Having heard that the officer had vio lated the liquor and other laws on several occasions. Governor West today instructed Special Prosecutor Klngo to proceed against Constable Mitchel, or fit. Johns, with a view of having him removed from office. It is chargea that the constable has been Indicted tor perjury and that he has protected bootleggers- Unfler a law Pssed " the recent session of the legislature the Governor Is empowered to h.ye proceedings started in Circuit Court for the removal of officials accused of violations cf the law. Charles Bredson. Mayor, and O. v. Allen. Chief of Police of ft Johns have written the Governor asking that the Constable be removed. A specific charge .against him is that he pro tected a place kept by Charlie Mo)-, a Chinese. Moy was indicted several months ago, pleaded guilty and paid a fine Mitchel. In connection with the trial of the Chinese, was accused of perjury. In a letter to the Governor, a detective agency, which Investigated the case, says: This aicency was employed by the officials of St. Johns to invesilgat. the conduct of the Conslabi. s.v.ral Weeks fi). found, and have evidence, that he is Just about as eorrput as any man could be and hold a county office. Ho was not only protecting vice and lawlessness, but was promoting and encouraginn it. "Action against Constable Mitchell will never get my approval." emphatically declared J. E. "Williams. Justice of the peace, here tonight when seen relative to the proposed oustment proceedings stater at Salem through the move made by Mayor Bredson and Chief of Police Allen. "Mitchel Is a good officer, and, as he is working under me and I am per fectly satisfied, I ought to know. The move against Mitchel arose reeehtly over an arrest he made, which Chief Allen refused to recognise or follow up because one of his own men did not make the arrest," concluded the Judge. St. Johns people declare that the fight is a personal one between the Mayor chief and Mitchel. Mitchel is confined to his home with a fractured ankle. "WEATHER CONDITIONS. - A large high-pressure area overlies the Northern Rocky Mountain and Northern Plains States: correspondingly high pressure obtains over the Atlantic States. The pres sure la low over Anson a, California and interior Western Oregon, while a disturbance of considerable energy has developed over Lake Michigan. Showers have fallen in Interior Southwestern Oregon, New Mexico and Saskatchewan, and moderately heavy rains in the Dakotas. Nebraska, Minnesota, the Lakes Region acd South Atlantic States. Tnunder storms were reported from Tucson. Modena, North Platte. St. Louis, Louisville, Toledo and Sault St. Marie. The weather is cooler in- Southwestern Oregon, Wyoming, the Dakotas, Southern Minnesota, N-braska. Kansas and Ohio; It i warmer in Washing ton, Northeastern Oregon, Western Montana.
