NEW YORK. April 3. The Asiatic
institute of this city today made public
tho first of a series ot report from
W. -RockliUV former United States
mlnlater to China, and. more recently
ambassador to Russia and. later to
Turkey, on the nituation in Mongolia,
la behalf of the Asiatic Institute Mr.
Kockhill recently penetrated the
regions where the once powerful
Mongol race has been, trying to main
tain its Independence from the new
repttblie of China.
Th.e last ' limit and boundaries of
this race, which seven centuries ago
conquered nearly the whole of Asia and
nart of Europe have begun to disap
pear, says Mr. Rockhill. in the crucible

naive, gullible descendants of the
Mongol conquerers. are no match fori
the canny Chinese trader from the
south, and the imperially escorted Rus
sian manufacturer from the north, who
have, undermined and transformed all
of this country's relations and condi

Mongol Empire." he says.
"Outer Mongolia's, aspiration to stand
atone Is altogether dependent on the
adjoining powers. They know their
helplessness, and that for the present
their fate is sealed.
In his opinion the Mongol nation will
founder completely without the co-operation
of Russia and China. Its only
hop ot existence is in being' a "buffer
state" and becoming the head of that
necklace of smaller unadvanced vassal
nations bordering the present-day great
Asiatic empires. As such, if it suc
ceeds, he says, it will be as a "damp
course" between the powder magazines
of Rnssia. Japan and China.
"Outer Mongolia's assets with which

"wet" petition was a. legal one.
The petition contained 1980 names,
or 430 more than necessary to call an
election, and the hearing- held by the
Commissioners disclosed that the most
exacting interpretation of the law as
to qualified signers could not have
eliminated more than 17.

ABERDEEN. Wash April 29. (Spe
cial.) A. warrant in favor of Giles
Quimby for the sum of J2666.67 was
drawn today as the tnal payment of
tho. John Toroon reward, which was
due him from the county.
The- original reward ' offered was
$1000. Of this Quimby drew one-third,
leavingr the rest to be protested by
thoso who might lay claim to IL Tor
no w was killed by Quimby just one
year and five days ago.

ciaL) Beginning; today, the moat im
portant session held by the State
Board Tf Education since its creation
more than a year ago opens at the
university, and probably will continue
throughout the week. At this meeting
the state board will consider matters
relative not only to the university, but
to all of the other state educational
institutions, as well as to the general
school system of the state. The heads
of all of the state schools have been
summoned to appear for conferences
on matters pertaining to tho adminis
tration of their respective Institutions.
