IS! r 1 Reed College has been made a stand ard of education by the United States Bureau of Education. President Foster has just received .the following letter from State Super intendent of Public Instruction J. A. Churchill: "Today I received a communication from Commissioner P. p. Claxton, Washing-ton, D. C, notifying us that Dr. K. C. Babcock. former specialist in higher education, had reported to him that Heed College should be con sidered a standard college within the terms of the Oregon law, and the rul ing of the Oregon State Education De partment. I take pleasure in savinir that In the future this department will consider Reed Colleee a atnnilsrH al lege and will be pleased to certificate ner graduates wno have completed the work there and who have done the 15 hours' work in education as certified by you.' The chief requirements of a standard college, as stated by the United States Bureau of Education are that the col lege must have at least ?250.0Q0 en dowment, six professors, one of whom shall be at the head of the depart ment of education, a library of at least 6000 volumes, and entrance require ments that include the completion of a four years' high school course. The work of the Bureau of Educa tion has been chiefly that-of collecting and publishing educational statistics. It has never been given authority by Congress to "standardize" colleges. However, the list of standardized col leges prepared by the bureau Is recog nized by the Oregon law and gradua tion from a standard college, provided the graduate has taken a certain amount of work in education. Is made the basis for certification to teach in the high schools of the state without examinations. t There has been no standardization of , Oregon colleges since Dr. Babcock visited Oregon three years ago or be fore Reed College began Instruction. However, It is said Reed College has' more than met all the requirements since the first year. Some time ago Dr. Foster was noti fied by Mrs. Josephine Preston, Super intendent of Schools In the State of Washington, that Reed College grad uates would receive, without examina tion, certificates to teach in the high schools of Washington. In California the completion of one year of post graduate work Is also required. District Attor ney Evans aa- Deputy Murphy will urge that th Legislature has abso lute authority In arranging to con struct an Interstate bridge, and under that authority can delegate Multnomah County as its agent.. STREET WORK IS OPPOSED Suit Against City Attacks Proposed Willamette Iload Improvement. Proposed improvement of the Wil lamette boulevard through St. Johns and particularly at the intersection of Philadelphia avenue, was attacked yes terday In a suit tiled In County Clerk Coffey's office, in which an injunction is asked restraining the city and V. W . Mason, contractor, from tearing up Philadelphia avenue at Its intersection with the boulevard. Several years ago Philadelphia ave nue was Improved by the city, the com plaint states, and the Council recently lias passed resolutions to improve-that portion of the boulevard which is witn In the city limits. Objection to the pro posed improvement is made on the ground that the Council is powerless to do the work, as the city has not ac quired the street. PAVING PRICES ARE CUT Mr. Dieek Prepares -ew Schedule for Repair Work. A standard schedule of prices for the repair of pavements has been prepared by City Commissioner Dieck to replace the present schedule, which is consid- lne Present price Is $5 for the first yard and 13.70 for each ad ditional yard.
