DALY Sl'PPORT COMES FROM
ALL CLASSES.
Will H. Daly Is the only candidate
for Commissioner who reoeived a ma
jority of all the votes that were cast
In the city election for Commissioner
last Monday.
Mr. Daly received a total of first,
second and third-choice votes of 20,
rt07 out of a grand total of choices
cast by voters of 101.050. It re
quired NJM votes to elect by a ma
jority, there being; four Commission
ers to choose.
Mr. Daly's vote clearly proves that
he was supported strongly by all
class rs.
Analysis of the votes cast In the va
rious districts of the city shows that
a greater proportion of the registered
women voted than men. This is true
particularly of the East Side districts
where It Is estimated that mere than
90 per cent of the women registered
voted. The number of men who voted
in these same districts was about 75
per cent of the registered vote.
In the Irvington district the women
mace probably the best record in this
respect. The poll books there show
that approximately 95 per cent of the
women registered voted. The percent
age of men voters ran considerably be
low this. In the Mount Scott district.
H&W thorne, Boll wood and the Peninsula
the average tor the women ran lower
than in Irvington. but better than In
some of the West Side districts. In
south Portland and In North Portland
the comparative voto of the women
ran considerably below 90 per cent ac
cording to approximations made at the
City Hall:
Dnly and Dleck Lone-Term Men.
Completion of the count of votes yes
terday revealed the fact that Will H
paly and R. G. Dleck have been elected
to serve four years each and W L.
Brewster and C. A. Blgelow- two years
each. I nder the charter the two Com
missioners receiving the greatest vote
at the election get the long term and
the next two the short term.
Mr. Daly headed the ticket, receivlns
a total of 20.651 votes. Mr. Dleck came
second with 19.010: Mr. Blgelow third
with I?'?,!' and Mr" Brewater fourth
Mr. Daly received 12,179 first-choice
totes. 5q61 second choice and 2921 third
choice. Mr. Dleck received 12.847 first
choice. 4198 second and 1965 third. Mr
Blgelow received 8408 first choice 6416
second .and 3498 third. Mr. Brewster
was fourth with 11.124 first-choice
votes. 44o0 second choice and 2185 third
choice.
Official Canvana to Be Mow.
City Auditor Barbur arranged yes
terday to commence at once the pre
paration of the official count. Plats
with the name of each candidate drawn
In will be prepared and the vote re
ceived by each will be recorded. The
number of candidates and the fact that
three choices must be counted for each
jnakes the task a heavy one. It prob
ably will not be finished until the end
of next week.

ALBEE GALLS AIDES
First Informal Meeting of In
coming Officials Held.
SURETY BONDS DISCUSSED
Question Agitating All Members of
Xew Administration Is Assign
ment of Departments and Kar
ly Decision Is Promised.
At the first informal meeting of
Mayor-elect Albee and the four Commissioners-elect,
in the office -of W.
L. Brewster, yesterday morning, but
one thing was definitely decided to re
quire all applicants for positions to
file written applications, together with
references and statement of qualifica
tions, with Mr. Albee, in the Concord
building.
The next informal meeting of the
commission will be held at noon Tues
day, when they will take luncheon to
gether and discuss in a private way
various features or the work con
fronting them.
At yesterday's meeting, which the
Mayor-elect termed "a hand-shaking"
session, no progress was made inso
far as actual disposal or work was con
cerned; the great task of reorganizing
the city departments and of adminis
tering Its affairs is yet to be done.
The Taxpayers' League having offered
to submit as a suggestion an adminis
trative code for the benefit of the
commission, it was decided to accept
the proposed code for guidance, in case
it proves to be feasible.
m Amlgsraests Are Desired.
Will H. Daly, W. L. Brewster, Robert
G. Dieck and C. A. Blgelow, the Commissioners-elect,
were anxious to know
to what departments they are to be as
signed by Mayor-elect Albee, but he is
not yet prepared to make the assign
ments. This Is one of the big pieces or
work that he is required to do under
the provisions of the new charter and
it is a most serious and Important one.
Each of the Commissioners-elect ex
pressed a desire to know at the earliest
possible date the department to which
each is to be assigned, in order to
make special preparations for the
work. For this reason Mayor-elect
Albee will determine this question as
soon as possible.
The question of bonds for the mem
bers of the Commission was discussed
briefly. It was thought best to have
a blanket bond if such can be obtained
at reduced rates, but if not, it was be
lieved best to divide the bonds between
five companies, at least. It was sug
gested that it would be Improper for
the members to pass upon their own
bonds and therefore the Clearlng
House Association was mentioned as an
agency for doing this.
Money Scarcity Kelt.
The question of the salaries of the
City Engineer. Chief of Police, City
Attorney and Municipal Judge were
discussed briefly, Mr. Brewster remark
ing that they should receive better pay
than they" do now. Mr. Daly, who Is
a Councilman, said that it will not be
possible for this to be done until Jan
uary 1. anyway, as the funds are run
ning low.
As to the arrangement of the work
of the Commission at the City Hall,
several suggestions were made. Some
thought It would be best to have the
Mayor and Commissioners grouped
about one room, where they may be
found easily and where they may con
fer on public matters from time to time
and keep in touch with each other. No
