Day Declares Draft by Commis sioner Dleck Restricts Competi tion Worse Thai Ever. .So complex has become the problem of arranging- proper specifications governing- the laying of pavement in Port land that the City Council was unable yesterday at its regular meeting to dispose of the matter, although request for final action was urged because a number of important paving- contracts are being held up pending the adoption of the uew specifications. The Council, after hearing the argu ments of contractors for more than two hours continued the subject until next Thursday. In h meantime a number of tests' and experiments will be made by paving contractors and experts in the city engineering department. It was declared by I. N. Day, a local contractor, that the specifications as prepared by Commissioner Eieck, now before the Council, are not proper. He says they have been drawn adroitly in some respects, and, instead of opening the way to more extensive competitive bidding, will have just the opposite ef fect. "I do not wish to intimate that Mr. Dieck has allowed, these adroit provi sions to get into the specifications." said Mr. Day. "I believe he is Innocent. But 1 believe that his advisers are re sponsible for the things which do not look right to us." The most important proposal is the recommendation of City Attorney LaRoche that the city require the hold ers of paving patents to file agree ments with the city to allow all com panies to use the patents upon payment of an established royalty to be the same to all companies. Fearing trouble, the powder-house was ordered guarded by P. A. Hawkins, superintendent of the Columbia Con tract Company. Sheriff Cresap was comunlcated with and sent a deputy, George Johnson, and a constable, George Thompson, to the scene, but no trouble resulted. The trouble arose when a few men. thought to be I. W. "W.'s. began agitating an increase in wages of 50 cents a day. Mr. Hawkins said that about 20 had returned to work, and believes every thing will be quiet in the morning. Seven-Hoot Cougar Brings 35. SBASIDE, Or., May 1. (Special.! Paul West, who lives four miles above Seaside on the banks of the Necanicum River, brought in the pelt of a seven foot cougar yesterday and took it to Astoria to secure the county bounty of I0. The animal was caught in a trap after it had devoured several of West's young cattle.
