SEVERAL NAMES HEARD Post Includes Supervision and Man agement of Parades and la One of Most Important on Carnival Staff. Philip S. Bates, editor of the Pacific northwest, -was yesterday chosen di rector of amusements for the 1915 Rose .Festival at a special meeting- of the directors of the Rose Festival Asso ciation in the rooms of the association in me Aortnwestern Bank bulldins. Mr. Bates was not only the personal choice of the directors of the associa tion, but of a large number of promi nent business men, who strongly in dorsed and urged his election. A num ber of candidates were considered, the directors deliberating several weeks before announcing their decision. As director of amusements Mr. Bates will succeed George L. Baker, who suc cessfully managed the affairs of the J' r Philip S. Bates, Who Was Tester, day Chosen as Director of Amusements of the 1015 Rose Festival. 1914 Festival. The office Is perhaps the most important one connected with the staging of the Festival. The direc tor of amusements not only plans the parades and general entertainment, but Is in active charge of the office of the association. On behalf of the management of the 1914 Festival, Mr. Bates acted as chap eron of Queen Thelma and her maids during the Coast tour preceding the 1914 Festival. "The board of directors of the Festi val Association are men of such char acter as to lead anybody to infer that the 1915 Festival will be as fine if not finer than any Festival Portland has ever had," said Mr. Bates last -night. "Personally I feel that we can accom plish a great deal, in spite of certain conditions which now exist. If I am officially notified of my election im mediately I expect to start on the Job in the Festival offices at 9 o'clock In the morning. To be frank, I really do not know what the duties of tho director of amusements are, but I sup pose it is up to me to help raise funds to finance the Festival and carry into effect any suggestions that the direc tors may make. i;,have made no plans and have not even talked the matter over with the directors. Some time ago they asked me if I would be a can didate for the position and 1 told them 1 would. I believe the first thing nee ssary is to gather enough money to pay for the best Festival on record, so that each department can make out its budget of expenses and get things definitely into shape." Mr. Bates is secretary of the State Kditorial Association, president of the affiliated State Societies of Portland, secretary of the Oregon Association of Highway Improvement, secretary of the State Threshers' Association and a member of the Portland Commercial, Rotary. C. and neighboring towns have returned to Portland, reporting that the build ing industry is at a standstill on ac count of the war. Many buildings in a half completed condition, they-say, were tied up and deserted. The war fever has wrecked business generally In that part of the country. Through the generosity of Daniel Flood, manager of the Lyrio Theater, the entire proceeds above expenses of Thursday evening, October 22, will be given to ' the Central Labor Council. The committee in charge was allotted a number of tickets to each affiliated union and expect every ticket will be sold. Tickets can be secured at the theater by those who are unable to se cure them at the various locals. The Garment Workers will hold their annual basket Bocial and entertainment at Union Hall, East Pine and Grand Avenue, Thursday evening. October 15. A good time and plenty to eat is as sured. ' Don't miss this social, and be sure you have the Garment Workers' Label on your clothing as the Garment Workers are strong for the label. At a Joint meeting of a committee of three members from the Millmen local and a like commute from the Carpen ters local 50, it was decided to have a special meeting called to vote on consolidating the two locals. As the Millmen now use local 50 hall they feel that by consolidating they will cut down expenses. VANCOUVER VETERAN DEAD Oliver J. Smith, Iowa Editor for 20 Years, Dies in 65th Year. VANCOUVER. Wash., Sept. 29 (Special.) Oliver J. Smith. 65 years old, veteran of the Civil War and for 20 years editor of the Eldora Herald, of Hardon County, la., died last night at his home on the FourthPlain road, in this city. The funeral will be held tomorrow afternoon and Ellsworth Post No. 2. G. A. R., will conduct serv ices at the graveside in the Military Cemetery. Mr. Smith is survived by the widow and two sons, Cecil Z. Smith and Paul M. Smith. The sons live in Portland. A diamond ring, cut from the hand of a Spanish officer after ho had been killed by Filipinos, -was sued tor in Cir cuit Court yesterday. Leslie Thompson, a Spanish War veteran, brought action against his former wife. Lorry C. Thompson, for the return of the ring and other personal effects. The Jury, after deliberating five minutes, brought in a verdict affirming the right or the woman to keep the property. Miss Thompson testified that the ring was given her as a pledge of their engagement. She said that before their marriage her fiance slipped it on her finger and said: "Now, don't say you are not mine." She testified it was given her to wear and she considered It her engagement ring. The plaintiff In the action for re covery told the history of the ring and said he- had bought it from the na tives who had killed the Spaniard who wore it.
