PALMER FIRST IN LINE Penrose's Iato Opponent in Pennsyl vania May Have $10,000 Job, and Others Potentially use ful Will Be Remembered. ' OREGONIAN NEWS BUREAU, "Wash ington, Nov. 8. As the smoke of the recent political battle rises and van ishes in the atmosphere, large numbers of "dead ones' are seen prostrate on the field of conflict. Some of these will soon be forgotten; others will come to life and join the famous "lame duck" brigade that will march on the White House and demand some sort of recog nition from the President. Fortunately for the President there are now at his disposal numbers of trood fat offices, most of them created at the last session of Congress, which can be bestowed upon such of the de feated candidates as appeal to his fancy. The new Federal Trade Com mission Is yet to be appointed and it was announced some weeks ago that this commission would not be named until after the election. The delay was ordered that the President might if so disposed, place on this commis sion Democrats who failed to win re election at the polls this Fall. Place Walt, for Palmer. . Straightway the President is expect ed to confer one of these commisalon er ships upon hlB favorite Congressional pet. A. Mitchell Palmer, of Pennsylva nia, the man- who undertook to defeat Senator Penrose. There are five com missioners provided for by Con gress, at salaries of $10,000 a year each, and Mr. Palmer, as a reward for his efforts in the Pennsylvania Senatorial campaign, probably will receive a Job that pays $2600 a year more than he would have received had he won the Senatorshlp. Who the other four trade commis sioners will be the President has not disclosed, but it Is generally assumed that Palmer will be one of the lucky live. As these are the fattest jobs at the disposal of the President, they will be the most sought after and it is not at all unlikely that the President will confer some of these places upon other unsuccessful candidates who met defeat on November 3. Future Service Also In Mind.. This much may be assumed, however; In seltctlng men for the Federal Trade Commission President Wilson will make his selections not alone because of past service which Democrats have rendered their party, but with a view to what they likely can do two years hence in the way of controlling the politics of their respective states. The President, in some ways is exceedingly calculating and he will not appoint on the trade commission any Democrat whose use fulness and whose effectiveness within the party ended with his defeat at the recent election. The President, as has been well es tablished, intends to be a candidate for renomination In 1916, and having that purpose In mind, he is not likely to name any aeaa ones to this commis sion, unless he thinks they will come back strong during the next two years.
