State Engineer Lewis today fired a broadside at Governor West, who does not like the state Engineer and is preparing- a bilffof-lTrltration to abolish the office. idr. Lewis recalls certain expenditures which the Governor rec o mended. The statement follows: "It is implied by Governor West that a great saving can be made by certain changes in the State Engineer's Department- The record shows this office to be a revenue producer, rather than an expense to the taxpayer. "The total appropriation 'for the salary and expenses of the State Engi neer, and services of assistants, and expenses of the office and department of the State Engineer," is $10,000 per annum. "During the five years that the water code has been in effect, $63,470 has been collected by the State Engineer as fees on water permits and paid Into the general fund of the state treasury. Only $50,000 was appro priated for the maintenance of the office during this period. "Governor West has by implication attributed the expense of certain boards, including that of the Desert and Board, to this office. He him self is chairman of the Desert Land Board and recommended the $10,000 ap propriation for its work. "I trust that it is not discourteous to Governor West to remalnd him at this time that he also advocated .the appro, priation of $50,000 for co-operative ir rigation investigations and $15,000 for vater power investigations in the Co lumbia Kiver near The Dalles." PIPE LINE COST SOUGHT Milwaukie Orders Surveys for Bull Run Connection. MILWAUKIB. Or, April 21 (Spe cial.) At the recent meeting of the Council the city engineer was instruct ed to survey routes and ascertain cost of a pipe line to connect wtih the Bull Itun water system of Portland. There are two ways of making tho connec tion. The action was taken to ascer tain if the $20,000 water bonds of Mil waukle will cover the cost of the pipe line and erection of a municipal plant. The city engineer submitted a plan for renaming all streets and renum bering the houses.
