LaFrance, serving a one to four-year term in the penitentiary for obtaining money by false pretenses, be allowed a pension of $20 a month for the support of herself and four chil dren. The indictment against Mrs. La Krance has been dismissed. Mr. and Mrrc Ta. -France were indict ed jointly fpj;. fjraudtog insurance companies of 115.000 by planting a body on the banks of the Clackamas River two years ao. Mrs. LaFrance later colelctinir $15,000 from the com panies after the body had been "Iden tified" as that of her husband. La France confessed, soon after his arrest in Coos County, but on trial pleaded not guilty. He was convicted and sentenced to the penitentiary by Cir cuit Judsre Kavanaugh. He has refused to disclose where he obtained the body Tt'hich he used. Nine other pensions were recom mended yesterday by the committee, two refused because the applicants were not dependent, and one already granted withdrawn at the request of the beneficiary. May 3 Mrs. Ida White head, of Cincinnati, was held in the South Chicago police station all day awaiting word from the Ohio city, where a warrant charging her . with kidnaping her 9-year-old daughter, Trene. from her alleged foster parents, Mr. and Mrs. Jasper Lloyd, of Cincin nati, Is said to have been issued. The police say the strength of the charge depends entirely upon whether or not the Lloyds legally adopted the girl. Mrs. Whitehead, then Mrs. Leslie, was left a widow by the death of William Leslie In 1904, five months after the lit--lo girl was born.' Mrs. Leslie, forced to support herself and child, placed the baby when a year old in the cus tody of Lloyd, a janitor, and his wife, and she worked for the man to pay tneir ooara. The next year she married Robert Whitehead, a jeweler. The rise in her fortunes enabled her to care for the child, and she Intended taking; her daughter to her home. Lloyd and his wife refused to allow her to take the girl. Mr. Whitehead Rave his wife $100 April l, she told the police; then she took the child, when a favorable op portunity offered, and fled from the city. The Cincinnati police were asked by Lloyd to cause the arrest of Mrs. Whitehead, and she was traced to Illi nois and the Chicago police informed. Mrs. Whitehead declared Mrs. Lloyd had threatened to shoot her, following her attempts to recover the child, which the Lloyd family had refused to give up. "I'm not afraid of being shot, but 111 never go back to Cincinnati," said Mrs. Whitehead. "Any Jury that knows a mother's love will free me. I want to be tried here in Chicago if I must be tried. They had no right to arrest me- I am the mother of the child. It never was adopted by the Lloyds, and they have no right to her, al though it is true the child has known no other home since she was a baby." With the arraignment in United States District Court yesterday before Judge Bean of W. F. Minard and Henry J. Harper, charged with fraudulent use of the mails in selling "fake" locations on timber lands within the Oregon & California land grant, the extca terms of the indictment against these me and 13 others, six of whom have been arrested, were made public for the first time. Th eindictment chare-ps that uinnrH Harper and their associates caused a great number of people, living in Sent tie, Tacoma and other Washington cities, to pay for -valueless "locations" on the railroad land grant lands. The scheme is outlined as having been for some or me defendants to represent inemseives as agents of the railroad company. The argument would be ad vanced. It is charged, that the company Knew mat it was going to lose the lands in its suit wit hthe Government but that it was anxious to save the tim ber; and that an option would be taken from the epople making locations, so that they could sell the timber at a handsome profit. The indictment further chars-pa that ait tnese representations were false that the defendants knew they were false, and that they used the malls to rurtner their fraudulent scheme.
