OREGONIAN NEWS BCRKAf. Wash
ington. May 3. uifTord Plnchot has is
sued a statement urging the adoption
or vnrious amendments to the Borah
Jones three-year homestead bill similar
to those advocated by Secretary Fisher.
Some of his suggestions will not be se
riously resisted by Western Senators:
others will be opposed. The confer
ence committee has made no progress
wnn tne mil since It passed the House.
Plnchot suggests that no patent should
be Issued to the settler unless a rea
sonable and increasing proportion of
tne araDle land on each homestead has
been ult7ated during each three
years, other suggestions are:
Title to metaliferoua minerals. r.ho
phates. coal, oil and gaa lying under
the surface should not pass to an ag
ricultural settler. They form no nart
of the agricultural value of the land
and title to them should be retained
by the I nlted States.
Lands valuable for the develonment
of mater power or for reservoirs for
Irrigation or for terminals should not
be patented except with reservations
permitting the Secretary of the Inte
rior to cancel such part of each home
stead as may be found more valuable
for these purposes.
finally, actual continuous residence
for eight months of each year should
be. required, while commutation should
be prohibited. Since the time of resi
dence is to be shortened to three years.
tnree years residence should be re
quired in all cases, says Plnchot.
MEMBERS RETAIN MILEAGE
few Vote Aye" When Economy
Measure Comes l"p In IIoue.
WASHINGTON. Mav 3. The Hon.
of Representatives declined today by
an overwhelming majority to cut down
the mileage allowance to members. In
a dehste on the economy programme
upon wnicn the House han entered.
Representative Page, of North Caro
lina. Introduced an amendment to the
pending legislative hill to reduce the
mileage from Z0 cents a mile to i cents.
Ex-Speaker Cannon led the flaht
against the reduction, declaring the ex
isting rate was barely sufficient to pay
the traveling expenses of a Representa
tive and hla family. On a viva voce
vote there were few "ayes," but a re
sounding chorus of "noes."
SUMMER SESSION LOOMING

publican leader of th Senate, expressed
th belief thut it would be impossible to

similar views. ,
Conference Committee Comes to Un
derstanding and Early Legisla
tion Is Expected Report
Takes Precedence.
OREGONIAN NEWS BUR E.M.', Wash
ington. May 3. The eonferenco com
mitted tonight reached an agreement
on th Borah-Jones three-year home
stead bill and probably will make a re
port to the Senate and House on Mon
day. The bill, as finally agreed upon. Is
practically the bill as It passed the
House, with an added amendment re
quiring tho cultivation of one-sixteenth
of the area of entry during tho second
year of residence and one-eighth of
the area the third year, before making
flnul proof. The essential features of
the Senate and House bills are re
tained. The homestead period is reduced
from five to three years and home
steaders are permitted to be absent
from their land not to exceed five
months in each year after establishing
a residence.
The three-year period will begin to
run from the tlm of establishment of
actual residence upon the land and if.
because of climatic conditions, Flckness
or other unavoidable cause, a settler
cannot establish residence at the time
of filing, ho may be allowed 12 montha
from the date of filing In which to
commence his residence.
The cultivation requirement adopted
by the conference committee will apply
to enlarged homesteads as well as to
160-acre homesteads and to homesteads
on reclamation projects.
This agreement of the conference
committee probably means the early
enactment of the bill and Its approval
by the President, as conference reports
have right of way over other legisla
tion In Congress.
