From a holiday rnaking city full or people on vacation to a war camp In the midst of hurried preparations for a siege, . Tslng-Tau. iermany's leased port on the China coast, has been rushed durlne the last month through a series of transitions of startling- unexpectedness. A month ago the hotels which look out over the fine streetch of blue water of Kiau-Chau Bay were full of patrons ! Knelish, French, German, Americans from all parts of China, who had come to enjoy the sea breezes, sea bathing, motoring and the other pleas ures which this picturesque little Ger man city afforded. Today the houses re empty and the shutters closed. Over the hotels In different parts of Tsing-Tau float the Red Cross flags etnd within the German women who have volunteered to act as nurses are making preparations to care for the wounded. Lighthouses Are Destroyed. Squads of soldiers occasionally march past to some post a Chinese rickshaw coolie trots by with a German officer or down the street speeds a motorcar, one of the corps which has been or ganized from the automobiles which the owners have placed at the service of the military authorities. At night all lights facing the sea are extinguished. Two weeks ago the light houses about the bay were blown up. Outside is a blockading fleet of Jap itnese men-of-war. the second squad ron, numbering several torpedo-boat destroyers, two armored cruisers and a battle cruiser, steaming back and rortn along the horizon. The announcement of the blockade was sent by the Jap anese vice-admiral, Kato, to the gov ernor of Kiau-Chau. Captain Meyer AValdeck, last week. The events since that announcement have been more pic turesque than important, such as the firing on Japanese men-of-war that "have ventured too close to the shore batteries and the loss of a Japanese torpedo-boat destroyer, which ran ashore on a small island and perhaps since has broken up on the rocks. Hydroplane's Bombs Miss Mark. , Today a Japanese hydroplane from a vessel of the fleet flew over the city and fortifications and dropped three bombs aimed at the barracks and the provision depot. Luckily for the de fenders, they missed their mark. The monoplane of the Tsing-Tau jrarrison has also been out on scouting; expeditions. As yet the expeditionary forces from Japan, as far as we are informed inside Tsing-Tau. have not landed, but news from them is ex pected any day. and by the time this account of the beleaguered city reaches the T.nited States, Tsing-Tau, in all probability, will be cut off from communication with the world outside, and left to Its unequal struggle with the investing forces of Japanese. - "Never shall we surrender the smallest bit of ground over which the war flag fs fly in-. So says the governor in a proclama tion which was posted In Tsing-Tau on August 22, the day before the ex piration of the time set for Germany's reply to the ultimatum of the Japa nese. Such also is the spirit of the little garrison. It is not a spirit of boastfulness, for they are fully aware of the superior numbers of the Japa nese. The example of Port Arthur, a much stronger fortress than Tsine- Tau, is too fresh in mind to doubt the outcome of this siege. But they intend to muite japan ngnt ror what she gets. In supplies and ammunition the gar rison Is well provided. It is In numbers that it is weak, for there are. all told. not more than 7000 men to oppose the armies of Japan. The" influx of re servists from treaty ports of China, from Japan, Siberia and from every part of the Far East has been ahead of expectations. The crew of the Austrian cruiser Kaiserin Elizabeth, amounting to more than 300 men. who had left Tsing-Tau over the railroad before Aus tria decided to take part of her ally In the Far East as, well as in Europe, are coming back in small groups in civilian clothes and may all be able to return before Tsing-Tau is invested. Landatnrm la Be-lnsr Drilled. One of the most Interesting things in connection with the preparations for defense is the drilling of squads of the landsturm. the last reserve, consisting of men for the most part getting on in years who have left-their business and families and have come in from all parts of China. Fat men. with gray in their hair and beards, men who 'have grown stiff-Jointed and lost their elas ticity after years at desks, are here shouldering guns and going out into the trenches. Their wives, many of them, also are proving their loyalty by wearing the Rod Cross band on their sleeves. COURT AIDS FOOD THIEF Judge Dayton Suspends Sentence and Obtains Work for Man. Not desiring to put a man in jail for ' the theft of food. Judge Dayton yesterday suspended a sentence of SO days' imprisonment against Thomas Duncan, which he had imposed Satur day. Duncan was arrested near Trout- dale for entering a house, where he stole two loaves of bread and three cans of sardines. When Duncan pleaded guilty. Judge Dayton said he would impose the mini mum sentence, believing that Duncan a young man. coudl be reformed, and said he would personally interview philanthropic workers to interest them In Duncan. This was done and the judge obtained the promise of work for the -young man, who will now be given a chance to make good. TRANSFER OF SUIT ASKED Holland Banker Wants Case Tried In Federal Court. In support of a motion asking for the removal of 'the suit brought against him by Robejt J. Snow from the state Circuit Court to the United States Dis trict Court. C. Bakker, president of the International Mortgage Bank, of Apledoorn, Holla-rid, filed affidavits yes terday declaring he is a citizen of Holland and setting up that the case should properly come before the Fed eral Court. He further asserts that the suit suits against him and others, which asks $110,000 damages, should be di rected against him alone. He denies most of the charges set forth In the complaint of Mr. Snow. The latter sued because he was arrested on a charge of forgery. Oregon City Pioneer Dies. OREGOX C1TT. Or.. Oct. 13. (Spe cial.)
