J; con oniy is ths keynote of an argu ment filed with Secretary of State Ol cott today for publication In the elec tlon pamphlet In favor of a constitu tlonal amendment providing for an election for voting upon a plan for the consolidation of counflea containing; cltfes of more, than 100,000 Inhabitants with the cities, which was referred by the last Legislative Assembly. The argument was prepared by legislative committee composed of Rob rt S. Farrell, State Senator, Multno mah County; Jay H. Upton, Represen tative. Multnomah County, and C. J. Forsstrom. Representative, Union County. It says: Portland First Benefited. "This proposed amendment to the constitution Is submitted to the voters of Oregon by the Legislative AssemDiy. If adopted, it will only affect Portland end Multnomah County at the present time, but as the day will soon come when many other cities in the state can .ake advantage of its benefits. It Is of vital Importance to each voter In the state. "The adoption of the amendment will rot in itself consolidate the city and county governments. It merely gives the DeODle living In a city of 100,000 population the right to vote either for or against tne plan to consuiiuio city and county under one government. thereby saving the taxpayers mo up keep of one complete set of officials. LARGE TRUST DEED FILED mortgage Securing $250,000 Timber Bonds Kecorded at Chehalis. i CHEHALIS. Wash., July. 9. (Spe cial.) A deed of trust from the East ern Railway & Lumber Company, of Centralla. to the Grand Rapids Trust Company, of Grand Rapids, Mich., trustee, received for record in the office of the County Auditor today, is one of the largest Instruments ever riled in Lewis County. It covers some 40 closely typewritten pages and the re cording fees amounted to $33.75. The mortgage was given to secure an Issue of $250,000 timber bonds. It embraces some seven sections of timber lands and the sawmill plant of the lumber .company at Centralis, besides the Tacoma Olympla & Che halis Valley Railroad, its right of way, roadbed, rolling atock and equipment. The total value of the property mortgaged is considerably more than $1,000,000. The mortgage was filed by Carl S. Kelty, cashier of the Lumbermens Trust Company, of Portland, which underwrote the bonds. GAME WARDENS' PAY CUT ' Wrangle Jn Klickitat County Ad t Justed Satisfactorily. GOLDENDALE, Wash., July 9. (Spe cial.) A clash between the County Commissioners and the Game Commis sion of Klickitat County, which result ed In the salaries of local Game Wardens being held up for May and June has been settled by cutting the salaries of the Game Wardens from $85 to $75 a month. At a meeting of the Game Commis sion In April salaries of the Game Wardens were raised from $60 to $85 a month. When the bills for tne increased wage were presented to the County Commissioners on June 1 they refused to ratify them on the grounds that complaint had been made from tax payers that the officers were not earn ing their money. 40 Acres Arc Traded. (Special) Sec retary of State Olcott announced to night that he would file only argu ments for propod legislative meas ures that were signed by the person or persons or qualified officers of a com mittee or organization Initiating the measures or filing' petitions lor them. "In view of the fact," said the Secre tary, "that the law authorized officers, but no other person, of any organiza tion to file petitions for the initiative, and also extended the right to file with the Secretary of State, for printing and distribution, any argument advocating such measure, I have decided to file only such affirmative arguments or statements as should be submitted over the written signatures of the person, or persons, or of the duly elected and Qualified officers of the committee or organization Initiating the measure and filing the petition therefor." - Next Saturday Is the last day for filing affirmative arguments. PENDLETON, Or., July 9 (Special.) "We owe our little home and prac tically everything we have to him. He has always been a good clean boy without a single blot or stain on his character." These were the words of Mrs. M. E. Wright, of Asotin, Wash., speaking of her son, Clarence Stoner, who has con fessed to participating In the hold-up of train No. 5, near Meacham, Tburs day morning. "And what education I have is due to him," said his sister, "for he always worked hard to keep me in school. 1 The sister Is Miss Grace Stoner, comely girl of 18, an operator in the Asotin telephone office. , F. F. May, a Portland traveling man would dispose of the vexed problem of how to divide the recovered plunder by suggesting that it all be given to McDuffy. He lost 47 to the robbers, but he says he values his life more than that and that he believes by ending the robbery when he did McDuf fy prevented a train wreck and saved scores of lives.
