Whereas, there was submitted to tne
electors of the Port of Portland, Multno
mah County, State of Oregon, at the gen
eral election held on Tuesday, November
C 1912 as required by law in response
to an initiative petition entitled upon the
ballot as follows:

Shall sections 1K177. B078, 6079 and
60S1. Lord's Oregon Laws, be amended so
as to authorize the Port of Portland to
Improve Willamette and Columbia Rivers
and Oregon Slough: to control the wa
"ters so Improved; to contract with the
United States for river and harbor im
provement, and to sell to vessels neces
sary coal and supplies in the interest of
the Port?"
Whereas, ' by the amendments so pro
posed the corporate powers of the Port
of Portland are enlarged so as to- authorize
and empower the said corporation, the
Port of Portland, to improve Oregon
Slough and to control the waters of Ore
gon Slough to the same extent and in
the same manner as it has heretofore
been authorized to improve and control
the Willamette and Columbia Rivers be
tween Portland and the Sea, and to au
thorize it to furnish steamers and other
vessels with coal and other supplies at
such reasonable cost as may be for the
best Interests of this port, all within the
discretion of the said the Port of Port
land, and, - .
Whereas, on the 29th day of November,
1012, the Secretary of the Port of Port
land in my presence as president of the
Port of Portland did canvass the votes
given for and against the said law, and.
Whereas, it was ascertained and de
termined upon such canvass that there
were 2B,1H votes cast for said proposed
amendments, and 4484 votes cast against
the same, the said amendments received
an affirmative majority of the total num
ber of effective votes cast thereon and
entitled to be- counted under the provi
sions of law ;
Now, therefore, I, S. M. Hears, as presi
dent of the Port of Portland, State of
Oregon, In obedience to and by virtue of
the power and authority vested In me by
law, do hereby make and issue this proc
lamation to the people of the Port of
Portland, Multnomah County, State of
Oregon, and do announce and declare that
the whole number of votes caBt In the
Port of Portland at said election for and
against the proposed amendments was
as hereinbefore stated, and that said pro
posed amendments received an affirma
