Mr. Upencer recalled the fact that
until recent years officials of all great
railways aimed only to serve their
stockholders. A change has come
about. The railroads now aim to serve
the people as well aa the stockholders.
Such men aa Mr. Gray, he said, nave
been Instrumental In establishing this
situation. He predicted that t'ortland
and Oregon will gain from Mr. Gray's
promotion for the reason that he will
be in a position to exercise his talents
in a greater field and that Inasmuch
aa the line he will represent has a con
nection with Portland, he will main
tain a direct Interest in the city and
state.

To relieve the mater shortage which
is reported In many parts of the Wood
mer. district In Southeast Portland, th.
Water Board yesterday authorised the
laying at once of four miles of eight
and i:-lnch mains. inese. it is oe
llved. will eliminate the trouble by fur
nishing new service to a large number
of the residents and relieving the heavy
drain from the few main lines which
at present supply the entire district.
The district from which most of the
complaints are received and which is
to he relieved under the new system
is bounded by East Sixty-second and
fcaJt Sixty-sixth streets and Fiftieth
and Forty-fifth avenues. Lines will be
extended on Kast Fifty-eighth. East
Sixty-second, Kast Sixty-sixth. Fast
Seventieth. Kast Sixty-seventh. East
Forty-fifth and other streets of the dis
trict. The Board also authorised the laying
of main on Fast Ninth street from
Cora avenue to Rhone street: on Syra
cuse street from Portsmouth to Mc
Kenna: on Esst Kverett from East Fifty-third
to least Fifty-seventh, on East
Fifty-seventh from Everett to Gllsan:
on East Hovt from East Fifty-second
to East rifty-elghth: East Fifty-third
from Gllsan to Wasco; on Liberty street
from East Sixth to East Eighth: on
East Sixth from Liberty to Dekum; on
Cleveland avenue from Dekum to
Bryant, on East Sixty-fifth street
southeast from Sixty-third to Sixty
fifth, and a few other smaller exten
sions. A high - pressure main was
granted for the use of property In the
vicinity of Lownsdale and Yamhill
streets
The Board authorised the expenditure
of t250 for the employment of a gttard
to patrol the line through the Bull Run
forest reserve ifor three months. This
was done at the suggestion of Super
intendent Dodge, who declared that the
reserve Is In dsnger of belnr, greatly
Injured by forest fires. In the reserve
Is the watershed of Bull Run Lake.
which Is the sou roe of Portland' wa
ter supply.
Free use of water In the children a
playgrounds In Lent and free water
for the Irrigation of the school garden
at the Irvlngton achool also waa grant
ed. A protest by C. J. Franklin, of the
Portland Railway. Light & Power Com-
pany against a bill of $8 35 for use of
water at his East Slrle house during
last month was overruled by the Board.
Mr. Franklin says his water Is on a
meter and never before has cost more
than 76 cents a month. He, was much
surprised last month when the bill
climbed to $8.35, especially when the
house was not occupied during that
time. A report by the meter reader of
the Eirs.t Side showed that the meter
was correct. He reported that the In
crease of the bill was due to the fact
that a faucet In the house was left
running during part of the month.
IMPERIAL 13 YEARS OLD

Yesterday. In the Autumn of an ac
tive life. Phil Metschan. Sr.. received a
surprise when he began to receive
congratulatory telegrams from v.ry
state in the Northwest. It required
half a dozen tolegrams and as many
personal calls to make the old hotel
man recognlie that he. was cnjoylns
the thirteenth anniversary of the birth
of the Imperial Hotel. AVhen It dawned
on him that it had been 13 years sic
hr retired, from the office of State
Treasurer, and, with C. W. Knowles.
secured control of the old Imperial on
Washington street, he Immediately de
clared In favor of an "open house' for
the. balances of the day. Mr. .Metschan
not only wsnted to celebrate the annl
versary, but is much in favor of a
recognition of the virtues of number
-IS."
Of the employes who helped open
th. Imperial, the only one remaining is
Harry Hamilton, clerk at the desk, who
is said to know more Oregonlans by
their first names than any politician

The railroad company sought to re

title to the property. The plaintiff
contended that when the Holladay hold
ing were transferred the property In

There Is no record of such a transfer,
and Judge Bean decided the title of
record, that of tha defendant, should
tand.
Two Bodies Cntrlentlfled.
The body of the man found floating
in the Willamette River below the
North Pacific Mills last Punday has
not yet bnen Identified, and It lies at
the undertaking parlors of Punning A
McEntee beside the unidentified body
of another man who ended hia life with
poison In a rooming-house In the
North Knd last Frtdsy. Unless thev
re Identified this forenoon, they will
