Grant Passes O pi hi oh. City At
torney Grant yesterday filed a report
to the City Council on the proposed
franchises for the Hill lines on the
East Side, and for the Southern Pa
eiflc Company on Fourth street and on
Jefferson street, to be used in electrify
ing its valley line. The Council, he
says, has no power to enforce common
users on private rights of way, but can
grant them on lines not running over
private property, some or the coun
cilmen wished to know about the pri
vate tracks, as the proposed Hill tracks
cross private property a good deal.
Under this opinion, no use could be
made of the Hill tracks byother roads.

Chapman, of the Portland Commercial
Club, will manage the second excursion
to Tillamook Bay, June 25. 26 and 27.
Garibaldi Beach, Bay Ocean. NeaJtahnie
Mountains, Nehalezn, Salmonberry, Wil
son and Trask rivers and Tillamook
will be included in the Itinerary. Res
ervations are coming in rapidly at the
Commercial Club. The trip is made to
satisfy many who were unable to obtain
reservations on the first excursion msde

Rev. C. O. McCulloch, pastor, has com
plated arrangements for the dedica
tion of the Clinton Memorial Methodist
Episcopal Church next Sunday. The
services will take up the main portion
of the day. G. F. Johnson will have
charge of the afternoon laymen's meet
lng. The church waa organised about
five years ago and has a membership
or 100. Work was started on the new
building three years ago. John B.
Kelly gave the lot on which it stands.
It has cost 310,000 and was named for
Clinton Kelly, a pioneer. The church
auditorium will seat 500 people. Pro
visions were made for a gymnasium in
the basement.

guilty to a charge of non-support be
fore County Judge Cleeton yesterday
and was sentenced to a year on the
rockpile. Campbell pawned practical
ly everything the family owned, in
cluding Mrs. Campbells Jewelry and
some of her clothing, to get money
with which to buy whisky. He left his
wife and four children destitute. The
county has been contributing to their
support for the past few month and
neighbors have been supplying cloth
ing. Mrs. Campbell was so 111 that she
coum not appear in court yesterday.

Samaritan. Gang, the Chinese cook, and
Juey Sing, an assistant, have severed
their connection with the -institution
that tbey may go back to China, and
enjoy the privileges of a republic on
their native soil. The former has been
at the hospital about IS years and the
Municipal Courtroom, when the clerk
called the case of Avery J. Grey, who
a few days ago escaped three shots
from a revolver In the hands of his
mother-in-law, in the presence of the
court and 60 others. Attorney Long,
who appeared for the young man, de
manded that before his client was
brought from the box. Mrs. Anna John
son, the mother-in-law, be searched
for weapons.
The attorney represented that Mrs.
Johnson had been in the custody of Mrs.
Lola G. Baldwin and had been per
mitted to come and go at will. He
also said she sat In
