TVilh Commissioner Dieck insisting upon retain! ng II. W. Jioltnes as chief of the city bureau of highways and bridges because of his efficiency, and members of the Municipal Civil Service Board insisting that Mr. IMeck adhere strictly to Civil Service rules which In this case would bar Mr. Holmes from the positon he now holds, a complex problem has been made of the long-drawn-out controversy between Mr. lieck and the Civil Service Board over the Holmes appointment. The question was threshed out in part before the board at a meeting yester day. It will be considered in greater detail at a meeting to be held in the future. In the meantime Mr. Holmes will be paid his salary for April, which was held up by order of the Civil Serv ice Board. Commissioner IMeck said that the ex amination of applicants for Mr. Holmes' position was not fair inasmuch as there was no oral test. He says it was not a matter of answering specific written questions but was a matter of deter mining executive ability as well as tech nical knowledge. Members of t tie Civil Service!
