Cunipbell, general superin tendent of the Southern Pacific Com pany, a letter, releasing; all riarhts held by tlie company in Fourth street prior to the passage of new Cmm-hlses last week. This had been promised and reached the City Hall during the day. "I will sIkd the franchises as soon as I read them over carefully, provided I find nothing wrong with them, and I do not anticipate that I will," said the Mayor. The franchises will permit the company to double-track and electrify its line on Fourth and on Jefferson streets. rruR Clerks Will Meet.
