I. v BUSINESS TO BE CONTINUED Mayor, Receiving Support of Asso elates In Cleanup Campaign, Ex pects to Prefer Charges Soon Against Others. No more drinks can be sold at Rich ards' Grill and barroom. The City Com mission, on the strength of testimony heard Thursday afternoon to the effect that the place has not been properly conducted, revoked the liquor licenses yesterday by unanimous rote. A rev ocation ordinance was passed, with an emergency clause attached, making the revocation effeotlve at once. At the same time another ordinance was passed giving; T. L Richards, proprietor of the place, a refund of the unused . part of his licenses, amounting to $822.10. ' An hour after the action of the Coun cil License Inspector Hutchinson vis ited the grill and the management sur rendered the licenses. Announcement was made later that no attempt will be made to sell any liquor In either the grill or the restaurant or barroom, but that the restaurant will be continued the same as in the past. Mr. Rich ards cays only 23 per cefit of his re ceipts were from liquor, so that lie still has a good margin on which to con tinue his restaurant business. The action of the Council had been expected. The rrill management was not even represented at the Council session. The ordinances were passed without discussion. The emergency clause reads: An emergency hereby Is declared to exist for the preservation of peaoe. health and safety of the City of Portland. To protect the morals and welfare of the people of the City of. Portland it is necessary to eradicate known places where immorality is practiced and this ordinance is directed to that end. Therefore an emergenoy is hereby de clared and this ordinance shall go into force and effeot from and after Its passage by the Council." Mayor Albee, In receiving the unanl nout support of the Council in his campaign against this place, announced that he had other plaoea under surveil lance and expected to present charge against some others in ths near future. That his plan meets with the approval of the rest of the Commission is ap parent from the fact that they have upheld him In all cases brought up pre viously! The Richards Grill management has no appeal from the aotlon of the Coun cil. The Counoil, under -the liquor laws, has absolute and final power in the matter of granting and revoking license. The revocation of the Richard li cense is the fourth grill lioense re voked by the present administration. In a general Investigation made last December prior to the granting of license renewal for the first half of 1914, three establishments were de clared to be Immoral and were put out of business. These were the Levens Grill, on Third street the Pittsburg Grill, on Sixth street, and a grill con ducted by Martin Denny, on " Seoond street. ROADS OPPOSE ASTORIA ATTORNEYS COMBx TO PREPARE FOR RATE HEARING. . Contention Will Be Terminal Charge to Port Is Impossible Because of j Leaa-th of Haul Involved. H. A. Scandrett, of Chicago, inter state oommerce counsel for the Union Pacina system, arrived In Portland yes terday to prepare for the Astoria rate hearing in the Federal building next Monday. The Union PacMo system, whloh Includes the O.-W. R. & N. Co., Is preparing to resist the efforts of Astoria to procure terminal rates from Xhe Interior. Henry Blakely, general freight agent for the Northern Paolno at Bt. Paul, is here to represent that road. H. E. Still, general Western freight agent for the same road at.Tacoma, joined him here. J. O. Woodworth, vice-president of the Northern Paciflo In charge of traffic, will arrive today. The Great Northern probably will be represented by M. J. Costello. as sistant traffio manager at Seattle, and by Judge F. V. Brown, general Western counsel. W. D. Skinner, traffio manager of the North Bank road, has been handling the preliminary details for the railroads and has outlined the plan of probable procedure. The railroads will contend that it is a physical and economic Impossibility to give Astoria the same rates that apply to Portland and the Paget Sound points. Rates are not axed, they point out, by the lines of least resistance, but by the shortest actual mileage be tween given points. It is the contention of the Astoria Interests that Astoria, because of Its position on a water grade from the Interior, is entitled to rates as low as those applying to Puget Sound. The rate to Astoria now la 4 cents a hun dred pounds higher on grain and cor respondingly higher on other commodi ties than to Portland or Puget Sound.
