in Project, Talks With Men,
. Makes Report on Visit.

That farmers are making' good on
the Umatilla project, whose sandy soil
appears to be capable of producing
good crops, and. that dairying and hog-raislng-
are proving successful, are
some of the points made by Cha-rles
IX Mahaffie, assistant secretary of the
Oregon Conservation Commission, to J.
N. Tea, chairman of the commission,
yesterday.
Mr. Mahaffie passed two days in
vestigating the project and interview
ing its settlers. He walked over and
examined in detail 34 different hold
ings, and talked with the men operat
ing 21 of them He saw from the road
more than half of the project, and
talked to 18 other men cultivating land
on it whose farms he did not examine.
Mr. Mahaffie explains in his report
that he did not make the inspection
either as a soil or crop expert, but
formed his conclusions from his obser
vation of the results that he saw had
Ijeen accomplished.
The soil is sandy, mixed with a vary
ing amount of silt, and in some places
the. bedrock is near the Burface. In
some places a Bort of solfdified vol
canic ash is encountered, and in other
places coarser sand and gravel lie be
low the surface soil. It is land of the
jrravel quality, he says, that causes dif
ficulty in distributing and retaining
water.
Flrat Alfalfa of Season Cat.
Mr. Mahaffie says in part:
"All sorts of crops which ordinarily
may be found in temperate climates
are being grown successfully on the
project. Alfalfa is grown more ex
tensively than any other crop, and the
first cutting was being made in most
fields at the time of my visit. Prac
tically every farmer on the project
raises, alfalfa, and the crop this year
is excellent.. The first cutting will
produce from one to two tons per acre.
"Dairying and hog raising are being
practiced largely and with Success.
"A great deal of fruit has been put
out all over the project, but as yet
very little of it is old enough to bear.
The trees, however, where they have
not been seriously neglected, are in
excellent condition, and those old
enough to bear are well laden with
fruit. Watermelons, corn and rye are
raised. The rye is used especially as
a "nurse crop," while alfalfa and the
like is being started.
Grauhoppera Cause Damasre.
"Potatoes are in good condition all
over the project. A number of the
farmers are handling bees extensively
and apparently with good results.
"I saw some places where the entire
surface soil had been scraped away in
the process of leveling, leaving the
blue sand exposed, and which, being
part of an orchard, had been set to
trees.
"Parts of the project are being vis
ited by grasshoppers and a great deal
of damage is being done to crops and
young trees. Some of the places where
they are thickest and where the farms
are not stocked with chickens or tur
keys will suffer serious injury.
Mr. Mahaffie found no parts of the
project which may be considered "in
fertile," "The men to whom I talked," he said,
for the most part told me that on be
ginning their work on the project they
knew nothing of irrigation, that much
of their work had been wasted on that
account, and that their improvements
could be made by them now, if begin
ning again, more efficiently than they
were made, and at a cost of not to ex
ceed 60 per cent of what has been put
into them.
"It seems to me that the difficulties
of this project are, in the main, due
to the fact that the settlers were in
general not prepared to handle the
land at the time they went onto it.
This, both on account of lack of knowl
edge and on account of lack of finan
cial resources.
"In no part of the United States, and
especially in no section where land has
to be reclaimed from the waste, can a
homesteader expect to go on to raw
land and make a living from it from
the start."
LADD AVENUEC0ST IS SET
Entirely New Pavement at $31,409
Is Deeided Upon.
It will cost $31,409 to pave Ladd ave
nue through Ladd's Addition from the
corner of East Twelfth street to Divi
sion and East Twenty-first streets, ac
cording to official figures. This in
cludes the circular drive around Cen
tral avenue, and the concrete founda
tion will be five inches thick. The cost
will be assessed to the abutting proper
ty owners.
Ladd avenue was paved six years and
a half ago, and proceedings to repave
the street started the opposition on
the part of property owners who think
they should not be assessed until the
expiration of ten years. It was found
that the present pavement on Ladd ave
nue cannot be repaired. A committee
from the Ladd's Addition Improvement
Association, has asked that the letting
of the contract be delayed for the
present.
The streets of the addition were
paved by private contract, and it is said
there is no guaranty that the improve
ment would stand ten years. Investi
gations so far have not disclosed that
any of the purchasers of property have
any written guarantees either from the
owners of the addition or from the city
tnat the pavements would be main
tained for ten years.
OSTEOPATHS WANT TEST
Speaker at Convention Discusses
Fight on Dr.'Van Brakle.
Dr. D. D. Young, of McMlnnvllle,
president of the Oregon Osteopathic
Association, opened the thirteenth an
nual meeting yesterday at the Multno
mah Hotel, with an address. He de
voted his paper to the consideration of
the problems within the osteopathic
profession and to boosting lor the 1915
National convention which Oregon os
teopaths expect to entertain in Portland.
The Van Brakle health officer case
received considerable attention at the
hands of Dr. Young and will come un
der the discussion of business today.
Dr. Young declared the Oregon osteo
paths want a straightforward, clean-
cut contest or the matter.
Dr. H. F. Leonard, of Portland, read
an important paper on the "Cause and
Treatment of Adenoids and Hypertro-
pnied Tonsils."
Dr. A. B. Cunningham and Dr. F. J.
Feidler, of Seattle; Dr. Katherine 8.
Myers, of Portland, and Dr. Carolyn
Allen, of The Dalles, - will be among
tnose who will present papers today.
MEMORIAL WILL BE HELD
Conductors, Trainmen and Women's
Auxiliaries to Join In Service.
The Order of Railway Conductors,
the Brotherhood of Railroad Trainmen
and the women's auxiliaries from both
orders will hold memorial services,
June 14, for their dead. The memorial
will be observed by all the locals of
the United States and Canada. The
Portland services will be held in the
Knigths of Pythias Hall, Eleventh and
Alder streets.
The programme will consist of vocal
music by Mrs. S. L. Olsin and Miss
Isabel Merrlman, with addresses by
Rev. Edwin V. O'Hara, Rev. H. C.
Marshall and R. A. Booth.
Kelso Road Balks Drivers.

way going to the Rose Festival at
Portland, Or. One British Columbia car
was stuck several times between To
ledo and Kelso. Most of the machines
