WASHINGTON. Feb. 5. The vast or. conization of the $140,000,000 Interna tional Harvester Company and its im portant relation to the farmer, through i-ontrol of a substantial proportion of agricultural machinery, is disclosed in the Ion expected report of the bureau of corporations to be submitted to president Taft within a few days. It points out that the International Harvester Company, offered in 1903. brought under one control, through J. p. Morgan & Co.. organized in 1903. brought under one control, through J. V. Morgan & Co.. as underwriters, five rcreat concerns manufacturing harvest ing machinery and twine the McCor mick. Deeiring. Piano, Champion and Milwaukee companies. Since then, it is aid. the parent corporation has been increased by the acquisition of the Osborne Company and other organiza tions through which the concern has spread its business to. various subsi diary lines, such as farm wagons, gaso line and alcohol engines, cream separa tors, tractors and manure spreaders. Large Prrrfltm Controlled. It is estimated that perhaps 90 p?r cent of harvesters. 75 per cent of mowers and 50 per cent of binder twine used in the United States are made by the International Harvester Company. Morgan & Co.. for service and legal expenses In organizing the giant corpora tloi' The Commissioner of Corporations discusses the operation of the company in detail, pointing to the fact that, un like other industries, the wholesale deaier is absent, the manufacturers selline directly to the retailer. Particu lar attention is paid to the practice of the companv in entering into con tracts with retail dealers, establishing them as agencies for the sale of the company's products. The $1,000,000 International Harvester Company of America is described as simply the selling agency for the entire output of. all the factories of the In ternational Harvester Company or its subsidiaries. President Taft now is being urged by counsel for the Harvester Company to withhold the details of the bureau's report from publication until the pend ing anti-trust suit against the corpora tion instituted by Attorney-General Wlckersham has been completed. The President will make his decision when th report reaches him. Many of .the final data for tho bui can's report were obtained from the testimony gathered by the Government In the anti-trust suit which is being prosecuted under the Immediate direc tion of Edwin P. Grosvenor, special assistant to the Attorney-General. The liepartment of Justice opened its records in this respect to the Com missioner of Corporations. BANKING LAWS VIOLATED New Orleans Man Says Real Estate Loans Are Made Openly. WASHINGTON. Feb. 5. Charges that National banks throughout the South openly violate the National banking law by lending money on real estate mortgages were made by Sol Wexler, a New Orleans banker, today before the House currency reform committee. He told the committee the National bank ing law should be amended to legalize loans on real estate securities and said he knew of banks In Louisiana, Missis sippi and Alabama lending their funds jn real estate to accommodate farmers. He recommended that such loans be legalized and limited to eight months paper, to allow the farmer to "make 'lis crop." 'The farmer is the only man who Is not allowed to take his stock in trade tnto a National bank and secure credit upon it." said Mr. Wexler. PLEA MADE F0R CHINESE American - Asiatic Association Asts Taft to Recogniie Republic. WASHINGTON. Feb. 6. Formal recog nition by the United States Govern ment of the Chinese Kepublic at an early date is recommended to President Taft In a petition received today from the American-Asiatic Association of New York. The memorial is signed by Seth Low, as president, ana members of the executive committee of the association. The. petitioners express the belief tat the good understanding now exist ing between the United States and China, which has been so helpful in the promotion of trade, would be Increased by formal diplomatic recognition of the Republic of China. Consterna tion was caused here today during an experimental mobilization of the 16th Army Corps, when the commanding General stationed sentinels at the banks. Affrighted customers hurried to draw out their money and long lines of them gathered before the doors un til the situation was explained. For some time depositors hesitated to be lieve the statements of the sentinels jnd the "runs" continued for several Hours. AUNT DELIA WILL VISIT President's Relative Prepares for I.ast Trip to Wliite House. MILLS URT. Mass., Feb. 5. Miss Delia C. Torrey. President Taft's aunt, will arrive at the White House tomor row for her last visit with her nephew before he retires from the Presidency. Tiiere was a touch of sadness in today's preparation for the trip, but Miss Tor rev was philosophical. The Dally Telegraph publishes a long, uncensored dispatch from Its corres pondent, Ellis Ashmead Bartlett, at Constantinople, In which he says the Turkish people are In sucii a state of misery and destitution as a result of the war that they are completely In different as to the fate of Adrianople. Tnrklaa Cabinet In Quandary. The Cabinet is in a quandary," says the correspondent. "It knows that it will be compelled to cede Adrianople and is only seeking some means to save its face. It is said the coup d'etat was Intended to occur after Klamil Pasha surrendered Adrianople, but was pre cipitated by some mistake. Hence the difficulty the ministry now is In. "There is not a cent In the treasury and there are no means of getting money until peace Is concluded. Mean while the country is drifting; to' ruin and bankruptcy. "A great anti-war demonstration oc curred Saturday In front of the war office at which the Young Turks were publicly denounced as murderers and thieves. Mahmoud Scbefket Pasha ap peared on the balcony and tried to make a speech, but was greeted with opprobrious epithets. Turkish Campa iDdescrltmble. "The misery in the Turkish camps is indescribable. It. has been bitterly cold with a heavy enow; the soldiers are Photos C ill fed and badly sheltered. Smallpox, enteric fever, dysentery and pneu monia have replaced Asiatic cholera. "It is understood that the forces at Tchatalja havo been reduced to 120,000, which is considered ample to defend the lines. Largo reinforcements have been sent to Gallipoli, where there now are 70,000 men. There is talk of land ing a force In the neighborhood of Rodosto, to outflank the Bulgarians, but such a scheme ia impracticable. In the present state of the Turkfish or ganization, the army would starve the moment It attempted to leave the coast "From a military and economic standpoint Turkey's position is hope less. Nothing can prevent even, worse misfortunes except immediate accept ance of the inevitable. BIXGAKS BETTER PREPARED Commanding General Says Turks Must Retire Beyond Seas. SOFIA, Feb. 5. General Savoz, com mander of the Bulgarian forces, has addressed an order to the army, de claring that the Turks' object through out the negotiations was merely to gain time, but that the Bulgarians utilized that time to far greater ad vantage. "We now are In a better state of preparedness than before the declara tion of war." says the general. "In order to break the enemy's resistance finally we shall have to overthrow him once more and . scatter his hastily mustered and untrained hordes. We must hurl him to the ground and there on the battlefield dictate terms of peace. The Turks must be driven beyond the seas." SCCTARI PLEADS TOO LATE Commandant Slakes .Recfuest, to Be Told Armistice Is Ended. PODGOBITZA. Montenegro, Feb. i. The commandant of Scutari, who pre viously had refused to recognize the armistice, recently sent an emissary to the Montenegrin headquarters with the request that a neutral zone be estab lished in accordance with the armlatice. A reply was returned, announcing that the armistice was ended. This apparently explains the rumor recently current that Scutari was ne gotiating for its capitulation. There is an unconfirmed rumor that Hassan Riza, commandant of Scutari, Is dead. 10,000 WOU7TDED, SAY JAXTXAXS Refugees to Greek Lines Say Aus trian Consul Prevents Surrender. LONDON, Feb. 5. An Athens dispatch to the Telegraph says that three promi nent citizens of Janina, who escaped to the Greek lines', assert that there are 10,000 wounded in the town, which would have surrendered but for the in fluence of the Austrian Consul. A Constantinople dispatch - to the Telegraph says the Bulgarians have re tired from the Tchatalja and have made their headquarters at Tcherkes ekeul. Captain and" Family Drown. NEW LONDON, Conn., Feb. 5. Word reached here today that in a gale on Long Island Sound last night the barge Annie R. sank off Bartlett's Reef, carrying with her the captain, his wife and their two children. opyright by Bain News Service. EX-CHEF IS INSANE Police Official Escapes From Sanitarium Guards. SHOOTING COSTS REASON George M. Snippy, of Chicago, Com mitted After Breakdown Caused by Encounter, Followed by Department Scandal. CHICAGO, Feb. 5. Plans to conduct an Inquiry into the sanity of George M. Shippy, ex-Chief of Police, failed today because he fled from a local hos pital shortly before a County Judge, two alienists and other officials as sembled to start the investigation.' Shippy's whereabouts were not known for three hours. While every policeman in Chicago was searching for the ex-. Chief, he appeared at his home. It was said a session of the sanity court probably would be held tomor row. Shippy expressed tonight a de sire to go to California for his health. Protection Declared Necessary. Papers which were filed in the County Court allege that Shippy is suffering from dementia paralytica progressiva. A certificate from a physician, at whose hospital the ex-Chief had been staying, said that he was in need of the pro tection of an insane asylum. Much mystery attached Itself to the ease. Mrs. Shippy denied that her hus. band was affected, or that any proceed ings had been started. Soon after the papers were filed in the County Court they were quietly slipped to an as sistant, who carried them away from the office. Shippy, It is said, has been falling ever since he left the polloe department, three years ago. Shooting- Unnerves Official, The shooting of Lazarus Averbuch In the Shippy home by James Foley on March 2, 1908. unnerved the Chief. Averbuch called ostensibly to deliver a note. Shippy. suspecting his ' caller, grappled with him, and in the fight which followed Harry Shippy. the Chief's son, the Chief and Foley, the Chief's driver, were wounded. Aver buch died from his wounds. A short time later scandal broke out in the police department, collusion be tween gamblers and other criminals and the police being charged. Woman Divorces Firth Husband. TACOMA, Feb. 6. In the Superior Court here today Mrs. Mary A. Macktn admitted that Charles J. Macktn, from whom she was granted a divorce, was her fifth husband, two having died and three she divorced. Two of four children, she said, had also been di vorced. Fortifications to Get 95,318,250.
