RATE GUT NOT ALLOWED FOWEK. COMPANY IS ORDERED TO OBEY SCHEDULES FILED. Donuars, Like Flat Irons, May Be Given Away to Patrons to Meet Com- petition With Municipal Plant. EUGENE, Or, June 16. (Special.) Bonuses such as flat Irons may be sriven away by the Oregon Power Com pany to gain and hold customers, but It cannot be allowed to cut rates con trary to schedules filed in order to meet, the competition of the municipal plant, providing the city will file, within ten days, that part of its sched ule of rates which was not already filed with the Commission as evidence. This was the decision of the State Rail road Commission, rendered June 6, but not mailed to the parties involved until last night. Both parties express sat isfaction with the decision. Although the city officials are em phatic today in stating that they are obliged to file no rates with the Kail road Commission, the general result of the controversy recently aired between the two competitors for electric service jn Eugene is that the city cannot be ioenefited; that does not fall under the same law as the Oregon Power Company and is not required to file Its schedules, as Is the Oregon Power Company. The corporation, with the statement that it cannot meet the rates of the other company, asked that it be al lowed to abandon its soheduies and make rates as It saw fit. The Com mission denied thie on the ground that the rates filed by the city as evidence constitute a schedule to which the city has agreed to live, thus placing the two on the same footing. i Marine Xotes. Work on her hull being completed the Government dredge Col. P. S. Michie was shifted from the Port of Portland drydock to the plant of the Willamette Iron & Steel Works yesterday by the tug John McCraken. On the arrival from San Francisco of two new pro pellers the Michie will be docked again. Repairs on her are expected to be fin ished in 10 days so she can be returned to Coos Bay. Crews working under the direction of the United States engineers have ended surveys of the entrance to Ne halem and Tillamook, and others are engaged on a Coos Bay survey, which is nearing completion. For San Francisco the steamer Johan Poulsen has a lumber cargo measuring 410,000 feet, with which she was cleared yesterday. Preparatory to being towed through the bridges today from lnman-Poul-sen's on her way to sea, the British steamer St. Theodore was cleared yes terday by the China Import & Export Lumber Company for Hankow, carry ing lumber measuring 3,875.000 feet and valued at ,33,550. From the Globe mill the Luckenbach Bteamer Damara shifted yesterday to the plant of the American Can Com pany, and then went to the St. Johns Lumber Company's mill to work lum ber, proceeding from there last night for Knappton. On receiving the last cif her cargo there she hauls over to Astorta to take on salmon. From Port land the vessel took 587.000 feet of lumber at $8218, consigned to the Isth mian Canal Commission, and 225,000 feet at 12700 for New York; 10,803 bags ot oats at $13,000 for the same destina tion, also 1532 bales of scrap tin at 12780.
