Efficient Fightlns Forces In Major ity of States Evident by Lack of Call on Emergency Funds. OREGOXIAX NEW S BUREAU, Wash insrton, Sept. 2. Reports of forest fires from the states with which the Federal Government Is co-operatinK show that there lias been a general lack of un usual fire .danger -this year. This is. not taken to mean that there have not been a great many fires, but that an efficient rtre-fiphtinfr force has been adequatae. Onlv two states, Massa chusetts and Maine, have thus far found, it necessary, because of extra serious fire -hazard, to call upon the emergency provisions of their agree ments with the Federal Government. Maine has found it necessary to em ploy extra men over and above the nor mal allowance provided In its agree ment. This any state may do under the terms of the agreement up to a certain fixed maximum, on the initia tive of the state officer in charge of forest protection. He must, however, satisfactorily establish the existence of unusual haxard before the extra men will ' be paid. The Forester at Wash ington has the further right under a serious emergency to waive this maxi mum provision, within the limits of the funds available, and authorize the state to employ any number of additional men that may seem necessary. In Massachusetts this emergency has been of a somewhat different sorL Nor mal conditions of fire hazard, upon which are based all the agreements of the Federal Government with the states, in Massachusetts call for a dis tinct dry spring and fall fire season. Fire protection work may thus large ly be discontinued during the midsum mer months. However, because of long drouths, there has been practi cally no let-up in the fire danger to the presenL A shortage of funds was imminent, but relief was secured by an amendment to the agreement, ap proved by the Secretary of Agriculture, by which the Federal Government ex pends 300 more and the state 1000 more. Under any conditions, the law re quires the state to spend as much money as the Federal Government. In the usual summer, the state spends on an average three dollars to the Federal Government's one; New Tork will ex pend at least ten dollars. The Govern ment, however, will not necessarily ad here to the ratio established with state confronted by an exceptional fire menace.
