Movement of Grain Ships to
Coast Is Heavy.
TRAMPS ALSO CHARTERED
Many Vessels Are Now Bound Here
in Ballast From Argentine and
Brazil, Which Is Strange at
This Thne of Year.
Never before In the history of ship
. ping- grain to Europe from Pacific
Coast porta have there been so many
vessels chartered to arrive In ballast
from long distances as are now bound
' to this port.. The high charters are to
be charged with this fact, but this hard
ly explains why so many are coming
from Brazil. Argentine, and other South
American ' countries, when tha wheat
shipping season in Argentina com
mences within a few months, and it is
hardly possible for sailing vessels to
take this year's crop from Portland to
Kurope and return to the Argentines
for a cargo within the year.
The movement may indicate that
there Is an expectation of the charter
rates falling in the near future, but no
shipping interest will suggest such a
thing, especially with the present pros
pect of a European war.
Ballast vessls also are coming from
South Africa, Australia, China and Jap
an, so any failure of the wheat crop in
the Argentines could not explain the
general movement
While the movement to Pacific Coast
ports refers particularly to sailing ves
sels, the same is true of tramp steam
ers in a smaller way.

rcruvlan Bark With dumber for
Callao Has Sails Torn Away.
ASTORIA. Or., Oct. 20. (Special.)
The Peruvian bark Cavour, which
sailed from the Columbia River Friday
night with a cargo of lumber from
Knappton tor Callao. got the full brunt
of the terrific gale on Friday night and
at one time it was feared she would be
driven ashore.
The bark crossed out about 6 P. M.
with Pilot Wood on board and In tow of
the tug Wallula. She had scarcely
passed over the shoal when the storm
broke, and, after being towed but a
few miles off shore, the pilot was com
pelled to slip the hawser. The seas
were running so high that they broke
over the craft repeatedly and nearly
every sail which the vessel carried was
torn from the gaskets.
During the night the craft was car
ried to the north and close In toward
the beach, but by hard work Pilot
Wood managed to keep her outside the
breakers. .
One of the ports became loosened,
the cabin was flooded and a portion of
the stores was destroyed. The tug
stood by all night, but was unable to
get a line on board until the following
morning, when new sails were set and
the bark towed about 30 miles oft shore.
Protected Passage Found.
The United States survey steamer
McArthur. which has returned to Puget
Sound from a Summer s work in Alaska,
discovered and charted a new pas
sage between Seward and the west
ward which may be used when even a
storm rages on the old course. Navi
gators of small craft, by following the
new route, may now go under shelter
of the land nearly all the way from
Seward to the Aleutian Islands. The
McArthur erected beacons on the hill
tops of Resurrection bay and the Chla
well Islands. One of these may be seen

Marine Notes.
The British steamship Ockley arrived
yesterday from San Francisco in the
.Waterhouse line, and will load lumber
and flour for the Orient.
The steam schooner Klamath arrived
from San Francisco yesterday and is
discharging cement at the dock of the
Columbia Contract Company.
The steamer Breakwater arrived last
evening from Coos Bay with freight
and passengers after a rough but other
wise uneventful trip.
Captain Evans, who was master of
the British bark Poltalloch during her
last passage to this port, is now mate
of the British ship Altair, loading wheat
here for Europe.
The British steamship Manchuria ar
rived yesterday from Itosakl. Siberian
Russia, and is under charter to the
Portland Flouring Mills Company to
load grain for Europe.
The British steamship Strathlorne,
which Is ta..briPS caE? T V?el
from Java to Vancouver. B. C. is listed
to load wheat at this port for Europe,
but to whom she comes is not an
nounced. The steamer Watson, of the Alaska
Pacltio Steamship Company, was the
vessel that picked up the disabled
steamer Camino, and is towing her to
San Francisco. She was picked up off
Heceta Head.
The steam schooner Yellowstone,
which is the first vessel in the new
Scammall & Co. line, that is to run
regularly between Portland and San
Francisco in the general freighting
business, arrived from the south yes
terday. k

Time for filing for city offices closed ,
Saturday with four candidates for Mayor
in the field. These are Louis Lachmund,
incumbent; . Dr. B.' L. Steeves, profes
sional man and heavy property holder;
W. T. Rlgdon.. undertaker, and J. D.
Waring, at present a Councilman.
Mayor Lachmund has announced that
his record will be his platform. During
his administration, he says, the wealth
of the city has Increased-by $2,500,000;
that the paving trust has been broken
up and cheaper pavements has been
secured; that the Welch franchise has
been annulled and promoters' schemes
done away with; that air brakes, open
doors and conductors have been se
cured on street cars; that electric
light poles have been put off the streets
and the licenses of light and telephone
companies have been , increased. He
also states that full weights and
measures for supplies sold to the peo
ple have been secured. He is In favor
of a board of public works and the
passage of the initiative sewer bond
amendment, which will go before the
people.
Dr. 6teeves says he will enforce the
law and that he is in favor of a olean
city. Mr. Rigdon is out of the city.
There are four candidates for Chief
of Police. These are Sam Burkhart,
Charles W. Brant, Frank Schcdeck and
p. w. Gibson. Burkhart is a member

dates. For City Treasurer Robert
Crossan, incumbent, is opposed by E. J.
Anderson.
For the first time this year the city
primaries will be non-partisan, follow
ing out an amendment to the city char
ter voted at the last city election.

Extension Work of Reed College Will
Open- at Y. M. C. A. Bond
ing November 6.
So many women have applied for ad
mission to the course in "Education in
Religion and Morals," which Professor
E. O. Sisson is to conduct at the Young
Men's Christian Association, that the
enrollment has been opened to women
as well as men. In order to give time
for them to register, November 8 has
been set as the date of the first lec
ture.
This will be an extension course of
ReedColle(re. eiven under the auspices
of the religious work department of
the Y. M. C. A. Professor Sisson is to
deliver 18 lectures, each followed by a
half-hour conference. Professor Sisson
is head of the department of education
of Reed Collece and recently occupied
a similar position at the University of
Washington.
Great interest is being- taken in this
course. The registration is heavy, and
among those enrolling are a number
who have been sent as special repre
sentatives of men's clubs and Sunday
schools. Some churches, will send
whole corps of teachers. A number of
teachers in the public schools win at
tend also.

Councilmen Will Confer With Vice
Commission Abont Work.
The committee appointed from the
City Council to investigate the work
of the Vice Commission will meet with
the commission today at 2 o'clock at

and bonding ordinances, will be
brought up lor consideration.
The results of this conference are
expected to have considerable effect
upon the future activity of the com
mission. Already the funds given the
commission for use in its- researches
have been largely expended, and if
the full programme of investigation
planned is to be carried out, it is prob
able that an appeal will have to be
made to the city for additional funds.
On the report of the committee from
the Council will depend to a large ex
tent the attitude that body will take
in the event of such an appeal.
The members of the committee,
which will meet with the commission
today, are Councilmen Baker, Burgard
and Daly. x
