with several officers of the National
Gusr.l. several members of the House
committee on military affairs have
formulated a bill which they think will
overcome the constitutional objectlona
to the present organization of mllltla
as act firth In the opinion of the Attorney-General.
XVhen the Dick bill was enactedlt
was assumed by officers of the Na
tional Guard that the atate mllltla waa
made available for any sort of aervice
when callel out by tne President. The
first Intimation that this waa not true
came In the opinion of the Atorney
Grneral. published recently. Thla
leaves the National Guard In an em
l.arrnlns: altuation. A (treat many
of the officers do not believe that the
Guard should wait until Congress
pauses the mllltla pay bill. They real
ise that on account of the economy
policy of the Democratic majority In
the House, the pay bill will encounter
considerable opposition, because of the
fact that It calls for the expenditure
of such a large sum of money. In their
opinion the llck bill can be amended
without any serious opposition so that
it will occasion no additional expense.
Nasac May Be Changed.
It is possible that the name f the
state troops will be changed from
orpanixed mllltla" to "National
Guard." Under the proposed plan the
President will be authorised to call
out all or a part of the National Guard
whenever the necessities of the service
are jrreatrr than can be performed by
the rrcular Army. It will be urned that
It Is highly Important that this legis
lation should be passed without delay
on account of the probability of the
need of the state troops in Mexico.
When the Mil 1 introduced an effort
will be made to secure an Immediate
rrport from the House committee on
military affairs and pass It under sus
pension of the rules of the House.
In Its tentative form the bill pro
vides for the amendment of section
I of the Dick act. The bill discussed
st the conference provides aa follows:
"Any organisation of any state par
ticipating In the appropriation pro-vUW-for
In section ll revised stat
utes of section II of this act as ap
proved May IT, 19$. shall be, a. volun
teer army for tho use of the T'nited
state, when. In the judgment of the
resident, the necessities of the serv
ice are greater than can be performed
ly the regular Army, and a ureater
force Is authorised by Congress and
may be used either within or without
the territory of the I'nlted Htatea for
the unexpired time for which they are
enlisted by their respective states un
less sooner relieved by order of ths

and allowance aa officers and enlisted
men of like grade and length of serv
ice In tne regular Army, and In de
termining the amount of pay of all of
ficers and enlisted men. length of serv
ice in the organized nitlitta shall be
considered the same as if said service
had been la the regular Army."

of a heavy rain storm, the Tabernacle
whs nlled today at the opening aesslon
of the 82d conference of tho Motmon
Church. Joseph K. Smith, president of
the ch'irch. In his address denied ths
charges of commercialism that have
been made against the Mormon
Church.
"There is not even the semblance- of
trut?i in this charge." said President
Smith. "It Is true we believe ami
practice the principle of tithing. The
people contribute voluntarily of their
means to support ths church. The
officers do not enforce this law. I
pay my tithing Just as I repent or ob
serve any other l.iw of the church.
"Rut because there is tithing dis
posed of by a body of men leaders of
the ch'irch they call thla commercial
ism. We have Just as much right to
4all the passing of contribution plates
In other churches commercialism as
t.iey have to call our tithing system
commercialism."
