Operation of the city on a business
basis, fair .treatment for all citizens,
economy In the expenditure of public
funds, faithful enforcement of the
laws equally to all classes, and the
elimination of politics in municipal af
fairs are some of the things for which
H. R. Albee. candidate for Mayor, stands.
In conducting his campaign he has
steadfastly declined to "throw mud."
taking the attitude that principles and
not personalities are the features of
Interest to the people. All of his prom
ises as to bis position on matters per
taining to the city have been made pub
licly, and he has refused to enter Into
any private discussions or to pledfe
himself on patronage.
"In my conduct of the Mayor's office
neither party politlca nor the political
game will be countenanced. My efforts
wtll be for rood citizenship, Justice
and equal rights. Every citizen will
be given a chance to be heard on mat
ters that concern his welfare aa a citi
zen and resident of Portland."

that time he said be would discuss
other municipal features from time to
time. He has been speaking In va
rious sections of the city since and has
frankly told the people where he stands
on every problem that confronts the
city. At all of his meetings he has in
vited questions, even going so far as to
ask criticism, should any present wish
to take issue with him. In this manner
he has made known his views and has
told the voters what he purposes to do.
If elected.
"All that I promise to do. says Mr.
Albee. "is contained in one statement,
namely, that I will, if elected, devote
my time and attention to the best In
terests of the while people. It would
, be foolish for me to promise to do
' specirtc things beyond my power to
fulfill, hence I simply pledge myself
to work for everything that will make
conditions better In Portland. If you
believe In me. you will then believe
that, when I make this pledge. I shall
Veep it. If you see fit to make me your
Mayor."
A ax were Freely Made.
There is nothing of the fanatic In any
of Mr. Albee's statements of his posi
tion on public questions. Every ques
tion that is asked him invariably brings
back an answer, revealing his one great
principle fair dealing. He declares
that around that principle everything
centers, and he promises at every meet
ing that he holds and in all of his pub
lic utterances to give every one fair
and Impartial treatment.
Among the many questions that have
been asked of him there being scarce
ly a meeting at which it Is not asked
Is regarding his attitude on the liquor
business. He always answers that
question by saying be will enforce the
laws, fairly and impartially: that the
liquor business Is legally recognised
as legitimate and that. If elected, he
will compel all saloons to keep within
the law: further than that, he always
explains, he could not go. neither could
any public official go farther, even If
he bad the desire to do so.

Mr. Albee's sympathetic nature al
ways asserts Itself when he is asked
as to his stand in regard to a restricted
district for unfortunate women. He
explains that he does not favor auch
a district, aa. he says, experience has
shown it to be of no avail aa to bring
ing about better conditions. He favors
the atrlctest enforcement of the law
against all men who live from the
earnings of such women and would
cause them to be arrested and put to
work, he declares. Aa to the women.

go and be given vocational training,
the object being to make them Inde
pendent and to enable them to become
good cltixens again. -
Ample small parks and playgrounds
for every section of the city are fa
vored by Mr. Albee. as he says he be

of money for this purpose than to
neglect the boys and girls and to con
tinue under existing conditions, which
make necessary the maintenance of

between lack of proper recreation and

Trip to Caves Is Arranged.

cial.) Great preparations are being
made in anticipation of the arrival of
the Mazamas of Portland, and Eugene.
wno are to be here lor a three-days'
tour of the Josephine County Mammoth
Caves this week. President Kroh, of
the Commercial Club, and Secretary
Quinlan are overlooking no details.

land's underworld Is running, to use
a Industrial expression, on half-time.

upon soliciting from windows, or pro
miscuous display upon .the streets, but
In the rendevous of questionable char
acter of both sexes the rowdy grill
room ntghtly may be seen gatherings
of unchaste individuals who come from
somewhere, and retire somewhere when
the hour strikes after which liquor
cannot be sold.
A raid by Sheriff Word Sat-
day night, his second Invasion of a
field usually considered purely muni
cipal, brought out 30 women from al
most as many houses, some of them In
the heart of the business district, and
several within pistol shot of the po
lice station. Directly across from the
east portal of the Chamber of Com
merce building, at Fourth and Stark
streets, the sheriffs men routed out the
once notorious Rose Hathaway, gen
erally presumed to have retired per
manently from her activities some
years ago. Two other women were
taken from a house on upper Wash
ington street, in the verge of the ex
clusive residence district.. Aside from
these, the raids Involved three gen
eral centers: The -vicinity of the po
lice station, the nest of shacks around
First and Clay streets, and the string
of resorts formerly operated by Tony
Arnaud and others on North Fourth
street.
Sheriff Word's ostensible purpose Is
an Indirect blow at male parasites,
whom he hopes to reach through the
detention of the women upon whom
they prey.
Three grill rooms In scattered- seo-
tions are recognized by the police as
the gathering places of Immoral women.
These are Denny's, at Third and Jef
ferson streets, the Green River Grill.
on Fifth street, directly opposite the
City HalL and the Pittsburg at Sixth
and Stark streets.
At the Green River, at the height of
the Jollty on Saturday night a po
llceraan walked through the place.
The last decisive move of the police
against the tenderloin was February
35. when about 50 women were ar
rested.

Civic Progress League at their
luncheon In the Portland Hotel Satur
day: First choice. Albee 43, Rushlight
1 and Kellaher 4: second choice, Albee
4, Rushlight 4 and Kellaher C.
Dan. Kellaher, candidate for Mayor,
Invites any and all candidates for
Commissioner to speak at the meet
ings which have been arranged for
him this week. Mr. Kellaher will speak
tonight on the street on both the East
and West Sides. Tomorrow night he
will apeak before the Sellwood 'Com
mercial Club; Wednesday night at Odd
fellows HalL East Seventeenth and Al
berta streets; Thursday night at Fire
men's Hall, East Thirty-fourth and
East Tamhlll: Friday night at Ford's
hail. Sunuyside; Saturday night at
West Side streets.
Two candidates for Mayor, one can
didate for Auditor and 24 candidates
for Commissioner mingled with the
crowds at the Oaks yesterday. The
whole 37 had one -stereotyped query
to a newspaperman's greeting: "Came
out here to meet a few friends."
Superintendent Bollinger, of the
Oaks, making a haphazard guess, re
marked that his cleaners this morning
would have between 50.000 and 60,000
pasteboard candidates' "cards" to
pick up.
Candidates hailed people wherever
they could find them, around the band
stand or In the concessions.
T. M. Hurlburt, L. Gerlinger. Jr.. and
T. X. Stoppenbach will addresa the
Twelve o'clock Club in the Journal
building today.
The Women's Political Science Club
will hold the second of their special
meetings for the study of local Is
