SEVERAL DOCKS BLOCKED Mariners Oppose Purchase of Craft From Warring Nations, Contend Ins That London Pact May Allow Seizure. Shortage of ships on account of the European war has- left many of the Portland docks practically blocked with grain shipped In since harvest. Half a million bushels have arrived In the city this week. For some time the grain has been arriving at the rate of about 100.000 bushels daily. Meanwhile the shipping- has been comparatively ligrbt "I have 150 cars of wheat standing around here," said a waterfrc-it man yesterday. "The errain is arriving- at the rate of 35 carloads dally. Despite our efforts, we cannot get rid of more than 25 cars a day, and about ten car loads a day are piling up on us." Ship Waits on Sound. The first ship to fall in with Con gress" plan for relieving th 4 scarcity of vessels by allowing any American owned, foreign-built vessels to be ad mitted to American registry, is the nix-masted British barkentine Everett O. Griggs, owned by the Everett G. Griggs Company, Ltd. She now is on Puget Sound, open for charter. Her owners have made arrangements to have her measured and registered at once by United States customs officials. The Griggs is said to be the only Fix-masted barkentine afloat. She is listed as an iron six-masted schooner vessel barkentine of 2577 tons. Various Portland shippers object to the purchase of foreign ships from the belligerent powers of Europe, as a means of relieving this present snip ping stringency, on the ground that vessels bought from a belligerent na tion, after the declaration of war. are still subject to seizure as prizes of war, even if sold to a neutral nation. London Fact Quoted. The Declaration of London, signed In 1909 by the representatives of ten powers, provides as follows: "The transfer of an enemy's vessel to a neutral flag, effected after the opening of hostilities, is void, unless it is proved that such transfer was not made In order to evade the conse quences which the enemy character of the vessel would involve." This declaration allows bona fide transactions, but if seized by bellig erents under the Declaration of Lon don, marine authorities say, the owners of the vessels and their cargoes would have to prove, before the prize court of the captor, that the purchase of the ship had been a bona fide transfer. KEff IT.KF.T SECURES BERTH Liner Atlantic to Discharge Initial Cargo at Municipal Dock. G. B. Hegardt, chief engineer of the Commission of Public Docks, has closed a deal with Statter & Co. for berthing the new steamer Atlantic, of the Boston-Pacific line, at Municipal Dock No. 1. She arrives October 6, and ifr is assumed that the company will continue the arrangement, though the new steamer Pacific, which starts from Boston shortly, will go direct to Pu get Sound. The Atlantic will have about 1600 tons of freight for this city. The Monmouthshire reached the dock last evening from Europe via Oriental ports, and the next carrier due there is the Grace liner Santa Clara, on September 24. The Santa Catallna, of the same fleet, and the Den of Airlle, of the Royal Mail line, are looked for October 15, and the Merionethshire, Oc tober 22. Unless much of the cargo moves promptly from the dock there will be little chance of accommodating other steamers. STEAMER, PAID HIGH KATE Belgian Bark Bound Here for Grain Left XoIIotli Iast Month. San Francisco Is the source of the report that the Spanish steamer An tonio Lopez has been engaged to load vrain here -or on Puget Sound for the United Kingdom at 37s 6d. That is the highest rate said to have been paid this season, as the top figure for steam tonnage heretofore was 35 shillings. The Belgian bark Hero, listed to load prain here for England, has been on the way from Port Nolloth for the Co lumbia Kiver since August 21, says a message received yesterday by the Mer chants Exchange. The Saxon Monarch Is to get away in a few days with a lull grain cargo. " i Toll Protests Acknowledged. In a letter addressed to the Portland Chamber of Commerce Secretary of Var Garrison states that the protests of the Portland and San Francisco chambers against the Panama Canal rules governing tolls on deckloads of vessels have been referred to him by President Wilson. Secretary Garrison's invitation for public hearings to re view evidence probably will be accept ed by the Portland body. The hearings will be conducted along the lines fol lowed by the Interstate Commerce Commission. Marine Notes. With 92 passengers and 400 tons of general cargo, the Breakwater left down for Coos Bay and way points at 8 A. M. yesterday. The J. B. Stetson sailed from Seattle with 7500 cases of salmon at noon yes terday. She is expected to carry a full list of passengers. A wreck occurred at the upper end of Columbia Dock No. 1 at midnight Monday, when a switch engine shoved two boxcars over the bumpers at the end ot the switch. One car was left standing on the bumpers, while the other fell some 10 feet from the ele vated dock switch. The damage was email. The wreck was due to a misun derstanding of signals. With 2300 tons of general cargo and a full load of passengers, the Yucatan will sail for Los Angeles at 6 P. M. today. The belligerents liave allowed neutral vessels 21 hours to leave the blockaded zone. News From Oregon Ports. COOS BAY. Or., Sept. 15. (Special.) Small craft are barbound today by a heavy swell and the bar eonsldered rough by experienced mariners. The steam schooner A. M. Simpson, now loaded at the Porter mill. North Bend, will sail tomorrow for San Fran cisco. The steamship Breakwater is due to morrow from -Portland with passengers and freight. ASTORIA, Or.. Sept. 15. (Special.) After discharging creosote at St- Helens the British Un)-' steamer Barneson sailed tonight for San Pedro to load fuel oil. - The British steamer Monmouthshire, ot the Royal Mail line, arrived today from Puget Sound with part cargo from Europe for Portland. ' The tank steamer W. F. Herrin sailec during the night for California aftei discharging fuel oil. The steamer Washingtonian; of the American-Hawaiian line, arrived from Portland and loaded 25,000 cases of sal mon at the Sanborn wharf for New York. The shipment is valued at ap proximately $200,000. The Benson log raft that has been moored in the lower harbor since Sun day was not taken to sea today by the tug Dauntless, as there is a bad swell running outside. The Dauntless will sail tomorrow if the weather conditions are favorable, and she will be assisted across the bar by the tug Oneonta.
