in latitude 51 de grees .08 minutes north, longitude 129 degrees 18 minutes west, Alaska. Captain A. Wie also reports having sighted kelp where the chart shows seven and one-half fathoms of water. three-fourths mile south, three-fourths east from Point Stanhope. Alaska, lati tude 55 degrees .01 minute north, 132 degrees 36 minutes west. SAILOR HELD FOR THREATS Tar, Who Would "Clean" Mate of -Roanoke, Released on Ball. Alleged threats to "clean up the mate" of the North Pacific liner Roa noke at Columbia dock last night, as the vessel was preparing fo sail for California ports, landed Carl Turner, a sailor, in jail charged with disorder ly conduct, the arrest being made by Patrolman Powell, of the Harbor . Pa trol. Turner was released later on balL Harbormaster Speier received a report-regarding the case to the effect that certain members of the crew had been paid off and returned to the dock in a belligerent mood, that Turner at tempted to discard his coat to better thrash the mate, who was conversing with 'a woman, and on being admon ished to deport himself properly Is averred to have transgressed within the scope of disorderly conduct. So Patrolman Powell arranged his trans portation to police headquarters. MarlneNotes. R. E. Henrlcl has relieved P. E. Bacon as skipper of the gasoline packet Mimare. United . States Inspectors Edwards and Fuller yesterday passed on the steamers F. B.' Jones and Maria, which were given their annual inspection. Captain" Budd has reshouldered his responsibilities as operator of the O.-W. R. & N. fresh water lines after a few days spent at the llwaco headquarters of the "Clam Shell" route, relieving Assistant Superintendent McKinney. who was on leave. "Captain" Budd says the road by the sea is feeling no ill effects from the European war. Her cargo being stowed ready for sea, the Norwegian bark Bolgen was hauled into the stream yesterday and probably will leave down today. Work of discharging the French ship Pierre Antonine. with general cargo from Antwerp, was begun yesterday at the North Bank dock. The French bark Vendee arrived up in tow of the steam er Ocklahama and was berthed at the Duikers to discharge the remainder of her coal cargo, which she took on at Newcastle, N. S. W. To load more grain for the United Kingdom the British steamer Cardigan hauled over yesterday from the North Bank dock to Irving. As a lease has been closed between the Southern- Pacific Company and the Shaver Transportation Company, through which -the latter is to occupy 450 feet of the new dock completed by the former on the East Side, north of the Burnside-street bridge approach, vessels of the fleet and the barge Sarah, which is used for machinery and tools, were shifted there yesterday. To look after aids to navigation on Puget Sound the lighthouse tender Heather left the river yesterday. HOT ASHES CAUSE FIRE Fire Marshal Cites Case as Example of Carelessness. Throwing hot ashes down a wood chute caused a fire In the residence of John Eilers, at 1507 Bast Pine street. Monday night, and considerable damage was done to the kitchen. Fire Engine Company 19 responded quickly and con- rined the fire to that part of the house.
