MANY "IN BAD" AT HOME Members of Congress look for Fair Exchange From Head of Nation as Means of Explaining Away Doubt in Minds of Many. OREGONIAN NEWS BUREAU, Wash ington, June 16. Demacrats in Con gress -who bars bean following the President since the beginning of his Administration, supporting- his legisla tive programme without question and upholding him in other ways when ho has been criticised, are now beginning to appeal to the President to assist them in the coming campaign. Already the President is being urged to go upon the stump this fall in a number of states, primarily to help out Sen ators or Representatives who have been unwavering in their loyalty to him, and before the campaign actually opens scores of other invitations will be of record at the White House. At this late day a great many Dem ocrats realize that they have Injured their standing at home by blindly fol lowing the President, especially at times when the President has shaped his course contrary to the direction of current opinion, and especially are some Democrats alarmed because they have been supporting the President on the canal tolls Issue against their own personal ' Judgment and in the face of the last National Democratic platform. Fair Exchange Asked. "We have ungrudgingly supported the President on all his policies," said one Democratic Senator who now Is fearful of the consequences that await him when he returns to nis state mis Fall, asking re-election, "and it seems only fair that the President in turn should give us as loyal support as we gave him.' That is a sentiment that is quite general in the ranks of those Democrats who have surrendered their own convictions on the tariff, and on the canal tolls bill, and it is found among House Democrats as well as among Senatora Whether the President will yield to entreaties that have been and are yet to be made to him to go upon the stump has not been hinted by the White House, but if the President should consent to make a swing around the circle, and deliver a series of speeches supporting his legislative pro gramme, as well as his administrative record, there would be great surprise among men of both parties in Congresa Even those who have appealed to the President to come to their aid have little hope that their appeals will be heeded. This growing belief that the Presi dent, after having caused great em barrassment to members of his own party in Congress, will decline to make a direct appeal to the voters in the more important states is causing a steadily increasing hostility to grow up among Democrats in the Senate, and even now there Is talk in the cloak rooms of abandoning the anti-trust bills and adjourning, notwithstanding the demands of the President. Senators Now See Anew.. There are few Senators who believe their chances of re-election will be etrengthened by spending two months in Washington debating the anti-trust question, and there is an Increasing number on the Democratic side who believe there is more to be gained by asserting themselves, and showing in dependence, than by remaining in ses sion against their better Judgment and solely because the President Insists upon amending the Sherman anti-trust law. . Hen like Vardaman and Tillman and Martina are among those who believe it is incumbent upon the President to become very active in the interest of Democratic candidates for the Senate and House of Representatives, espe cially since the embarrassment of the party today is due largely to the con duct of the Administration, and the legislative programme that has been crammed down the throat of Congress by the Chief Executlva T. "Something Is radically wrong in the mental processes of the electorate," said Judge Alton B. Parker, of New York, once Democratic candidate for the Presidency, addressing the gradu ating class today at the Yale Law School. "Something is radically wrong," he continued, "or else patriotism Is at last gasp, when with hardly a whisper of protest a retired Chief Executive may brag to representatives of the people of his treasonable scheme to intrude on state rights and violate otherwise the fundamental law by establishing re ceivership over coal mines pending a strike, admitting without a suspicion of decent shame that he had well con sidered that his offense might be Im peachable if committed impeachable, of course, only because the acts planned would have been unconstitu tional and lawless." Continuing. Judge Parker said: "Our forebears, clear of head and far of sight, anticipated Just such vicious attacks by those in power and sought to Insure to us a government of lawa, and not of men. and through their wisdom such a movement is ours for a little vigilance." The true patriotism, the speaker said, is the only brand that will pro duce real citizenship, and It is free from selfishness and shorn of pyro technlca True patriotism. Judge Parker de clared. Is the only foundation on which service can rest, not the oratorical type that loves the flamboyant peroration and the applause of the crowd. They brought their own rice with them, three tons of It. The Chinese pavilion, which will be a replica of one of the palaces In the forbidden city in Pekln, is being; built in China. It will be taken apart, shipped to San Francisco and reas sembled on the Exposition grounds. It will cost about 176,000 in American money. JUROR OVERCOME BY HEAT Circuit Court at Eugene Adjourns. Temperature Reaches 92. EUGENE. Or., June 15. (Special.) The Circuit Court here today was ad journed fbr a short time because of the heat when A. T. Baker, a juror in the case of Joe Burgess against the Willamette Pacific Railroad, was over come by the heat and had to be car ried from the courtroom. Eugene has experienced two days of hot weather. TOLEDO, Or., June 15 (Special.) The ashes of Hurley Lutz, ez-Couhty Assessor and Deputy County Clerk, were scattered on the Taqulna Bay to day under the auspices of the Elk lodge of Albany, Or. Mr. Lutz died in Portland a few years ago, and it was his will that his ashes be disposed of in this way. The Elks of Toledo arranged services to be held on a scow one mile from Toledo, where the boat Wallusky sank, this being the boat that brought him to Toledo in an early day from Astoria.
