CITY SEWERS PLANNED POBTLAXD MAY BUIIJ ITS OTVi WASTE PIPE SYSTEM. Commissioner Daly Says Work Coula Be Done at liess Expense if Taken From Contractors. Adoption of a system wherebv the city will construct Its own sewer mains Instead of letting: the work by con tract to private contractors Is to be one of the first considerations of the new City Commission when that body E-ets down to the work of re-establishing- and. revising the general public Improvement code. The question prob ably will be presented by Commis sioner Daly who says he believes the city can save money by constructing sewer mains as it constructs water mains. - - At present sewer construction is in the same class with street paving-. The city authorizes an extension of sewer mains and advertises for bids. The con tract is let to the lowest bidder. In the Water Department the same method, was used until a few years ago when it was found that the mains could be laid better and cheaper by the city. There Is a difference between the two classes of mains In that the water mains are built and owned by the city and the sewer mains are built and owned by the property owners. It Is considered certain, however, that the majority, of property owners would favor municipal construction and pay ment of the cost under the assessment plan. At present there are contracts amounting; to about $400,000 let to private contractors for sewers. It Is estimated that by eliminating' the profits of the contractors the city by constructing" these sewers could save to the property owners approximately 1100,000. Great Variance in Price Paid De clared: to Exist and Effort Will Be for Equalization. Installation of water meters will be advocated by City Commissioner Daly as a means of equalizing rates to all users. Definite announcement of such a plan was made yesterday following a detailed Investigation of the water rate conditions in the city. No action will be taken until a more thorough In vestigation has been made. "At present." said Mr. Daly, "there seems to be a great deal of variance In the water rates charged large and small consumers. For Instance the per son who has a "small place and does not use much water has to pay as much as the person who has a large house and yard and uses considerably more water. There is an element of unfairness in the present rates which should be eliminated if possible. There may be unfairness also in the rates enjoyed by large consumers such as the laundries. As to this it Is a long study and I am not prepared to say whether these companies pay too little or too much. "The intent of the law Is to place everybody on an qual footing as far as rates are concerned. When one per. son is using more water than another and both are paying the same it seems unfair. The members of the Oregon State Board of Health are going to make it a personal as well as an official cam paign to secure legislation against ever allowing any person or corporation to occupy the Bull Run "Water Reserve. A delegation Is at present at Wash ington, D. C, trying to secure the en actment of a measure which will allow the construction of a railroad across the Bull Run reserve. To this the Medi cal Board, consisting of Dr. Alfred Kin ney, Dr. E. B. Pickel, Dr. C. J. Smith, Dr. Andrew C. Smith, Dr. E. APierce, Dr. W. B. Morse, Dr. Calvin S. "White and Professor E. Pernot, Is opposed as a body and will exert all its influence in opposition. "The Bull Run water supply is the City of Portland's greatest asset. The building of any railroad across the re serve would mean the pollution of the now chemically pure water supply. Settlers and campers have also been on the grounds at various times. The board will also wage war against these, as the human waste is the most dangerous of infectants," said Dr. "White In speak ing of the proposal. The board has undertaken the in vestigation of water samples furnished by the North Bank and O.-W. R. N. railroads from their stations In Ore gon.
