SAILORS ARE AHGRY Eight on Isbek Complain of Treatment Accorded. ARRESTED MEN RELEASED Members of German Bark's Crew Taken to Patrol Station Fol lowing Riot Call AVliich Proves Xot Needed. In response to & riot call yesterday from the German bak Isebek, lying at Irving dock. Harbormaster Speier dis patched Patrolman Grisim to the scene In the harbor launch. Eight young sailors wera taken to the patrol sta tion, but after learning that they had simply refused to "turn to" because of alleged grievances, and receiving an admission from Captain Haas that they had not been guilty of disorderly con duct. Harbormaster Speier ordered them to return to the vessel. The sailors ranged in age from 18 to 22 years and two of them cried as they related their story to the bead of the harbor force in German. They ex hibited a letter from the German Con sul at Seattle in which an advance of 100 was asked for him to make the Journey to this city and inquire into their complaints and they alleged to Captain Speier that the master of the vessel declined to advance the fund from wages due them. "Captain Haas accompanied the men in the launch to the hoathouse and wanted them locked up, but I failed to see that they had broken a law, either Federal or municipal." said Captain Speier. 'They said the third mate had left the ship at Santa Rosalia, for which they were not sorry, because of alleged abuse. Some of the sailors said they would not sail on the vessel, yet one or two told me they were about to take examination for mate's papers, and for that reason were desirous of returning to Germanr without trouble." The Isebek finished loading wheat . for the United Kingdom yesterday and was shifted to the stream. She may go down today. A few sailors will be signed, as six are said to have deserted, while three were paid off, as they made the vovage from Mexico. The first mate quit the ship here also. The ves eel arrived fcoveraber 16 and, as she had been driven ashore at Santa Ro salia, it was necessary for her to go on drydock and have a few plates patched, so she could reach Europe, where th plates will be replaced. GEXERAIi INSPECTOR HERE Lighthouse Man Finds Seventeenth IHstrict TTp to Standard. "Theve is no complaint of aids to navigation In this district that I have learned of, and In my travels through the Puget Sound territory. I found light stations and aids in good condition, said Captain E. M. Trot, general In spector of the Bureau of Lighthouses on bis arrival yesterday. Captain Trot Is making his annual journey around the United States, which usually In clude Alaska, Porto Rico and the Hawaiian Islands, but this year he will eliminate the latter group, as he is pressed for time, and will continue East from Southern California. "It requires about 14 months to take In the entire route." said Captain Trot I estimate that between 49,000 and 50 000 miles are traveled in covering the Coast line of the Union, the West ern rivers. Great Lakes end the out side possessions. I will make a run to Astoria and Intend on this Coast to visit a few of the llghtstations and light vessels. The aids at the mouth of the Columbia will be bettered as soon as weather conditions will allow the new gas buoys to be established, and there is a new type that has been selected for Clatsop Spit, where a gas buoy, tried recently, failed." Henry I. Beck, inspector of the lith Lighthouse District, went to Astoria yesterday, not knowing that Captain Trot was in the city, so they may cover territory In the lower harbor together. JIaJor. Mclndoe. Corps of Engineers. th 45: A left yesterday for Kort Canby to ascertain headway be ing gained in building the plant. Up to the middle of November about 65 men were employed on the north side in constructing shops, tracks for the rail line on which the rock is to be carried seaward, erecting quarters for the men. completing the dock where rock will be lifted from barges to the cars and other details. Following the closing down of operations at Fort Stevens, where the south Jetty is "ear ing an end, some of the men laid off were given employment on the north side: and they will be retained during the Winter to rush preparations. Be fore the 1913 season terminates it can reasonably be expected that many thousands of tons of rock will be In place and the Jetty fairly started from the beach at McKenzie Head. BRIDGE SYSTEM APPROVED Green Lights Vsed on Draw at Risk of Company. As the result of a special inspection made of the new Harriman bridge, a report of which was forwarded to Washington, the bureau of lighthouses has approved the system for lighting, so as to guide vessels, with the un derstanding that the O.-W. R. & N. will be responsible, as the green lights. Indicating under the law that the draw is fully open, are shown when the bridge is but partly raised. It is the practice of the bridge op erators to switch on the green lights when the draw is lifted .ufficlently so the vessel that signals may pass be neath though she may be small and the light would indicate to the master of a more lofty vessel that he might Tiavleate through. In the report, men tion Is made of the fact that gauget have been established on each side of the towers to show the clearance from low water, a measure that informs an approaching steamer whether the draw is high enough. Henry L. Beck, in jector of the Seventeenth Lighthouse District, has been officially informed by the bureau of the step and he in turn mailed a communication to the O. W. R. & N. yesterday. As repairs on the steamer Bailey Gat xert have been terminated and she is in condition to resume service If need ed, she was shifted from Alder-street dock yesterday to the East Side, near the Broadway bridge, to remain during the Winter. One more member of the crew of the Japanese steamer Manshu Mam failed to appear .when noses were counted aboard yesterday morning. Two are now missing, the first having disap peared Tuesday and was first thought to have been drowned. . Puget Sound Interests are negotiat ing for the purchase of the steamer Golden Gate, which has been out of commission for 13 months, and repre sentatives of those interested are ex pected here Monday to Inspect the ves sel. She is lying at the yard of the Portland Shipbuilding Company. It has been decided that the new steamer Multnomah, of the McCormick fleet, which was launched at St. Helens recently and towed to San Francisco for the Installation of her machinery, will sail north on her maiden voyage Janury 4, carrying passengers and car go. She will remain permanently on the run. i Balfour, Guthrie & Company " have chartered the Japanese steamer Shlnsei Maru to load wheat for Japan. She is due between Janury 12 and 15 and will carry 5500 short tons. Another Jap steamer due about the . same time is the Kinkasan Maru, which will be loaded with wheat and flour for the Orient, while February 15 the British steamer Twickenham is looked for to handle the same business. Movements of the grain fleet yes terday comprised the shifting of the Boadlcea from Montgomery dock No. 2 to Oceanic, the Marechal de Villars from Oceanic to Montgomery No. 2, the Goldbek from Montgomery .to Irv ing and the Adelaide from Linnton to Montgomery dock No. I. The Barmbek arrived at Linnton, coming from Santa Rosalia, and the Killoran and lverna left up for Linnton. The Lisbeth also moved from Linnton to Oceanic Captain Rankin, master of the steam er Rose City, which sailed yesterday afternoon for California ports, has added unique decorations to his cabin in the way of four pennants of the names the vessel has born since she was launched at Chester, Pa., in 1889. She was christened the Tumurl and on being, purchased by the Government was given the name of Badger and found her way into the United States Quartermaster Department during the Spanish-American War as the Lawton, her purchase later by the San Francisco- & Portland Steamship Company resulting in her name being changed to the Rose City.
