land Association Favor
$2,000,000 Bond Issue.
SENTIMENT TO BE TURNED
Mr. 5Iische Explains Desire to Ex
pend $1,577,000 In Purchase
or Grounds and Balance for
Their Improvement.
Harmony was the keynote of a con
ference held yesterday between Mayor
Rushlight and the other members of
the Park Board and officers and mem
bers of the Greater Portland Plans As
sociation, and as a result a publicity
campaign will soon be Inaugurated,
with the two bodies working In co
operation to create sentiment for the
adoption 'of a bond issue of $2,000,000
to put the Bennett plans In operation.
Billboards, stereopticon pictures to
be shown in moving-picture theaters,
lectures by experts, the columns of the
daily press and other forms of pub
licity will be used in the effort to get
the people of Portland to vote the
money necessary to lift the city from
Its present place declared to be low
down in the list of the cities of the
country In regard to parks to a posi
tion near the top, with such cities as
Minneapolis and Chicapro. If possi
ble, the bond issue will be submitted
at the regular city election June 2.
Among the speakers was G. F. John
son, president of the Greater Portland
Plans Association. He expressed a
hope that the Park Board and the as
sociation would be able to harmonize
their Ideas and efforts, so that the work
of giving Portland a comprehensive
park system may be carried forward
systematically toward a definite end.
He said that it Is a work In which
every good citizen should be interested
and one to which the 8000 members of
the association have pledged their best
efforts.
Ignorance Held Accountable.
A Rose City Park member of the as
sociation said that he had been greatly
surprised at the rejection by the people
of the J2.000.000 bond issue for the pur
pose of putting the Bennett plans Into
effect and that he was satisfied It was
simply a lack of knowledge of the
great work that had contributed to the
result.
Secretary Dana, of the association,
offered brief plans for the campaign
that all the speakers declared is nec
essary to shape public sentiment to
ward making possible the prosecution
of the Bennett plans, as adopted at a
recent city election. He pledged the
co-operation of the association in the
work.
The Park Board submlttted Its plans
of park Improvement and the members
of the association expressed pleasure
in finding that these were almost in
exact accord with the Bennett plans. A
statement was read showing that the
Board had outlined definite plans for
the expenditure of the 12.000,000 bond
issue, should it be passed by the peo
ple, and again the Board and the asso
ciation were found to be in accord.
Park Superintendent Mische went
over the plans prepared by the Park
Board, explaining the parks projected,
their areas and probable cost. Of the
$2,000,000 asked the Board proposes to
spend $1,577,000 in the purchase of
grounds and the balance In Improve
ments. It was announced that the
Board Is desirous of acquiring as many
playgrounds as possible.
Fancy Prices Wanted.
Mayor Rushlight told of the holdup
tactics of property owners who learn
that their holdings are desired for
park purposes. He said that even
with a Jury of appraisers the tracts
desired had been held at figures far
above their real value.
It was the regular monthly meeting
of the Park Board and a committee of
citizens from Portland Heights, head
ed by Dorr K. Keasey. appeared and
petitioned that Improvements be made
on their park. They want a rest sta
tion and some rose trees along the
paths. The Board promised to do
something toward the desired improve,
ment.
The Board Issued orders to advertise
for bids for band concerts this Sum
mer and decided to take steps for the
lighting of some parks and the placing
of bandstands In others.
MANY TO HEAR DR. BOYD
Seventy-five Have Registered Al
ready for Lectures at T. M. O. A.
Seventy-five registrations have been
received for the lecture course at the
Young Men's Christian Association by
Dr. John H. Boyd, pastor of the First
Presbyterian Church. As the first lec
ture Is to be delivered this noon, men
who desire to attend should communi
cate this morning with R. R. Perkins,
religious work director of the associa
tion. "While 75 registrations are a good
many for a noon lecture course, the
enrollment will greatly exceed this
number," said Mr. Perkins. "Last year
220 men enrolled for Dr. Boyd's course
and there was an average attendance
of 153. We hope to reach this total
this year and will doubtless do so, as
the popularity of Dr. Boyd's addresses
last year advertises the present series.
"We fear, however, that many of the
men who wish to attend do not appre
ciate the desirability, from our stand
point, of having them call ur In ad
vance." There Is no fee for na course and
only a nominal luncheon charge. Dr.
Boyd's subect today will be "The
Changing Conception of the Nature and
Function of the Bible."
DOCTOR ELUDES OFFICER
Joseph J. Jensen Flees When Dep
uty Comes to Arrest Him.
After he had Joseph J. Jensen, a phy
sician, under arrest, charged with Im
moral conduct, yesterday noon. Dep
uty Probation Officer Fisher, of the
Juvenile Court, lost his prisoner
through the latter's presence of mind.
"J. Jensen." said the doctor, looking
at the warrant of arrest, "that's my
brother you want, I guess," at which
Fisher released his grasp on the arm
of his man. While Fisher was wait
ing around for the appearance of the
mythical brother the man really want
ed was making his "getaway" from his
offices in the Lafayette building. Sixth
and Washington streets.
The doctor sllppped out the rear
window of his office and, by means of
a board, got to the roof of an adjoin
ing structure. He then Bed down a
stairway and through a restaurant into
Sixth street. Five men from the Ju
venile Court and Sheriff's office are on
his trail.
