This seems to have been done wherever
the letters indicated the exact situa
tions of British troops.
The Territorials were called out Aug
ust 4. is related in a letter received
here. At midnight of the same day
every Territorial was ordered by tele
graph to report to the colorE at cer
tain specified places, moat of them at
leading British ports.
Detailliiff Kept Secret.
Arrived at their destinations, instead
of being; under canvas all officers and
men were billeted at hotels. The loca
tions to which they were then drafted
were kept secret from the general
public.
Officers and men who were able to
ride or drive motorcycles and power
vehicles were instructed to commandeer
them, giving a receipt for them, which
the government will honor later at par
value. It was announced. Territorials
were given lists of the registration
numbers of motorcycles and instructed
to find the owners and commandeer the
machines for the government. All pri
vate stocks of gasoline and petrol, even
o small as five gallons, were seized.
Motor Uellvery Halts.
Practically all motor delivery has
ceased, letters say. Firms with horses
re allowed to continue with them, so
long as they are listed at the nearest
barracks.
"In general." writes one young Terri
torial, "we can say confidently that the
Territorials are 65 per cent efficient.
Our men at Bisley in 60 per cent of
cases defeated the regulars at all
ranges up to 1500 yards.
"The unknown quantity Is that we
have not been under fire.
Soldiers In tor Fight.
"Of course, in the open we could not
compare with German regulars. Behind
entrenchments we can. Any man who
knows conditions cannot but look on
the war with disfavor, but as we were
forced Into it and did everything In our
power to stave it off, we are in to stay.
"Thank God, there is no jingoism, no
song-singing, but, by Jove, the fellows
mean business.
"The war office is doing the best
thing in suppressing the most favor
able news for fear of getting our fel
lows over-confident. For Instance, two
German submarines made their way
Into the Mersey, probably with the in
tention of torpedoing the Mauretania
or some of the other big liners. Just
what happened has been kept dark, but
Beaforth evidently sighted their peri
scopes, for they sniped them both. The
crew was Just blown to pieces, and I
think the gunners must have exploded
their torpedoes.
Two Vessels Reported Sonk.
"On the quiet it is said at mess that
a German tramp dying the Red Ensign
(the British maritime flag) was caught
laying mines in the Irish Sea. I think
she was rammed by another tramp,
running to the Isle of Man, and both
vessels sank. Anyway, the boats to the
Isle of Man were withdrawn this morn
ing. "If you want my views on things. It
Is just this: If the Russian army Is
paper and not men and guns, we have
real cause for worry. If the bear full
nils his promise of real men. real guns,
real bullets and powder and less talk
and sand the old Kaiser will be sound
ly trounced.

CONVILL MUSJBEAR TEST
Charter Requires Examination for
Park Super Intendency.
Although James Convill has been se
lected as Park Superintendent to take
ttie place of E. T. Mlsche. who Is to
retire from the head of the park de
partment upon his return from an
Eastern trip, permanent anointment to
the position, it Is said, will have to
be made from a list of ellgibles after
competitive. Civil Service examination.
This action Is necessary owing to the
voting down a year ago of a proposed
charter amendment exempting the po
sition of Park Superintendent from
civil service Jurisdiction.
Mr. Mlsche was under civil service
although he did not take an examina
tion, having been in the service for a
term of years which City Attorney La
Roche held was sufficient to entitle
him to a position under qfvil service
without examination. Mr. Convill. who
Is not under Civil Service. Is serving
under a temporary appointment.
Although It is known that there had
been differences between Mr. Mlsche
and Commissioner Brewster before Mr.
Mlsche's retirement it Is denied by Mr.
Brewster that politics played any part
in the transactions.
"It has been reported that the fact
that I had Information that Mr. Mische
was a supporter of the recall move
ment was one of the causes of the
change In the service," said Mr. Brew
ster. This I deny. The change was
made for business reasons and noth
ing else."
