THE MORNING OREGONIAN. SATURDAY, OCTOBER 17, 1914. 1' ROADS SEEM READY TO COME TO TERMS Milwaukee Likely to Enter Portland Soon Over Lines of O.-W. R. & N. Company. ROAD OFFICIALS SEE ROUTE C. C. Stillman and Bankers Travel Over Territory, Giving Kise to Rumor Agreement Xears" ' Completion for Traffic. Presence in Portland -within the last few weeks of C. C. Stillman. assistant to the chairman of the Union Pacific, and a party of New York bankers, eaid to represent the interests of the Chi cago, Milwaukee & St. Paul Railroad system, indicate that the Milwaukee soon is to secure its much-desired en trance into Portland over the tracks of the Oi-W. R. & N. Company. It is understood that the Milwaukee officials have given up their original plan of building a line of their own into Portland on the ground that the end would not justify the expense. Agreement Long Negotiated. For more than two years now ne gotiations have been in progress with the Union Pacific directors for the evi dent purpose of forming an agreement that will permit the Milwaukee to en ter Portland over the tracks of the O.-W. R. & N. Company. Those ne gotiations now have reached the point, it is reported, that make it possible to begin consideration of details to the general plan. But whether the Milwaukee interests will gain their Portland invasion by a long-time lease or through an operat ing agreement has not yet been deter mined. For some time , an operating agreement Was the only arrangement considered, as it is understood that the Union Pacific officials, who, through their stock ownership own the O.-W. R. & N. Company, would consent to a lease. But recent developments indicate that the Milwaukee will secure a long-time lease on the O.-W. R. & N. property between Marengo, Wash., and Portland and that a joint ownership, or a joint use, at least, of the Portland terminals also may be arranged. The Milwaukee and O.-W. R. & N. roads recently entered into a partner ship in building the Spokane terminals and the line west of Spokane to . Marengo, Wash. From that point the Milwaukee main line continues to Ta coma and Seattle, while the O.-W. R. & K. road continues to. Portland. Traffic Understanding Old. Traffic ' agreements extending over varying classes of , freight and over varying conditions ' of business have been in effect between the two roads ever since the Milwaukee invaded the Northwest. This agreement applied only to freight business. Rates at present in effect provide for no interchange of passenger traffic at Marengo or at Spo kane. The Milwaukee is required to handle all its passenger traffic in and out of Portland via Tacoma. Since the new Spokane terminals were opened last month, however, the Milwaukee interests have renewed their activity in the Portland field. Representatives of the - Milwaukee system have been in this territory -and have made a thorough inspection, int company with Mr. Stillman, of the property involved in. the proposed al liance. It is understood that plans now under consideration will permit the "Milwaukee to enter Portland before the first of the year. , Such an arrangement seems inevi table. In these days of decreasing net . earnings, coupled with the almost uni versal practice among the carriers of reducing expenses, it is improbablethat the Milwaukee ever will spend the mil lions that it will require to build a line of its own into Portland. Both Lines See Gain. On the other hand, both the O.-W. R. & N. Company and the Milwaukee have much to gain by concluding negotia tions 'for the Joint use of the line be tween Marengo and- Portland. This will enable the O.-W. R. & N. Company to compete more effectively with its natural rivals the Great Northern and the Northern Pacific :for business at St. Paul and Minneapolis and inter mediate points and in Yum will give the Milwaukee a chance to compete with these same .roads their com petitors on Puget Sound for business in the Portland territory. Although Mr. Stillman, who has been piloting the-vis11r.3 through the Port land, territory, is an official of. the Union ' PacrTft: l. Rem, his affiliations with the Milwaukee are close. He is son of James Stillman, chairman of the board of the National City Bank of New York, which is popularly known as the Rockefeller bank," and the Rockefel ler interests are the chief financial power behind the Milwaukee railroad. HOSE BIDS OPEN TO ALL Firemen's Plea for "Treated' Ma terial Ignored After Investigation. Specifications for fire hose as agreed upon by the City Commission yesterday will open competition to all makers of fire hose for $12,000 worfh of new hose to be purchased at once for the fire bureau. After much bickering, the Commissioners agreed -to admit all makes of hose to the competition, in stead of limiting the competition to '"treated" hose -made -by only a few companies. - Officials of the fire bureau had asked for treated hose on the ground that It lasts longer' and is easier to handle, tt was declared that the treat ed hose has proved . more economical than other varieties.' The commission after detailed inves tigation of the hose in use .liere and in other Cities decided that competition should be open to all classes of hose. Bids will be called for ithin a few days. LEBANON CLUB PLANS MADE "Women's. Civic Ieague to Hold Open - Meetings During Winter. LEBANON. Or.. Oct. 16.
